مقدمة / Introduction
On January 1, 1991 CE, a cabinet reshuffle was announced in Jordan in the government of Mudar Badran, whereby five members of the Muslim Brotherhood and two members of the independent Islamic bloc entered this government. On this occasion, it has become necessary to clarify the Sharia ruling on participating in the government, whether this participation is permitted or prohibited by Islam, and what are the prohibitions of this participation? In order to provide a comprehensive answer, it is necessary to understand the reality of the state in Jordan, its origin, its system of government, and its affiliation. After understanding this reality, we will clarify the Sharia ruling on this participation, given the utmost importance of this matter to the entire Islamic movement in the Islamic world as a whole. Since the Messenger of God (peace and blessings of God be upon him) established the Islamic state in Medina more than fourteen centuries ago, Muslims have not known a system of government other than the caliphate system. The rule of Muslims after the Messenger of God (peace and blessings of God be upon him) was succeeded by the caliphate of the Rightly Guided Caliphs, then the Umayyad Caliphate, then the Abbasid Caliphate, and finally the Ottoman Caliphate. Although Muslims were surrounded by ancient states with relatively advanced legislation, such as the Byzantine Empire, the Persian Empire, and the Chinese Empire, it is not known that they took a single legislation from the legislations of those countries, but rather limited themselves to applying Islamic legislation only for thirteen consecutive centuries, during which they had absolute control over the high seas and most of the known world at that time.خاتمة / Conclusion
O Muslims around the world: The Islamic call is steadfast in its position, distinct from other non-Islamic states, systems, ideas, and movements, adhering to its path, sites, and ideas, not approaching the ways of the disbelievers, until God opens between it and the people with truth and victory. The Hizb ut-Tahrir, which carries the concerns of all Muslims and adopts all of Islam, declares to all Muslims that the entire land is devoid of the rule of Islam, and that all the existing states in the Islamic world are infidel states that fight God, His Messenger, and the Muslim community. There is no Islamic state on earth that applies God's law to the extent that it is permissible to pledge allegiance to it, offer loyalty to it, or participate in its government apparatus. The urgent Sharia duty now is to be aware of the plots that the countries of the West and the East and their tools in the countries of the Islamic world are hatching against Islam and deceiving Muslims, discouraging them from carrying the call to Islam with truth and sincerity, and working diligently to call to Islam to establish the Rightly Guided Caliphate, so that we can thwart the plotters' plots and turn them back on their heels, and return once again as masters of the earth and leaders of the world, and the first state in this era.
