These outlines should highlight ideas that encompass how to implement the adoption of the Quran and Sunnah as a charter. They should also include safeguards for navigating the definition of the Quran and Sunnah, clarifying the method of understanding them, and how they serve as a source of the constitution and laws. The book explains the nature of a state founded on them for their implementation. Therefore, adopting the Quran and Sunnah as a charter must be crystallized in broad outlines that express the practical image of adopting the charter, hence the idea of this charter.

مقدمة / Introduction

The term "charter" linguistically and legally means a covenant. God Almighty said (except for those who take refuge with a people between whom and you there is a treaty). And He said: (And if he belonged to a people between whom and you was a treaty, then a compensation is to be delivered to his family). And He said: (Was not the covenant of the Scripture taken from them that they should not say about Allah anything but the truth?). And He said: (And when Allah took a covenant from the prophets, [saying], "Whatever I give you of the Scripture and wisdom - then there comes to you a messenger confirming what is with you, you [must] believe in him and support him). In contemporary terminology, it refers to a set of rules that a people believe in, making them their perspective on life and adopting them as a source for their constitution and laws.

خاتمة / Conclusion

God Almighty has commanded Muslims to carry the call to all people and bring them into the caliphate state. He has legislated jihad as a method of carrying the call. Therefore, the state must embark on declaring jihad against the disbelievers without hesitation and without stopping. Since the establishment of the Muslim state until the end of the Islamic caliphate, Muslims have been the leading state in the world in terms of politics, science, and power. It is not permissible for Muslims to enter into military alliances or protection treaties with disbelievers at all. Nor is it permissible for them to place their issues in the hands of the Security Council, the United Nations, or any state in the world, and to accept submission to the disbelieving international laws or foreign hegemony, whatever the circumstances. God Almighty says: (And never will Allah give the disbelievers over the believers a way [to overcome them]). Such relations and assistance from the disbelievers and disbelieving international bodies contradict the policy of the Islamic state, which must dominate the international situation and return to being the leading state in the world.
