The Iraqi Government Between the Hammer of American Threats and the Anvil of Armed Factions

The US State Department affirmed on Tuesday evening, August 5, 2025, Washington's objection to the Iraqi Parliament's pursuit of enacting the Popular Mobilization Forces (PMF) law, indicating that its ratification would lead to a change in the nature of the bilateral security partnership with Baghdad.
Its spokesperson, Tammy Bruce, said during a press conference in Washington, "We strongly oppose the enactment of the PMF law, which strengthens armed groups linked to Iran and terrorist organizations."
American researchers warned in a report published by the Washington Institute for Near East Policy that passing the PMF law would undermine Iraqi security reforms and grant legal cover to factions operating outside the authority of the state, including groups designated by the US as "terrorist organizations."
The report, which was translated by Shafaq News Agency, called on the US administration to respond through multiple pressure tools, including imposing sanctions on PMF leaders close to Tehran, freezing some aspects of security cooperation with Baghdad, and linking military aid to the level of commitment to security reforms and the principle of the state's monopoly on weapons.

The PMF law still provokes a sharp division among Iraqi parliamentarians for its approval, in light of great regional and international pressure, which led to its postponement for several sessions. The dispute between the political blocs reached insults and physical altercations inside the House of Representatives in the last Tuesday session.
Whoever examines the reality of Iraq clearly sees the loss in which the state lives, as it has no real authority. Rather, it cannot, with all its military and security apparatuses, enter the areas of influence of the armed factions, such as Jurf al-Sakhar, for example. Rather, the contempt for it has reached the point that the Secretary-General of the Brigades, Abu Hussein al-Hamidawi, is asking for al-Sudani to be sequestered until the elections.
The statement of the spokesman for the General Staff of the Iranian Armed Forces, Brigadier General Abu al-Fadl Shekarchi, on Thursday, August 7, 2025, that the "resistance factions" in the region are now operating "with greater force than before," confirming that these forces have become "more coordinated and cohesive" than ever before, this statement comes as a justification for the intransigence of the Iraqi factions, as if it gives America the justification to carry out its threats, whether economic or even military.
O people of Iraq: No doubt you are witnessing and living this miserable reality, and this loss, until you have become walking in utter darkness and towards the unknown. There is no state in the sense of a state, and there is no security, but rather loss in the sense of loss. There is no solution to this confusion, and no salvation from this unknown except by overthrowing this regime and liberating ourselves from the domination of the occupying infidel, and establishing the authority of Islam, as it is the only one capable of eliminating all the sedition and divisions created by the infidel, and it is the only one capable of preserving private and public funds, and it is the only one capable of preserving the prestige of the state, and it is worthy of the nation rallying around it through the justice emanating from the program of Islamic Sharia.
