The caliphate is the act of something taking the place of something else, and the rule belongs to God Almighty, and God has made it for creation in general, as the Prophet, peace and blessings be upon him, said: "Indeed, the world is sweet and green, and God has made you successors in it, and He sees how you act," narrated by Muslim from Abu Saeed Al-Khudri, in accordance with God's saying: "Then We made you successors in the land after them to see how you act." [Yunus: 14], meaning that you apply God's laws and God's methodology among yourselves and to yourselves in every matter, and the caliphate in particular in the rule, from the ruler who rules according to what God has revealed, as this methodology is what distinguishes between the successor in the land being a corruptor in it, shedding blood, or being a caliph who is protected by that methodology from that error, and in order for the methodology to prevail, it must prevail through a state, not just that individuals adhere to it in a society in which other than that methodology prevails!
I have extrapolated the opinion of the scholar Taqi al-Din al-Nabhani on the semantic frequency of recurrence (tawatur ma'nawi) and concluded that he believes in the semantic frequency of recurrence. In response to a question dated 1973, he stated: "Then, the reality of the lives of Muslims in the time of the Prophet ﷺ is the separation of women from men, that is, the separation of women from men, and this separation means preventing the gathering of men with women."
As for the second type: As for practical transmission, it is obtained by extrapolating facts and customs established among the nation, such as languages: the use of languages by Arabs is included in the semantic mutawatir, as they have agreed on specific words that convey specific meanings. In order for a word to be considered an Arabic word, it must be narrated from the Arabs in a correct narration, either by transmitting poetry, or through the use of languages by those who are authoritative among the Arabs (and this is a form that ranges between semantic and verbal mutawatir).
