As part of completing the formation of the government of hope, the Sudanese Prime Minister, Kamel Idris, issued a decision to appoint five new ministers, including Bashir Haroun Abdel Karim Abdullah, as Minister of Religious Affairs and Endowments, in a move that reflects the government's commitment to implementing the provisions of the Juba Agreement and power-sharing with the armed movements. His appointment comes within the new quota for the armed movements in the government, where the Ministry of Religious Affairs and Endowments is one of the ministries included in the framework of the agreed-upon political arrangements.

With this quota system, the government of hope wanted to confirm that if you want to have a share of power and wealth, to be effective, to present your share and role, and to receive your true evaluation according to your earnings, then you must bear arms, meaning rebelling against the authority of the state, colluding with enemy embassies, and disregarding the provisions of the fifth chapter of the Penal Code; crimes against the state. When you bear arms, shed forbidden blood, and violate sanctities, then you will reach the highest positions, and the state will fear you and take you into account. But if you stand aside, relying on the fairness of those in charge of the selection, imagining that competence and eligibility can give you a share, then you are completely mistaken. The ceiling of the functional national ministates has dropped to the lowest possible level, and the colonizer's dogs have raced to serve him to the point of hateful quotas, and no condolences for the lie called technocracy.
With this quota system, political practice in this era has been tainted with the worst accusations and the ugliest reputation that a ruling group can be characterized with in history, as it abandoned the standards of competence and professionalism that they have been drumming into our heads, which exposes the country to more conflicts, as long as the selection of rulers is based on weapons and crime.
Quotas weaken the state and make it easier for the infidel colonizer to implement his plans to tear apart what remains of Sudan, and you have the Darfur separation plan that is accelerating now, and you have the lesson and the sermon in Bashir and his rule, and his separation of South Sudan.
Al-A'raj said in the qualities of those who are relied upon: (The ruler must seek the help of competent workers in the works, and of strong men in the heavy tasks; so he entrusts each work to someone whose foot is firmly established in his knowledge, and whose hand is extended in his knowledge and experience, this is the standard for assigning the tasks of government), and Ibn Taymiyyah said: (The ruler must appoint to every task of the Muslims the most suitable person he finds for that task. The Prophet ﷺ said: "Whoever is in charge of any affair of the Muslims and appoints a man while he finds someone who is more suitable for the Muslims than him has betrayed God and His Messenger."). And the Messenger of God ﷺ said: "Whoever is in charge of any affair of the Muslims and appoints someone over them out of favoritism, then upon him is the curse of God, God will not accept from him any compensation or justice until He enters him into Hell, and whoever gives anyone God's sanctuary, then he has violated something in God's sanctuary without right, then upon him is the curse of God, or he said, God Almighty's protection has been removed from him." The greatness of the religion of Islam is manifested in its system of government; the Caliphate, which will change the criteria for selecting rulers according to the approach of Islam, which does not wrong anyone.
