The extremist Hindu government of India continues to use the "National Investigation Agency" for its dirty work
and once again tarnishes the reputation of the principled and honest political party; Hizb ut-Tahrir
On June 14, 2025, the National Investigation Agency conducted coordinated raids in three areas of Bhopal city in Madhya Pradesh state, and two other locations in Jalaur in Rajasthan state, within the so-called "Hizb ut-Tahrir case." The agency claimed that this operation aimed to collect additional evidence against the party, and claimed that it seized "digital devices and materials incriminating the party," which are often nothing more than books and stationery. Prior to these raids, the Counter-Terrorism Unit in Jharkhand state had arrested two people on the same case. The Indian regime had issued an unjust decision to ban Hizb ut-Tahrir on October 10, 2024, under the pretext that it is working to establish a global caliphate through what they falsely describe as (terrorism and extremism).
As we have previously affirmed, the National Investigation Agency has failed to prove any of the terrorism charges against Hizb ut-Tahrir or its youth. The truth is that successive Indian governments, including the current government, have systematically targeted Muslims, tribes, and the untouchable castes (Dalits) through racist policies and oppressive laws. Laws such as the Sedition Act, the Unlawful Activities Prevention Act, the National Security Act, and the Armed Forces Act have been harnessed to silence opponents and terrorize Muslims, thus consolidating an atmosphere of fear and making Muslims second-class citizens. The current ruling regime has doubled down on this approach, restricting constitutional rights, and demanding that Muslims prove their loyalty in an exaggerated and humiliating manner. However, Indian Muslims remain steadfast, drawing strength from their faith and historical heritage, refusing to submit to divisive national narratives.
A recent study conducted by the People's Union for Civil Liberties organization revealed dangerous indicators in the implementation of the Unlawful Activities Prevention Act, where 8,371 arrests were recorded between 2015 and 2020, but only 235 convictions were issued, i.e., 2.8%. This means that 97.2% of those arrested suffered prolonged imprisonment without conviction, and were acquitted after years of injustice and suffering. Even the former Chief Justice of the Supreme Court, D.Y. Chandrachud, warned against harnessing terrorism laws to suppress dissenting voices, but successive governments continue to target Muslims, perpetuating a climate of fear and lengthy imprisonment without fair trials.
Numerous cases show a recurring pattern of intimidation against Muslims through these unjust laws, where many of them spent years or decades behind bars before being acquitted, after their lives were shattered. A prominent example of this is the Hizb ut-Tahrir case in Tamil Nadu state, which, despite the serious allegations against it, did not include any credible evidence in the indictment, reflecting the state's systematic exploitation of terrorism laws against small ethnic groups, suppressing freedom of expression, and spreading fear among Muslims.
The extremist Hindu government of India, supported by the RSS movement, continues to manipulate public opinion, through excessive focus on targeting Muslim organizations and individuals, to cover up its utter failure in managing the country's affairs. It has passed laws such as the amendment to the Waqf Act, the criminalization of triple talaq, and other unjust laws, while ignoring more pressing crises such as:
• A collapsed judicial system with 49 million pending cases
• A frightening economic disparity, where 1% of the population controls 58% of the country's wealth, while the per capita national income is only $2,880 (ranked 119th globally)
• An unemployment rate of 7.6%, leaving millions of people in precarious conditions
• A dilapidated government health system that has led to the death of many - especially children - as a result of negligence and corruption.
At the same time, official and racist attacks continue against marginalized communities in states such as Manipur, Gujarat, Uttar Pradesh, Madhya Pradesh, and Uttarakhand, through arbitrary house demolitions, extrajudicial killings, and torture in prisons. All this reveals that the priorities of the current government are not related to the real needs of the people, but rather reflect a dangerous deviation from the right path. Hence, we reiterate once again:
We hope that the Indian government and the National Investigation Agency will exercise some reason, review their position, and correct their approach in dealing with Hizb ut-Tahrir.
1. Hizb ut-Tahrir is a political party whose principle is Islam, and it operates in more than 50 countries, and it has a clear record of peaceful activity based on the Islamic creed.
2. It is praised by many human rights activists as a political party that pursues intellectual struggle and political struggle, without resorting to violence.
3. The party works among the members of the Islamic Ummah in various systems - democratic, authoritarian, or monarchical - without any involvement in terrorist acts.
4. Its central message is the establishment of the Rightly Guided Caliphate in the Muslim lands, and in that, it draws its strength from Allah Almighty and then from the determination of the Ummah, and it remains steadfast despite the oppression. The famous Indian leader Gandhi supported this idea in his writings, especially in the period 1919-1922.
5. Hizb ut-Tahrir's method of change is derived from the biography of the Prophet ﷺ, and focuses on dialogue, intellectual presentation, and doctrinal clarity.
6. The party's literature is published and available to everyone, whether online, in printed books, or on major sites such as Amazon, which indicates its commitment to open intellectual dialogue.
7. As it has been doing for decades, Hizb ut-Tahrir also continued this year to hold its annual conferences around the world, including the Caliphate Conference in the United States in April 2025 without any harassment or arrests. Is the National Investigation Agency unable to see that, when it takes its instructions from America in everything else?!
We ask the wise people of the world: What "terrorist" organization sells its books on the most famous sites, and holds public conferences for decades?!
Hizb ut-Tahrir, which is one of the largest Islamic political parties, proves day after day that it is not terrorized, and does not back down, but rather expresses the aspirations of the Ummah in establishing the Caliphate.
We address the Islamic Ummah in general, and its scholars in particular, that Hizb ut-Tahrir is working honestly as a beacon to revive the Muslims in the world, and it is steadfast on its Prophetic method since its founding in 1953 by the venerable Sheikh, the judge and thinker Taqi al-Din al-Nabhani, al-Azhari, may God have mercy on him, from the blessed land of Palestine.
Finally, we remind the Muslims of India of their great ancestors: Sheikh Syed Ahmed Shaheed, Sheikh Shah Waliullah Dehlawi, Sheikh Ahmed Sirhindi, and Sheikh Al-Hind Mahmoud Al-Hasan Al-Deobandi, may God have mercy on them all, and how they sacrificed their lives to restore the glory of the Islamic Ummah, and died while they were on that path. So rise up, O Muslims of India, and work to establish the Second Rightly Guided Caliphate, and do not fear the blame of anyone in the cause of God.
God Almighty said: ﴿They want to extinguish the light of Allah with their mouths, but Allah refuses except to perfect His light, even if the disbelievers dislike it﴾.
