Speech of the Official Spokesman of Hizb ut-Tahrir in the Wilayah of Sudan

"No government inspires hope except under Islam and its Khilafah state"
The head of the Sovereign Council, Abdel Fattah Al-Burhan, issued a decree on Monday, 05/19/2025, appointing the former UN official, Kamel Idris, as Prime Minister, to form a government of technocrats. On the same day, Al-Burhan issued a decree to cancel the previous directive regarding the supervision of members of the Sovereign Council over the federal ministries and government units.
By following up on the formation of the government by appointing ministers in batches, over a period of two full months, we note that the government has changed its skin, from a government of technocrats, as stated by the Prime Minister, to a hybrid government; a mixture of technocrats and quotas for quarrelsome partners, vying for revenue-generating ministries; finance, minerals, and (social) welfare; the gateway to relief and foreign aid, and they are not ashamed. Kamel Idris made the slogan of his government hope, as he said in his televised speech on 06/19/2025 that the slogan of his government is "Hope" and its message is "achieving security, a decent life and prosperity for the people." He wants to achieve these goals with the same secular democratic system that has been applied to us in our country since the entry of the forces of the infidel occupier Kitchener into Sudan in 1898 AD until its date, and it has failed to achieve any of the above-mentioned messages of the Hope government, but rather it is the same system that has deprived us of security, and under which sanctities have been violated! Frustration spread, and the ceiling of life dropped until the individual's concern became to remain alive without ambition or motivation. In contrast, we find Kamel Idris's partners, who were brought by the Juba Agreement, raising claims of marginalization and making promises to the simple people, mixing clearly between their sitting in ministerial chairs and lifting injustice from the wronged in the peripheries and center of the country.
Al-Sharq channel quoted the political secretary of the Justice and Equality Movement, Mutasim Ahmed Saleh, as saying: (Portraying the peace parties' adherence to their ministerial entitlements according to the texts of the agreement as political blackmail is an erroneous and biased reading, aimed at intimidating these parties and undermining their project, to consolidate the hegemony of the central elites, and depriving the marginalized forces of a fair partnership in decision-making).
Both teams; the technocrats headed by Kamel Idris, and the so-called armed struggle movements, must realize that ruling in Islam is not a cake that its owner enjoys with power and wealth, and begs to sit on the seat of power with false promises to the marginalized or others, ﴿He promises them and awakens desires in them, but Satan does not promise them except delusion.﴾. These promises of security, education, health, etc., and those promises to the oppressed in the peripheries of the state, who they call (the people of the margins), all of that is evidence against this government of hope, and the experiences of the people of the country have proven that everyone who sits in the seat of power, thinking it is a spoil and a cake, then this thought has destroyed him, because there is a huge difference between the one who wants to take care of people's affairs; as a responsibility and a trust, and on the Day of Resurrection it is shame and regret, and between the one who came to enjoy the cake, and the power and wealth.
As for the lie of the margin, which is raised by every conspirator with the outside, rebelling against the authority of the state, it is intended to refer to the injustices inflicted on the state's subjects in its peripheries, which are caused by the system of the infidel colonial West itself, which does not fight everyone who carries weapons in order to change this unjust system, but in order to take quotas for its application and implementation, that is, to continue oppressing the people of the margin by their own hands, not by Amr's hand!
Indeed, the Sultan in Islam; that is, the right to choose and appoint the ruler, is exclusively for the Ummah or its representatives, and it gives this right to whomever it deems worthy of this public responsibility, by being strong, pious, kind to the subjects, and not alienating. These are the characteristics of the ruler in his own self, and as for his relationship with the subjects, he must surround them with his advice, not touch public money, and rule them by Islam alone. These are seven complete qualities that, if combined in the ruler, life will be upright, and the people's affairs will be set right, so where are the technocrats and movements from that?!
Indeed, Kamel Idris's portrayal of his government, as a government of hope for the people of Sudan, whose minimum hope is a government that addresses their problems, and improves their lives to the level of human life, by guaranteeing the satisfaction of the individual's basic needs: (food, clothing and shelter), and guaranteeing the satisfaction of the basic needs of the community, which are (security, education, and treatment), and what that entails from providing clean water, electricity, and infrastructure; from communication networks, roads, bridges, etc., and what all of that entails from stopping the looting of the country's wealth, returning public property funds to their owners, and the mainstay of all of that is uprooting the influence of the infidel occupier from our country. This is what creates hope among the people of Sudan, and it is what Kamel Idris's government cannot achieve.
Why? Because addressing any problem requires knowing its causes that resulted in it, then taking the treatment that targets the causes of the problem, and thus the treatment will be radical. So, did Kamel Idris come, carrying in his pocket a treatment that inspires hope? Or did he come carrying the causes of the problem, after the hands of the perfumer had embellished them?!
The people of Sudan are Muslims, and the great Islam is the religion that our Prophet Muhammad ﷺ brought, as a revelation from the Creator, Glory be to Him, and this Islam that the people of Sudan follow is a religion and the state's system, a creed and complete life systems until the Hour, the Almighty says: ﴿This day I have perfected for you your religion and completed My favor upon you and have approved for you Islam as religion.﴾. This Islam is the truth, but the infidel colonial West, which won the last round in the conflict between truth and falsehood, destroyed the Muslims' state; the Khilafah, and established functional national states for the Muslims, appointing corrupt agents as rulers over them, guarded by hordes of their kind; mercenaries in politics, thought, and media, whose job is all to fight the return of Islam; the antidote to life, but rather to apply the systems of their infidel master to the Muslims, and they are fighting over who is more worthy of applying it, the military, the technocrats, or the armed movements?!
The cause of the crisis that the people of Sudan are suffering from is the application of the man-made systems of the infidel colonial West; from a democratic system in government, and a capitalist system in the economy, which facilitates the looting of wealth and the enslavement of the people of the country. This is what Kamel Idris came to apply to us, to renew the rope of slavery to the infidel West around our necks!
Hope, throughout human history, is not born in the world of falsehood, nor illusions, lies and deception, but hope is always born with truth, reality and honesty, carried by the prophets sent from God, and sealed by our Prophet Muhammad ﷺ with the message of great Islam, carrying a clear statement in the creed, and the systems of life in government, economy, society, education policy, and foreign policy. The Muslims, the owners of authority, or their representatives from the people of power and strength, pledge allegiance in this system to a man among them as a Khaleefah for the Muslims, and then the Khilafah system is established, and hope is born in a dignified life under Islam, for the following:
First: The Khaleefah will close the last page of the Muslims' life with imported man-made systems, along with their application experts from the infidel West, and will begin to apply the systems of Islam, taken from the revelation with the strength of evidence.
Second: The Khaleefah will immediately begin appointing assistants, governors and other rulers, or those he seeks help from, and will immediately begin to treat the problems of the subjects, away from any quotas, because the Sultan legally belongs to the Ummah, not to those who carry weapons and conspire with the outside.
Third: The Khaleefah of the Muslims will uproot the influence of the infidel West from our country, purify the state institutions from its tools, and take the Ummah's intellectual wealth, and its material wealth, as a ladder to rise with it to be the first state in the world as it was before, and for the past six hundred years.
Fourth: The Islam that the Khaleefah of the Muslims applies will purify the political arena from agents and tools of the infidel colonial West, and from the discourse of racism, and claims of ignorance that divide the state's subjects, and then the idea of taking care of the affairs of all the subjects with justice and benevolence will be sufficient to dismantle the claims of marginalization and other terms that are the product of living under the systems of the infidel West.
Fifth: The Khaleefah of the Muslims will make the armed forces in the state a single force, headed by the Khaleefah of the Muslims, and will stop the tampering with the manufacture of new militias with every new morning, but rather, more seriously, some of them are being trained in foreign countries! Then we sing for hope and a decent life, under the shadows of these multiple armed forces!
This is a drop in the ocean of the rulings of Islam, when we present it as a project for the Ummah, it can inspire hope in a decent life, and the day it is put into application and implementation, our lives will be turned upside down, so hope will follow action that will take us to reach the peaks of glory as we were before, and that is not difficult for Allah.
The Almighty says: ﴿O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life.﴾.
