The Situation After the Heavy Rains and Floods Has Proven Once Again
That Muslims Need a Caliph to Look After Their Affairs
Since June 26, floods in various regions of Khyber Pakhtunkhwa, Punjab, and Karachi have led to the death of more than 650 people and the injury of more than a thousand. Thousands of homes have also been swept away, along with people's savings, belongings, vehicles. Our sisters and daughters - the symbol of chastity and honor - have been deprived of their homes and privacy, and forced to live in the open.
Hizb ut-Tahrir / Wilayah Pakistan shares the sadness and sorrow of all Muslims at this tragedy. We are patient with this affliction and call on Muslims to be patient as well, as the Messenger of Allah ﷺ said: "No fatigue, nor disease, nor sorrow, nor sadness, nor hurt, nor distress befalls a Muslim, even if it were the prick he receives from a thorn, but that Allah expiates some of his sins for that." [Bukhari and Muslim]. Nevertheless, this moment has revealed the impotence, negligence, and indifference of our rulers. This is not the first time that Pakistan has been drowned by a flood disaster. The devastating floods of 2010 and 2022 are still in memory. In the 2022 floods alone, a third of the country was affected, and 33 million people were affected. Pakistan is among the ten countries most affected by climate change, as it contains more than 9,000 glaciers, the largest number outside the Arctic and Antarctic. Their rapid melting has increased the risk of flooding.
However, as always, our rulers only appear for a few days of media coverage, and then everything is forgotten! For example, the government of Khyber Pakhtunkhwa allocated only 800 million rupees to the entire province, and 500 million rupees to the Buner district, an amount insufficient to rebuild the infrastructure or provide basic assistance to those affected. The policy of these democratic rulers is limited to managing the media, not serving the people sincerely.
As for under the Khilafah, the Caliph is responsible for looking after the affairs of the entire Ummah, and he is accountable to Allah Almighty and is under the supervision and accountability of the Ummah, as the Messenger of Allah ﷺ said: "... the Imam is a shepherd and he is responsible for his flock." [Bukhari and Muslim]. If the Khilafah existed today, it would not have hidden behind terms such as "flash cloud", but would have built an institutional infrastructure and an integrated system, engaged in long-term planning, and taken effective measures to reduce losses. However, successive governments in Pakistan have neglected this for more than seven decades, as their priorities have always revolved around protecting the interests of the colonial powers. The problems of the people are not taken seriously except to the extent that they affect the survival of those governments.
Under the Khilafah, the life of a Muslim is sacred, and blood money (Diyya) is paid for the loss of life if it is caused by human factors, including negligence and dereliction. In the democratic system, the value of a human being is reduced to political influence and the ability to influence the struggle for power. This capitalist democratic system has brought Muslims nothing but humiliation, deprivation and helplessness. It is time to bury this system and establish the Khilafah. The Muslims of Pakistan, in conjunction with our armed forces, must end this worn-out system and establish the second Rightly Guided Khilafah according to the method of Prophethood.
