To Muslim Scholars, People of Influence, Those with Ability, and All Muslims

O Muslim scholars, people of influence, those with ability, and all Muslims: Enough silence in the face of bloodshed, violation of honor, desecration of holy sites, and even the removal of Islam from the reality of life.

Enough complacency in fulfilling the obligation of holding rulers accountable and stating the truth before an unjust authority, which God has imposed upon you, so what about a treacherous agent who rules by other than what God has revealed.

You no longer have the opportunity to choose between sitting idly and working to overthrow the corrupt regimes and the insignificant ones, and establishing the Rightly Guided Caliphate and appointing a just Caliph!

For the religion will not be established, nor will honor be preserved, nor will justice prevail except by establishing the Caliphate and appointing a Caliph, because the Messenger of God, peace be upon him, said: "Whoever dies without a pledge of allegiance on his neck dies a death of ignorance."

So, with complete reliance on God, and with faith and belief in God Almighty's promise and the glad tidings of His Messenger, may God bless him and grant him peace, rise up with Hizb ut-Tahrir to work to resume the Islamic way of life by establishing the Second Rightly Guided Caliphate according to the method of Prophethood, and pledging allegiance to the eminent scholar Ata bin Khalil Abu al-Rashtah, the Emir of Hizb ut-Tahrir, as Caliph to act according to what God has revealed, protecting yourselves with him and fighting behind him, in accordance with the words of the Prophet, peace and blessings be upon him: "The Imam is but a shield from behind whom you fight and by whom you protect yourselves," narrated by Bukhari from Abu Hurairah.

We call you to what gives you life in this world and the hereafter and guarantees you honor in both abodes. We have conveyed, so respond. We have conveyed, O God, bear witness.

{O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life. And know that Allah comes between a man and his heart and that to Him you will be gathered} (Al-Anfal: 24)
