Manufacturing the "Rightly Guided Mufti" in the Age of Artificial Intelligence
Crafting Jurisprudence Tailored to the West and Its Client Rulers
In light of the political and intellectual collapse of the Islamic Ummah, and at a time when conspiracies against its religion and its rulings are escalating, the ruling regimes and their tools from official religious institutions are emerging with conferences bearing glittering slogans and exciting technological terms, to give their project of falsifying religion a touch of "modernization" and "development." This includes the conference on "Manufacturing the Rightly Guided Mufti in the Age of Artificial Intelligence," organized by the Egyptian Dar Al-Ifta under the direct patronage of the head of the regime, Abdel Fattah El-Sisi.
The title may suggest that the "Rightly Guided Mufti" is the one who possesses deep legal knowledge, piety, and adherence to the texts, and that artificial intelligence is merely a means to serve him. However, the truth is that the word "rightly guided" here means only the one who is obedient to the ruler, controlled by his agenda, and programmed with fatwas that align with his policies and serve the interests of his masters in the West.
As for the age of artificial intelligence, it is not intended to employ technology in support of Islam, but rather to adapt it to control fatwas within a defined framework, so that the fatwa is controlled, and any legal opinion that contradicts the will of the regime or exposes its betrayal is eliminated.
The conference comes at a time when waves of popular anger are escalating against the policies of the regimes in Muslim countries, and the Ummah's awareness of the rulers' betrayal of its constants is increasing, such as the issue of Palestine, alliance with the enemies of Islam, and the implementation of systems of disbelief.
These regimes realize that a sincere legal fatwa that speaks the truth poses a threat to their survival because it reveals the illegitimacy of their rule and holds them accountable to the democracy of the infidel West. Therefore, they are working to redefine the role of the mufti, from being a speaker of God's judgment based on the legal evidence derived from revelation, to being a government employee who justifies decisions and adapts the texts to align with state policies, meaning that his fatwa is based on whims and not revelation.
Artificial intelligence in the context of this conference is nothing more than a tool to centralize and control fatwas. Instead of a Muslim asking a sincere scholar in his home or mosque, he is referred to a "digital platform" under the supervision of the state, where algorithms are designed according to political and security criteria, filtering only the permitted answers.
This means that the fatwa will be subject to dual control: firstly, human control by the official institution subject to the ruler, and secondly, technical control programmed to filter out any content that contradicts the political line, condemns injustice, calls for jihad against the occupier, or demands the implementation of Sharia in people's lives.
In their view, the "rightly guided mufti" is the one who links the fatwa to positive laws and makes them a higher reference than God's law in practical application. He is the one who avoids everything that annoys the ruler or threatens his interests, even if it is an explicit legal text. He is the one who facilitates normalization with infidels and occupiers under the pretext of interests and balances. He is the one who justifies international treaties that violate Sharia as a "necessity" or "international obligations."
These conferences, in their reality, fall under the category of changing and falsifying the religion, because their primary function is not to search for God's judgment, but to dilute and domesticate this religion and create alternative rulings that are dressed in the clothing of Sharia, while in essence they are submission to whims and a departure from God's path. God Almighty said: ﴿And judge, [O Muhammad], between them by what Allah has revealed and do not follow their inclinations﴾. Judging and issuing fatwas with other than what God has revealed is following whims and pleasing rulers and their masters, which God has forbidden categorically, just as the Prophet ﷺ warned against evil scholars who sell their religion for worldly gain, saying: «The thing I fear most for my nation is misleading leaders.»
In principle, artificial intelligence can be a powerful tool for serving jurisprudence, by collecting texts, sorting statements, and bringing information closer to the researcher. But when the regimes put it in the hands of their affiliated institutions, it turns into a dangerous tool for restricting fatwas and concealing the correct legal opinion. In this context, artificial intelligence becomes an extension of the security apparatus, but with a scientific and technological face, so that the inquirer thinks he is dealing with a neutral machine, while in reality he is subject to programming that carries a political agenda.
The real purpose of this conference is not to develop fatwas, but:
1. To tighten the grip on fatwas globally through the General Secretariat of the Houses and Bodies of Fatwa in the World, and make it a center that coordinates religious positions in a way that serves the rulers.
2. To promote the tamed Islam that accepts the artificial political borders, adherence to positive laws, and normalization with enemies.
3. To neutralize the fatwa from Sharia politics, and distance it from the Ummah's fateful issues such as the liberation of Palestine, the overthrow of unjust regimes, and the rejection of Western hegemony.
4. To legitimize the ruler's decisions, so that the fatwa comes ready to justify every deal, agreement, or alliance, even if it is with an occupying enemy.
These conferences pose a double danger:
Firstly: Confusing concepts, where right is mixed with wrong under the slogan of "moderation" and "guidance."
Secondly: Producing a generation of muftis who do not dare to speak the truth, but rather see their mission as justifying what the authority wants.
Thirdly: Killing the spirit of independent reasoning (ijtihad), because the digital platform will shorten the path by giving a unified answer that does not accept discussion.
The duty upon the Ummah, its scholars, preachers, and youth, is to expose these conferences, explain their reality to the people, and warn against taking religion from official institutions that distort the word from its proper places. The issue of independent reasoning (ijtihad) and fatwas must also be restored to its natural position: speaking the truth in the face of the unjust ruler, not submitting to him. The Prophet ﷺ said: «The best jihad is a word of truth in front of a tyrannical ruler.» The Ummah needs divine scholars, not employees or a "platform" that is moved by the strings of politics.
We warn Muslims against being deceived by the glitter of technology or ornate words, for the scale of truth is the Book of God and the Sunnah of His Messenger, not what the systems' platforms or conferences produce. Let everyone know that artificial intelligence, no matter how great its ability, cannot be a substitute for a believing heart that fears God and a truthful tongue that speaks the truth, and that the fatwa is not rightly guided unless it stems from implementing God's law alone, not from the dictates of the ruler or his software.
﴿And [mention, O Muhammad], when Allah took a covenant from those who were given the Scripture, "You must make it clear to the people and not conceal it." But they threw it away behind their backs and exchanged it for a small price. And wretched is that which they purchased.﴾
