Education Policy Between the Failure of the Modern State and the Vision of the Rightly-Guided Caliphate

The education policy in Tunisia has failed as one of the pillars of the modern state, and repeated reforms have not succeeded with it. Our children are at the bottom of the global ranking, and our schools and universities are out of the rankings, while tens of thousands of students drop out of school annually and are thrown into the street, to be absorbed by unemployment, drugs, death boats, and organized criminal groups, until everyone witnesses the corruption of the educational curriculum and the failure of its outputs, in addition to the marginalization of teachers and leaving them at the bottom of the pay scale.

Today, despite successive initiatives, from the national consultation on education reform (September - December 2023) to the establishment of the Supreme Council for Education stipulated in the 2022 constitution, what was presented in the consultation is nothing more than a formal patch and a consecration of a Westernizing, colonial, secular project, developed in 1958 by the Frenchman Jean Debiesse and implemented by the then Minister of Education, Mahmoud Messadi, to exclude Islam from education and strike the civilizational identity of society and emerging generations.

Recycling this bankrupt model will only produce more decadence, disintegration, and dependence on the West, and the nation will not rise unless with an authentic educational vision that stems from its faith. The correct educational policy is one that is based on the Islamic creed, so educational policies and their goals are set according to a methodology that preserves the identity of the nation and its Islamic faith to graduate Islamic personalities with an Islamic mentality and psychology, and prepare the children of Muslims to be among them specialized scholars in all fields of life, such as Islamic sciences (from jurisprudence, fiqh, judiciary, etc.), and experimental sciences (from mathematics, informatics, chemistry, physics, medicine, etc.).

An educational policy implemented by a strong and formidable state that owns its decision, uniting Muslims under the banner of Islam (There is no god but Allah, Muhammad is the Messenger of Allah), which is the Rightly-Guided Caliphate on the method of Prophethood that governs with Islam and solves all the problems and crises for Muslims and the world as a whole because it governs with a system from the Creator of mankind who alone knows what is right for them in every time and place, so a great scientific renaissance, a tremendous industrial revolution, and unprecedented progress occur, and it restores the right to its owners.

The Caliphate system has a clear and independent political vision, which makes education a factory for high-caliber statesmen and a fertile ground that produces strong personalities who aspire to leadership and do not accept humiliating subordination. It considers education a basic need and provides it free of charge with the highest quality, while restructuring priorities according to the provisions of Sharia, to accelerate scientific progress, so it allocates huge revenues from public property and what is under its control (such as minerals, energy, agriculture, and animal wealth), etc., in order to build subsystems that support its ability to master the highest levels of knowledge, and among the most important of them.

 1. Building a comprehensive education system that develops the Islamic personality from primary to university, to create a generation that combines leadership qualities and the sincerity of a believer, and enjoys a diverse set of skills and areas of expertise that the nation needs in the arena of life.

2. Building a research and development system, to conduct research, invention, and development in integration between universities and state-affiliated research centers, so that they are all under the administration of the state in terms of supervision, encouragement, and funding.

3. Building a strategic industrial system managed by the state independently, to develop military capabilities by modern means and provide the basic needs of individuals, and form integrated industrial chains from heavy industries with state supervision over them and securing all the necessary supplies for these industries, including raw materials, technology, expertise, engineering, and funding.

O Muslims in the land of olives, the oldest universities in the world:

The Caliphate system, which adopts Islam's distinct view of education, is able today to establish a model educational system of the first order, a system that combines the pursuit of knowledge and the fulfillment of vital issues and the interests of the state and the nation alike, and at the same time ensures self-sufficiency in everything the nation needs; which will put an end to this separation between education systems in our countries and the needs of our industrial, agricultural, technical and other societies, which has led to dependence on other countries. This, in addition to the Caliphate state's intensive investment in manufacturing to meet the needs of society independently and to make the Caliphate a great global power, enables the state to benefit from the distinguished skills and minds of the sons of the nation to develop the state, so that their valuable energies are not wasted or that foreign countries steal them.

So hasten, O Muslims in Tunisia, to put this wonderful model into application and implementation by immediately adhering to what God has obligated you to do in order to establish the Rightly-Guided Caliphate, as it is the only legitimate remedy for all your issues.

God Almighty said: ﴿Those who, if We give them authority in the land, establish prayer and give zakah and enjoin what is right and forbid what is wrong. And to Allah belongs the outcome of [all] matters﴾.
