Draft Constitution of the Khilafah State

This is a draft constitution for the Caliphate State, which we place in the hands of Muslims - as they work to establish the Caliphate State and restore governance according to what God has revealed - so that they can visualize the reality of the Islamic State, its form and systems, and the Islamic systems and rulings it will implement. This constitution is an Islamic constitution, emanating from the Islamic faith and derived from Sharia rulings, based on the strength of the evidence. In its derivation, it relies on the Book of God, the Sunnah of His Messenger, and what they guide to from the consensus of the Companions and analogy. It is an Islamic constitution and nothing else, and there is nothing non-Islamic in it. It is a constitution not specific to a particular country or region, but for the Caliphate State in the Islamic world, even in the entire world, considering that the Caliphate State will carry Islam as a message of light and guidance to the entire world, working to care for its affairs, bring it under its wing, and apply the rulings of Islam to it. Hizb ut-Tahrir presents this project to the Muslims, and asks God to honor them and hasten the realization of the goal of the believers' endeavor in establishing the Rightly Guided Caliphate and restoring governance according to what God has revealed, so that this project can be placed as a constitution for the Caliphate State. And that is not difficult for God.
