Reality of VAT and Islamic Ruling (2000)
Hizb ut Tahrir
The booklet addresses a treatment that the state in Sudan is working to implement: the Value Added Tax (VAT). It clarifies the reality of VAT, the Islamic legal ruling on it, whether there is a semblance of evidence for those who permit it, and how a state based on Islamic ideology deals with the issue of money.
مقدمة / Introduction
The Muslim's ultimate goal in life is to attain God's pleasure through sincere worship. Therefore, their endeavors in life aim to achieve that goal. "I have only created jinn and men, that they may serve Me." (Quran 51:56). God Almighty has facilitated human life to achieve this goal by organizing all their actions within the context of worship, including organizing economic life, which encompasses the following: 1- Regulations related to how wealth is acquired, such as rulings on leasing, labor, inheritance, etc. 2- Regulations related to how wealth is spent, whether through obligatory spending like mandatory alms and charity, or preventing spending on forbidden things. Or regulations on wealth development, such as rulings on partnerships, sharecropping, and manufacturing. 3- Distribution regulations that aim to satisfy all the basic needs of all individuals and enable them to fulfill their luxury needs as much as possible. By examining these legal texts related to the rules of wealth and money, it becomes clear that they work to completely eliminate poverty in society. However, as the world suffered from the dominance of the capitalist system and adopted its treatments, the gap between the rich and the poor widened, and the poor in the world numbered in the billions. This is an inevitable result of applying the capitalist economic system, which impoverishes people and plunders the wealth of countries. In this booklet, we address a treatment that the state in Sudan is working to implement, for which it has mobilized promoters and scholars: the Value Added Tax (VAT). It is a tax invented by capitalist countries and implemented in France, some European countries, and Third World countries such as Nigeria and Latin American countries. It began to be implemented in Sudan on June 1, 2000. So, what is the reality of VAT? What is the Islamic legal ruling on it? Is there a semblance of evidence for those who permit it? And how does a state based on Islamic ideology deal with the issue of money?خاتمة / Conclusion
O Muslims: The application of the Value Added Tax on you will increase your hardship, impoverish your country, and mortgage your sovereignty to the disbelieving colonizer. Here we place this study in your hands not only to get rid of poverty and humiliation, but to lift the sin from our necks and save misguided humanity by returning to the rulings of Islamic law, making the Islamic creed the basis for all aspects of our lives. This can only be achieved by demolishing the existing rules of disbelief in Muslim countries and uniting Muslims under the banner of a single state, the Caliphate on the Prophetic model, to implement the rulings of Islam and carry it to the world through Da'wah and Jihad.
