Sana'a and Aden governments continue to punish people by cutting their salaries
and Islam requires them to be paid from state revenues, not from public properties

Under governmental sponsorship and direction, an electronic campaign was launched under the hashtag #MySalaryInAlAhliBank. Many Yemeni activists interacted during the past two days with the campaign, which clearly exposes the reality of the ongoing siege on Yemen and the connection of the Saudi-American aggression to the continuing tragedy of the Yemenis for more than ten years. The campaign was launched at a time when popular discontent is escalating due to the interruption of salaries and the deterioration of economic conditions due to the unjust siege imposed by the aggression on our country, and its seizure of oil and gas revenues and their transfer to accounts outside the country, most notably the Saudi National Bank, with the collusion of Yemeni traitors and mercenaries. The people of Yemen are caught between the heat of Al-Alimi's government and the fire of the Houthis' government. The former is destroying services and has recently started cutting teachers' salaries, and the Houthi government is continuing to punish people. This justification promoted by the Houthis is not based on a legitimate basis, but rather is a deliberate misrepresentation to cover up their failure to take care of people's affairs and fulfill the requirements of ruling by Islam.
Salaries and wages in Islam are a right of the state, paid from its own revenues such as fay', jizya, kharaj, and all state property resources, not from the revenues of oil, gas, minerals, and other resources, because the latter are public properties that Sharia has made for all Muslims, the state does not own them, and it is not permissible to withhold them from the nation, or to take them as a pretext to evade duties.
As for the Houthi government, it collects huge revenues from all sources, legitimate and illegitimate, whether what is considered state property or what it imposes of forbidden taxes such as sales tax and permanent taxes called government tax, or public revenues such as fees for wired and wireless communications, internet service, transportation, fisheries, the coastline, minerals, salt, water, and other public properties... Where does all this revenue go, given the government's evasion of any of its responsibilities to the people, such as food, water, housing, clothing, job opportunities, education, medical care, security, justice, and other rights of the people over the state?!
As for the government of the Al-Alimi Council, it does not need to be explained in its failure and subservience, as the stench of their corruption has spread and no house has been spared.
Therefore, withholding salaries from employees is a clear injustice, which falls under the severe warning uttered by the Prophet ﷺ in his saying: "Allah said: There are three whom I will be their adversary on the Day of Resurrection... and a man who hired a worker, took full work from him, and did not give him his wages." narrated by Al-Bukhari. As for the wealth of public property that they argue with, Islam has made it common among Muslims, according to the saying of the Prophet ﷺ "Muslims are partners in three things: water, pasture, and fire, and its price is haram." narrated by Ibn Majah.
There is no difference in this between the Houthi government and the Al-Alimi government, as they all rule with an unjust capitalist system, collecting money in one direction, but rather they use it to starve people and keep them under the weight of poverty, ignorance, and worldly conflicts, and they thereby serve the interests of their masters in the West, America and Britain, and in keeping Muslims degraded in thought and economy and living in the worst conditions, and their biggest concern is to secure a livelihood so that the nation does not rise up to restore its caliphate and rule by the Sharia of its Lord.
Any pretext after this is nothing but injustice and confiscation of people's rights in fictitious names such as aggression, siege, resistance, and even jihad and supporting Gaza, while in reality the money is driven into the pockets of the ruling class and centers of influence, converted into hard currency and handed over to the tools of colonialism in exchange for their services in keeping our governments in power!
The economic policy in Islam is based on fulfilling rights and ensuring justice among the people, not on monopoly, looting, and using crises as pretexts.
If the Islamic system were applied, as explained in the draft constitution of the caliphate state presented by Hizb ut-Tahrir, the treasury would be fulfilling its tasks, and every worker, indeed every individual of the state's subjects, would have his guaranteed right, without favor from anyone. As for under the current harmful systems, the suffering of the people will remain evidence of the absence of the righteous caliphate that rules by Sharia and gives rights to their owners.
This recurring suffering in Yemen is but a witness to the absence of ruling according to what God has revealed, and to the necessity of resuming the Islamic way of life by establishing the righteous caliphate on the method of Prophethood that takes care of people's affairs in the best way and gives everyone his due. God Almighty said: ﴿And do not consume one another's wealth unjustly﴾.
