The advisor to the US President for African and Middle Eastern Affairs, Mosaad Paulos, said that the roadmap recently approved by the Quartet group to end the war in Sudan includes a clear time frame. (Sudan Tribune, 9/17/2025)

Comment:

The roadmap mentioned by the advisor to the US President is exactly the steps of America's plan for the secession of Darfur. It is originally America's vision, which Sudan approved since March 2025, before the withdrawal of the Rapid Support Forces from Khartoum, to bring out the issue of war between its two agents, Burhan, and Hemedti, who has now become the ruler of all of Darfur according to the statement of the founding government on Saturday, August 30, 2025, after the army withdrew from it except for El Fasher.

These points that came in the Quartet's statement are the same roadmap that was described as leaked, presented by the Sudanese ambassador to the United Nations, Al-Harith Idris, to the Secretary-General, Antonio Guterres, on March 10, 2025, entitled the Government Roadmap, marked as highly confidential and personal, briefly outlining the vision of the government of Sudan regarding achieving peace and stability in the country in light of the current developments.

According to the document, there will be a ceasefire that includes a complete withdrawal from the state of Khartoum, Kordofan, the vicinity of El Fasher, and gathering in the states of Darfur that can accept the presence of the militia within a maximum period of 10 days. This is what actually happened in Khartoum and in the four states of Darfur. The situation in Kordofan is heading towards that, especially after the army liberated the city of Bara.

Then: (The return of the displaced and the entry of humanitarian aid will begin within a maximum period of three months, in addition to the necessity of restoring life and the wheel of work in the various state institutions while maintaining the necessary infrastructure such as water, electricity, roads, health, and education, provided that the implementation of this matter does not exceed six months). This is also happening now in Khartoum!

Then, as stated in it: (After completing the nine months, discussion and negotiation can be entered with the sponsoring party regarding the future of the rebellious militia, forming a government of independents that oversees a transitional period in which the state is managed after the war, and managing a comprehensive Sudanese-Sudanese dialogue inside Sudan sponsored by the United Nations that does not exclude anyone, during which the Sudanese decide the future of their country). Kamel Idris has been appointed as Prime Minister, who has already formed his government.

On September 12, the foreign ministers of the Quartet group, which includes America, Saudi Arabia, the Emirates, and Egypt, agreed on a package of principles to end the war in Sudan, including the approval of what they called a humanitarian truce for an initial period of three months, which should immediately lead to a permanent ceasefire, and then launch a comprehensive and transparent transitional process. According to a statement issued by the Quartet's foreign ministers, the humanitarian truce will be to enable the rapid entry of humanitarian aid to all parts of Sudan.

The talks set timetables that included launching a comprehensive and transparent transitional process that concludes within nine months to meet the aspirations of the Sudanese towards establishing a smooth transition to an independent civilian government that enjoys broad legitimacy and accountability, as it is vital for the long-term stability of Sudan and the preservation of state institutions.

It is clear that things are moving towards recycling the Rapid Support Forces and accepting them as a reality, and then handing over Darfur to them, just as the South was handed over to the Popular Movement, also under the full sponsorship and supervision of America.

As for what the advisor to the US President promised and the Quartet agreed upon on 9/12/2025, it did not mention how to bring to justice the criminal responsible for these pains and the harm that happened to the people, nor their suffering, nor the lives that were lost, nor the blood that was shed, nor the destruction and devastation that befell the country and the people to implement America's plan to divide and tear Sudan apart again. May Allah fight them, how they are deluded!

But the sad and regrettable thing is the Sudanese people's nonchalant attitude towards these crimes that are being committed to implement the plans of the disbelievers in the country, as happened in the South and is now happening in Darfur! So where are the scholars, imams, and thinkers?! Where are the rational and wise politicians from the loyal sons of the country? Where are the honorable officers in the army who are loyal to their nation and religion, how can they accept these plans and allow them to be implemented?!

Do they not know that dividing the lands of Muslims is a great crime that it is forbidden to allow and remain silent about? The Prophet ﷺ said: "If allegiance is pledged to two caliphs, kill the latter of them." Narrated by Muslim from Abu Saeed Al-Khudri. Muslim also narrated from Arfajah bin As'ad that the Prophet ﷺ said: "Whoever comes to you while you are united under one leader, wanting to break your ranks or divide your community, kill him."

So how can we remain silent about fragmentation and secession?!

These plans would not have passed if there was a state for Muslims that established the rulings of Islam and applied its Sharia, for establishing the state of Islam is an obligation, rather the crown of obligations, and the ruler in Islam is a protection and defense for the nation from all evil, and a safeguard from all plans. The Prophet ﷺ said: "The Imam is a shield behind whom you fight and by whom you are protected." Narrated by Al-Bukhari.

O people of Sudan: Why don't we work for this great obligation to thwart the plans of all the disbelievers?

This is evidenced by satellite image analysis and recent news reports, indicating that the Jewish army demolished thousands of buildings in Gaza, especially in Shuja'iyya and Khan Yunis in the areas under its control, as well as Rafah and the areas east of it, which witnessed extensive bulldozing operations.

The comprehensive destruction in Gaza is not random but carries far-reaching strategic goals, such as destroying the environment that incubates the resistance. Emptying Gaza of its infrastructure, schools, and housing makes it difficult for the resistance to reorganize itself or rebuild its capabilities. This is a long-term deterrent achieved by destroying capabilities and imposing a new reality that exhausts Gaza and leaves it economically paralyzed and uninhabitable, paving the way for accepting any political or security solutions, or even the idea of displacement. Because leaving Gaza in ruins makes it difficult for its people to rebuild it alone, countries and organizations will intervene with political conditions, and the occupation realizes that whoever rebuilds has the decision-making power. Today's destruction is for political control tomorrow!

In fact, describing the Gaza war ceasefire agreement as "mined" was not in vain, because it was partial and excluded alleged military targets, allowing the Jews to continue raids and destruction under security pretexts. It was also concluded by the largest supporter of the entity without strong international guarantees, making it fragile and susceptible to violation, especially in the absence of international accountability, which makes the Jewish entity above accountability.

How long will we remain a submissive, subservient, and watching nation over a weakened, exhausted, lost, and starved people?! And above all, permissible at all times?! Let us all be Saladin Al-Ayyubi, for Gaza today reminds the nation that Saladin was not just a brave individual, but a leader in a state that carries a project, owns an army, and has a united nation behind it. Therefore, the call to be Saladin does not mean individual heroism, but rather working to establish a state that makes all the sons of the nation soldiers in one rank under one banner.

In the segment "We are with you," the program presented the case of a woman who contracted a rare disease and needs to travel to India at a cost of $80,000. $70,000 was collected from charities and benefactors, but the program presenter spent a long time praising the last donor of ten thousand dollars, which turned out to be Abdul Malik al-Houthi, and praised his repeated role in supporting the humanitarian cases that appear on the program.

Commentary:

In Islam, the ruler has a great responsibility, which is to take care of the people's affairs by spending on what benefits them and providing everything that gives them comfort. He is originally a servant to them and cannot enjoy life until he is reassured about their conditions. This task is not a favor or a concession, but rather a legal duty that Islam has obligated him to, and he is considered negligent if he neglects it. Islam has obligated the nation to hold him accountable for negligence. Peace and blessings be upon him, he said: "The Imam is a shepherd and he is responsible for his flock." Therefore, it is superficial to rejoice when rulers or the state pay attention to some needs and call that humanitarian work, when it is originally a mandatory pastoral work.

One of the most dangerous concepts that capitalism and its rule have established in the world is the state's disavowal of care and leaving the care of people to charitable institutions and associations run by individuals or groups, to which people often turn to help them and meet their needs. The idea of ​​associations first appeared in Europe during the World Wars, when many families lost their breadwinners and became in need of a sponsor, and the state, according to the capitalist democratic system, is not a caretaker of affairs, but rather a protector of freedoms only. The rich feared the revolution of the poor against them, so they established these associations.

Islam has made the existence of the Sultan obligatory to take care of the affairs of the nation, to preserve its legitimate rights, and to meet its six basic needs that must be satisfied for individuals and the community. Food, clothing and housing must be provided by the state to all members of the flock, individual by individual, Muslims and non-Muslims, and security, medical care and education are provided by the state free of charge to everyone. A man came to the Caliph of Muslims, Omar bin Al-Khattab, may God be pleased with him, with his wife and his six daughters, and said: (O Omar, these are my six daughters and their mother, feed them, clothe them, and be for them a shield against time) Omar said: (What if I don't do that?!) The Bedouin said: (I will leave) Omar said: (What if you leave?) He said: (You will be asked about their condition on the Day of Resurrection, standing before God, either to hell or to paradise) Omar said: (This nation will not be lost as long as there are people like these in it).

O Muslims: This is not imagination, but rather Islam, which made care an obligation on the Caliph of the Muslims for every individual in the flock. The Messenger of God, may God bless him and grant him peace, said: "The Imam is a shepherd and he is responsible for his flock." Therefore, we must restore these rulings and make them applicable. God Almighty said: ﴿Indeed, God will not change the condition of a people until they change what is in themselves.﴾ What will change our condition to justice and prosperity is Islam.
