Speech of the Official Spokesman of Hizb ut-Tahrir / Wilayah Sudan at the press conference entitled:

(The Quartet Truce and the Danger of Negotiating on the Basis of Western Civilization)

Since the Quartet, which includes Saudi Arabia, Egypt and the UAE, in addition to America, announced its statement on 12/9/2025 regarding the Sudanese crisis, many people in Sudan have been divided into two currents; A current that supports the Quartet's statement calling for negotiations and a political settlement, on the grounds that it brings peace, and the other current rejects what was stated in the Quartet's statement and demands the continuation of the war. Despite the fact that both parties are Muslim, they did not make Islam a basis from which to determine their positions, and that was what should have happened, for God Almighty says: ﴿O you who have believed, obey Allah and obey the Messenger and those in authority among you. And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best [way] and best in result.﴾, and He, may He be glorified, says: ﴿And in anything over which you disagree - its ruling is to [be decided by] Allah. That is Allah, my Lord; upon Him I have relied, and to Him I turn back.﴾, and referring to Allah and His Messenger is referring to the Book of Allah Almighty and the Sunnah of His Messenger ﷺ.

Referring the conflict and the raging war in Sudan to the Book of Allah and the Sunnah of His Messenger ﷺ leads to the following facts:

Firstly: America is the one who holds the Sudan war file, and it is the one who chaired the Quartet, and the involvement of some Arab countries is to throw dust in the eyes. Egypt, Saudi Arabia and the UAE do not have any control over their affairs. The whole matter is in the hands of America, which is an infidel colonialist country, and it is not permissible for it to interfere between Muslims, because it is an enemy and not a friend. As for the statement of the Sudanese Foreign Minister, Muhiuddin Salem, that Sudan deals with its brothers in Egypt and Sudan and with friends in the United States of America, it is a refutable statement! God Almighty says: ﴿Indeed, the disbelievers are ever to you a clear enemy.﴾.

 Then they, the disbelievers, do not want good for us, as Almighty God said: ﴿Neither those who disbelieve from the People of the Scripture nor the polytheists wish that any good should be sent down to you from your Lord. But Allah selects for His mercy whom He wills, and Allah is the possessor of great bounty.﴾, so how can good come from those who do not want good for us from our Lord?! And what if the infidel is the head of disbelief, America, whose hands drip with the blood of Muslims throughout the world.

Secondly: The Western civilization, which is headed by America today, is based on the doctrine of separating religion from life, which is a doctrine based on the middle ground. They do not have right and wrong, so they always seek to resolve conflicts through the middle ground, that is, reconciling the two conflicting parties, which is for each party to make some concessions, until the two parties meet in a middle ground, because the truth for them is relative and not absolute. Therefore, these negotiations sponsored by the Quartet on the basis of the middle ground are intended to perpetuate equality between the state and those who rebelled against it, and then take concessions from each party in favor of the other, which leads to the secession of Darfur! Because the negotiations are based on the middle ground, and not on the correct solution that establishes the truth and nullifies falsehood.

Thirdly: When the colonialist infidels seek to resolve conflicts in Muslim countries, which they are originally the cause of, or they created them through their agents, they resolve them on the basis of their own interests and what they want, not what is in the interest of the people of the country. Whether the infidels interfere themselves, or by proxy through their regional organizations; the African Union, IGAD, or others, and the secession of South Sudan from us is not far away. Under the banners of the same malicious arguments, of bringing peace and stability and others, they separated South Sudan, and were keen to transfer the infection to Darfur to peel it off. And that is what they do. For the sake of this goal; Peeling off Darfur, and fragmenting Sudan, America ignited this devastating war, and its fuel is the sanctity of Muslims. With their blood, it draws borders for a regional, ethnic, or even tribal state, on the ruins of Sudan. America falsely calls it a correction to the Sykes-Picot map. America has been holding the file for two and a half years, equating the state with those who rebelled against it, and ripening its dish on a slow fire, maneuvering and circling from one platform to another, until the Rapid Support Forces tightened their control over the entire Darfur region after the fall of El Fasher. America, through the Quartet, intensified the call for a truce that it called humanitarian, then negotiations that in reality ultimately lead to the secession of Darfur, with the same scenario as the South, that is, in the name of stopping the war and finding peace, America achieves its goal of tearing Sudan apart through borders of blood.

Fourthly: Continuing the war at the current pace since its outbreak in 2023 will not eliminate the Rapid Support Forces, but will lead to the Libyan scenario with the existence of two governments, and the result in both cases is the separation of Darfur, which is what America is seeking through its agents!

This is the reality, so what is the solution?

• The Muslim seeks the solution exclusively in the great revelation; the doctrine of Islam, in the Book and the Sunnah and what they guided to.

• The solution of the great Islam to any issue is not based on the middle ground and reconciliation between the two parties, but rather on establishing the truth and nullifying falsehood, so the owner of the right takes it in full without any deduction.

• The absence of legitimacy is the bane of banes, so every person who carries weapons and possesses power wants to become a ruler over people, until the easiest way to become a minister and take shares in the government has become conspiring with foreign countries, carrying weapons, and violating the sanctity of innocent people. Rather, this has become a customary practice that does not find the slightest disapproval, and even community leaders; from intellectuals, media professionals, and politicians, place their services at the feet of agents who conspire with foreign countries! To correct this, Islam stipulates that authority belongs to the Ummah, which necessitates that the Ummah's usurped authority be returned to it, so that it can establish its life on the basis of the doctrine of Islam, by establishing the Khilafah system.

• The treatment of Islam stipulates that whoever carries weapons against the state that applies Islam and claims an injustice, the state asks him to lay down his weapons to listen to his injustice. If he does, the state sits with him, listens to his injustice, and removes it from him, and if he refuses to lay down his weapons, he is fought a disciplinary fight until he lays down his weapons, and the state does not allow any foreign country to interfere in this matter, let alone allow an enemy infidel who ignited the war to claim mediation.

• Islam's treatment of the issue of rebellion and going out against the authority of the state is the legitimate treatment that achieves servitude to God, Lord of the Worlds, and above that, it is a correct treatment, applicable to the reality of the problem; It preserves the unity of the state, and prevents the interference of lurking enemies in its affairs, so let us adhere to the guidance of our beloved ﷺ.

O people in Sudan, O sincere people of power and protection:

Hizb ut-Tahrir / Wilayah Sudan, is still working among you and with you, in order to resume the Islamic way of life, enlightening you and drawing your attention, that the path and way out of this miserable life of yours, which is in the wrath of God Almighty, is only represented in that we all crystallize a single goal, which is how the sincere people from our sons of power and protection give victory to Hizb ut-Tahrir, a guarantee of the implementation of Islam, the liberation of people from colonialism, and the carrying of Islam to the worlds. Almighty God says: ﴿O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life. And know that Allah intervenes between a man and his heart and that to Him you will be gathered.﴾.
