The White House announced that if the government shutdown continues for a month or two, there will be no salaries for employees, noting that President Donald Trump may intensify his measures.

Earlier, the White House Office of Management and Budget pledged to overcome the government shutdown crisis with the continued layoffs of government agency employees and the continued payment of salaries to the military and federal law enforcement personnel. (RT Arabic)

Comment:

For those who do not know what the US government shutdown means, it expresses the failure of the US Congress (House of Representatives and Senate) to pass a law to fund the government (the budget) or a temporary funding resolution before the end of the year.

The mechanism is that the House of Representatives is the one that sets the budget, so if it does not approve it, the Senate reviews it and amends it, and if it does not approve it, where it requires more than 60 votes out of 100, then if the percentage is not achieved or the President does not approve it, then here the law returns to Congress, the budget stops, and the shutdown occurs.

The shutdown previously occurred in 2018/2019, and the dispute with Trump at the time was when he wanted to pass funding for the border wall with Mexico, which was worth about $5.7 billion, but Trump retreated after public and media pressure.

As for today's dispute, it is about health care, especially supporting the Affordable Care Act, as Democrats are demanding the inclusion of a clause to extend ACA tax credits so that the price of insurance does not rise for people, and also fear of possible reductions in the health support program.

As for the Republicans, they do not want any change in current spending levels, and that the discussion about health care should be separate from the budget.

Despite the Republicans' relative control in both houses, they have not succeeded in crossing the 60-vote threshold.

As we know, Trump's policy seeks a large reduction in spending, and laying off some federal employees will not allow any addition to the budget, and accordingly the shutdown occurred. The question here is, if this government shutdown continues, what will happen?

* The American economy is harmed, i.e., American income decreases by billions of dollars per week.

* Global markets are affected because the dollar and US bonds are considered global safe havens.

* Delay in disbursing salaries of federal employees and retirees, and laying off some of them.

* The credit rating agency may lower its rating for America as happened in 2011.

All of this will generate great public pressure on the party accused of causing the crisis, and the consequences may worsen, and usually the one who bears the blame is the one with the authority, i.e., today, the Republicans and the president, as happened in 1995 and 2018.

Based on President Trump's politically illogical reality at times, he may resort to entering America into a limited war against Iran, for example (navy, its militias, and some nuclear sites), and of course he has this authority without referring to the approval of Congress, and thus faces internal pressure due to the closure with an external event, and this is a well-known method in American history, so he enhances his image, creates a national state, and freezes the opponent temporarily.

In all cases, the general situation within the United States today is unhealthy in many aspects, with current and previous origins, i.e., related to the principle as a whole, and any breach or attempt at reform gives rise to an internal or external crisis.

America today is going through a stage of the fall of the center, which is a very dangerous stage. Either it remains a cohesive country, but loses control of the world and remains relatively strong, or the crises with a fragile social fabric will pull it into disintegration and turn it into separate countries, some strong and some weak, but in both cases it is on a steep slope drawn by its actions and forcing it, and the time has come for its fall.

We ask God to make this fall at the hands of the sincere workers to resume Islamic life and carry the principle that saves the entire world, which is Islam, represented by its state; the Rightly Guided Caliphate on the method of Prophethood.

Allah Almighty said: ﴿And let not those who disbelieve ever think that [because] We extend their time [of enjoyment] it is better for them. We only extend it for them so that they may increase in sin, and for them is a humiliating punishment﴾.

This is evidenced by satellite image analysis and recent news reports, indicating that the Jewish army demolished thousands of buildings in Gaza, especially in Shuja'iyya and Khan Yunis in the areas under its control, as well as Rafah and the areas east of it, which witnessed extensive bulldozing operations.

The comprehensive destruction in Gaza is not random but carries far-reaching strategic goals, such as destroying the environment that incubates the resistance. Emptying Gaza of its infrastructure, schools, and housing makes it difficult for the resistance to reorganize itself or rebuild its capabilities. This is a long-term deterrent achieved by destroying capabilities and imposing a new reality that exhausts Gaza and leaves it economically paralyzed and uninhabitable, paving the way for accepting any political or security solutions, or even the idea of displacement. Because leaving Gaza in ruins makes it difficult for its people to rebuild it alone, countries and organizations will intervene with political conditions, and the occupation realizes that whoever rebuilds has the decision-making power. Today's destruction is for political control tomorrow!

In fact, describing the Gaza war ceasefire agreement as "mined" was not in vain, because it was partial and excluded alleged military targets, allowing the Jews to continue raids and destruction under security pretexts. It was also concluded by the largest supporter of the entity without strong international guarantees, making it fragile and susceptible to violation, especially in the absence of international accountability, which makes the Jewish entity above accountability.

How long will we remain a submissive, subservient, and watching nation over a weakened, exhausted, lost, and starved people?! And above all, permissible at all times?! Let us all be Saladin Al-Ayyubi, for Gaza today reminds the nation that Saladin was not just a brave individual, but a leader in a state that carries a project, owns an army, and has a united nation behind it. Therefore, the call to be Saladin does not mean individual heroism, but rather working to establish a state that makes all the sons of the nation soldiers in one rank under one banner.

In the segment "We are with you," the program presented the case of a woman who contracted a rare disease and needs to travel to India at a cost of $80,000. $70,000 was collected from charities and benefactors, but the program presenter spent a long time praising the last donor of ten thousand dollars, which turned out to be Abdul Malik al-Houthi, and praised his repeated role in supporting the humanitarian cases that appear on the program.

Commentary:

In Islam, the ruler has a great responsibility, which is to take care of the people's affairs by spending on what benefits them and providing everything that gives them comfort. He is originally a servant to them and cannot enjoy life until he is reassured about their conditions. This task is not a favor or a concession, but rather a legal duty that Islam has obligated him to, and he is considered negligent if he neglects it. Islam has obligated the nation to hold him accountable for negligence. Peace and blessings be upon him, he said: "The Imam is a shepherd and he is responsible for his flock." Therefore, it is superficial to rejoice when rulers or the state pay attention to some needs and call that humanitarian work, when it is originally a mandatory pastoral work.

One of the most dangerous concepts that capitalism and its rule have established in the world is the state's disavowal of care and leaving the care of people to charitable institutions and associations run by individuals or groups, to which people often turn to help them and meet their needs. The idea of ​​associations first appeared in Europe during the World Wars, when many families lost their breadwinners and became in need of a sponsor, and the state, according to the capitalist democratic system, is not a caretaker of affairs, but rather a protector of freedoms only. The rich feared the revolution of the poor against them, so they established these associations.

Islam has made the existence of the Sultan obligatory to take care of the affairs of the nation, to preserve its legitimate rights, and to meet its six basic needs that must be satisfied for individuals and the community. Food, clothing and housing must be provided by the state to all members of the flock, individual by individual, Muslims and non-Muslims, and security, medical care and education are provided by the state free of charge to everyone. A man came to the Caliph of Muslims, Omar bin Al-Khattab, may God be pleased with him, with his wife and his six daughters, and said: (O Omar, these are my six daughters and their mother, feed them, clothe them, and be for them a shield against time) Omar said: (What if I don't do that?!) The Bedouin said: (I will leave) Omar said: (What if you leave?) He said: (You will be asked about their condition on the Day of Resurrection, standing before God, either to hell or to paradise) Omar said: (This nation will not be lost as long as there are people like these in it).

O Muslims: This is not imagination, but rather Islam, which made care an obligation on the Caliph of the Muslims for every individual in the flock. The Messenger of God, may God bless him and grant him peace, said: "The Imam is a shepherd and he is responsible for his flock." Therefore, we must restore these rulings and make them applicable. God Almighty said: ﴿Indeed, God will not change the condition of a people until they change what is in themselves.﴾ What will change our condition to justice and prosperity is Islam.
