The meaning of the word "prayer" in governance or emirate is not only leading the people in their prayers, but it means governing them in all matters except money. So the word "prayer" meant ruling with the exception of collecting money. If the governor combined prayer and tribute, his governance was general, and if they limited his governance to prayer or tribute, his governance was specific.
