that governance in the early eras was of two types: governance of prayer and governance of tribute. Therefore, we find history books using two expressions when discussing the governance of princes, the first: the emirate over prayer, and the second: the emirate over prayer and tribute, meaning: either the prince is the emir of prayer and tribute, or the emir of prayer alone, or the emir of tribute alone. The meaning of the word "prayer" in governance or emirate is not only leading the people in their prayers, but it means governing them in all matters except money. So the word "prayer" meant ruling with the exception of collecting money. If the governor combined prayer and tribute, his governance was general, and if they limited his governance to prayer or tribute, his governance was specific.
