Movements of the Rulers of Sudan and Egypt Regarding the Renaissance Dam

A Waste of Water Security for the Inhabitants of the Nile Valley

The bilateral consultative mechanism known as 2+2, which includes the Ministers of Foreign Affairs and Irrigation of Egypt and Sudan, held a meeting at the headquarters of the Egyptian Ministry of Foreign Affairs on Wednesday, 9/3/2025, in which it discussed developments in the file of the Ethiopian Renaissance Dam. The meeting resulted in a joint statement in which the two parties expressed their full agreement on the seriousness of the unilateral measures taken by Ethiopia with regard to the filling and operation of the Renaissance Dam. The statement referred to a number of risks associated with the dam, including weak safety guarantees, irregular water discharges, in addition to potential repercussions in the event of drought waves.

We in Hizb ut-Tahrir / Wilayah of Sudan had warned before the dam was built of its danger and that the rulers of Egypt and Sudan must work hard to stop its construction, but we did not find a listening ear until the dam was completed and became a fait accompli.

In view of this reality, we affirm the following facts:

Firstly: The rulers of Egypt and Sudan are the ones who gave up the water rights of the people of Sudan and Egypt by signing what was called the Declaration of Principles in March 2015, which gave Ethiopia the right to build the dam, and thus waive the historical rights and water quotas of both Egypt and Sudan.

Secondly: This mechanism that is talking about the risks now, after the dam has been completed, is a kind of throwing ashes in the eyes, misleading the people of Sudan and Egypt, and making them believe that they have regimes that defend their interests.

When Hizb ut-Tahrir spoke about these risks and mentioned them in its forums and lectures, and then in the booklet (The Renaissance Dam and the Omens of a Water War, the Neglect of the Rulers, and the Duty of the Ummah), which it issued in September 2017, where it proved these risks in detail, supported by the statements of experts and specialists, at that time the pens and mouthpieces of the regime in Sudan confronted, denying these risks, and claiming that the dam has an interest for the people of Sudan! And surprisingly, today they themselves are talking about the same risks!

Thirdly: After the rulers of Egypt and Sudan gave up and allowed Ethiopia to build the dam, they preoccupied people with talking about the management and operation of the dam, to make them believe that this is the problem, and even this Ethiopia did not allow them to negotiate about it in order to further humiliate them, because it knows that the rulers of Egypt and Sudan have no will with America, whose president Trump revealed that it is behind the dam and its financing, when he said in the White House on 2025/07/15: (The United States is the one who financed the construction of the Renaissance Dam), before he bestowed upon us that he left us water in the Nile River, where he added: (I do not know why they did not solve the problem before they built the dam, but it is nice to have water in the Nile).

Fourthly: Ethiopia and those behind it, America and the Jewish entity, will not rest until they completely dry up the Nile River and have full control over the water security of the two countries, as the CEO of the Renaissance Dam Coordination Office, Arigawi Berhe, told the media on Wednesday, 2025/07/23, saying: (The Renaissance Dam is not the end of the road, and Ethiopia will not be satisfied with one dam), which indicates that his country is proceeding with the construction of new dams, which are the Kardoba, Beko Abu and Mandaya dams, whose storage capacity is estimated at about 200 billion cubic meters of water, encouraged by the weak position of the rulers of Sudan and Egypt.

Fifthly: These regimes, whether in Sudan, Egypt, or Ethiopia, are functional regimes whose mission is to implement what their master in the White House wants. Therefore, these faint positions of the rulers of Egypt and Sudan were taken towards the construction of the dam, despite its danger to the people of Sudan and Egypt, and despite the loss of their water rights.

In conclusion: Let the people of Sudan know that these functional regimes only serve the projects of the disbelieving colonizing West, and this tampering with our country, its resources, and its water security will only be stopped by the Rightly Guided Khilafah on the method of Prophethood, which eradicates the influence of the colonizing disbeliever from our country, preserves the security of the country and its people, and stops the encroachment of the scum of countries on the greatest state whose history filled the world.

So come, O people of Sudan, work with Hizb ut-Tahrir, for the sake of your Lord’s pleasure, for the sake of your glory, and for the sake of your dignified life under a system that cares about your affairs and takes care of your interests.
