Speech of the Official Spokesman of Hizb ut-Tahrir in the Wilayah of Sudan
at the press conference held on Saturday, 7/19/2025 in Port Sudan
"No government brings hope except under Islam and its Khilafah state"
The Chairman of the Sovereignty Council, Abdel Fattah Al-Burhan, issued a decree on Monday, 05/19/2025, appointing the former United Nations official, Kamel Idris, as Prime Minister to form a technocratic government. On the same day, Al-Burhan issued a decree abolishing the previous directive regarding the supervision of federal ministries and government units by members of the Sovereignty Council.
By following the formation of the government with the appointment of ministers in batches over two full months, we note that the government has changed its skin from a technocratic government, as stated by the Prime Minister, to a hybrid government; a mixture of technocrats and quotas for quarrelsome partners who are fighting over revenue-generating ministries: finance, minerals, and welfare (social); the gateway to relief and foreign aid, and they are not ashamed. Kamel Idris made his government's slogan hope, as he said in his televised address on 06/19/2025 that his government's slogan is "Hope" and its message is "achieving security, a decent life, and prosperity for the people." He wants to achieve these goals with the same secular democratic system that has been applied to us in our country since the entry of the infidel colonial forces of Kitchener into Sudan in 1898 until today, and it has failed to achieve any of the above message of the government of hope. Rather, it is the same system that has deprived us of security, and under it, sanctities have been violated! Frustration has spread, and the ceiling of life has dropped until the human concern has become to remain alive without ambition or motivation. In contrast, we find Kamel Idris' partners, who were brought by the Juba Agreement, raising claims of marginalization and making false promises to the simple people, confusing their sitting in ministerial chairs with lifting injustice from the wronged in the country's peripheries and center. Al-Sharq channel quoted the political secretary of the Justice and Equality Movement, Mutasim Ahmed Saleh, as saying: (Portraying the peace parties' adherence to their ministerial entitlements in accordance with the agreement's texts as political blackmail is an erroneous and biased reading aimed at intimidating these parties and undermining their project, in order to consolidate the hegemony of the central elites and deprive the forces of the periphery of a fair partnership in decision-making).
Both teams, the technocrats led by Kamel Idris, and the so-called armed struggle movements, must realize that governance in Islam is not a cake that its owner enjoys with power and wealth, and begs to sit on the seat of power with false promises to the marginalized or others, ﴿He promises them and arouses desire in them. But Satan does not promise them except delusion.﴾. These promises of security, education, health, and others, and those promises to the oppressed in the peripheries of the state, whom they call (the people of the margin), are all a حجت against this government of hope, and the experiences of the people of the country have proven that everyone who sits in the seat of power and thinks it is booty and a cake, then his assumption has destroyed him, because there is a wide gap between those who want to take care of people's affairs; as a responsibility and a trust, and on the Day of Resurrection, shame and regret, and those who came to enjoy the cake, power, and wealth.
As for the slander of the periphery, which is raised by every collaborator with the outside, rebelling against the authority of the state, it is intended to address the injustices inflicted on the state's subjects in its peripheries, which are caused by the system of the infidel colonizing West itself, which does not fight everyone who takes up arms in order to change this unjust system, but in order to take shares to apply and implement it, that is, to continue oppressing the people of the margin by their own hands, not by the hand of Amr!
The Sultan in Islam; that is, the right to choose the ruler and install him, is exclusively for the Ummah or its representatives, and it gives this right to those whom it deems worthy of this public responsibility, in that he is strong, pious, kind to the subjects, and not alienating. These are the qualities of the ruler in his own person, and as for his relationship with the subjects, he must surround them with his advice, not touch public funds, and rule them with Islam alone. These are seven complete qualities that, if combined in the ruler, life will be upright, and the affairs of the people will be righteous. Where are the technocrats and movements from that?!
Kamel Idris' portrayal of his government as a government of hope for the people of Sudan, whose minimum hope is a government that addresses their problems and raises their lives to the level of human life, by ensuring the satisfaction of their basic needs for the individual: (food, clothing, and housing), and ensuring the satisfaction of the basic needs of the group, which are (security, education, and treatment), and what that requires of providing clean water, electricity, and infrastructure; from communication networks, roads, bridges, and others, and what all of that requires of stopping the looting of the country's wealth, and returning the funds of public properties to their owners, and the mainstay of all of that is uprooting the influence of the infidel colonizer from our country. This is what creates hope among the people of Sudan, and it is what the government of Kamel Idris cannot achieve.
Why? Because addressing any problem requires knowing its causes that resulted from it, and then taking the treatment that targets the causes of the problem, and thus the treatment is radical. Did Kamel Idris come carrying in his quiver a treatment that brings hope? Or did he come carrying the causes of the problem, after the hands of the perfumer had decorated it?!
The people of Sudan are Muslims, and the great Islam is the religion that our master Muhammad ﷺ came with, as a revelation from the Creator, Glory be to Him, and this Islam that the people of Sudan adhere to is a religion and from it the state, a creed and complete life systems until the Hour, the Almighty says: ﴿This day I have perfected for you your religion and completed My favor upon you and have approved for you Islam as religion.﴾, this Islam is the truth, but the infidel colonizing West, which won the last round in the conflict between right and wrong, destroyed the state of the Muslims; the Khilafah, and established functional national states for the Muslims, appointing corrupt, agent rulers over them, guarded by hordes of their kind; mercenaries in politics, thought, and media, whose function is all to fight the return of Islam; the antidote of life, but also to apply the systems of their infidel master to the Muslims, and they are fighting over who is more worthy to apply them, the military, the technocrats, or the armed movements?!
The cause of the crisis that the people of Sudan are suffering from is the application of the man-made systems of the infidel colonizing West; from a democratic system in government, and a capitalist system in the economy, which facilitates the looting of wealth and the enslavement of the people of the country. This is what Kamel Idris came to apply to us, to renew around our necks the rope of servitude to the infidel West, so does it harm us that he seeks the help of a government of technocrats, armed movements, or mercenaries from the world of politics to carry out his mission?!
Hope, throughout human history, is not born in the world of falsehood, illusions, lies, and misinformation, but hope is always born with right, truth, and honesty, carried by the prophets sent from God, and our master Muhammad ﷺ sealed them with the message of great Islam, carrying a clear statement in creed, and life systems in governance, economics, society, education policy, and foreign policy. The Muslims who have authority, or their representatives from the people of power and protection, pledge allegiance in this system to a man from them as the Khaleefah of the Muslims, and then the Khilafah system becomes established, and hope is born in a dignified life under Islam, for the following:
First: The Khaleefah will fold the last page of the Muslims' living under imported man-made systems, and their experts from the infidel West, and will begin to apply the systems of Islam, taken from the revelation with the power of evidence.
Second: The Khaleefah will immediately begin to appoint assistants, governors, and other rulers, or those he seeks help from, and will immediately begin to address the problems of the subjects, away from any quotas, as the Sultan, according to Shariah, is for the Ummah, not for those who carry weapons and collude with the outside.
Third: The Khaleefah of the Muslims will uproot the influence of the infidel West from our country, cleanse the state's institutions from its tools, and take the intellectual wealth of the Ummah, and its material wealth, as a ladder by which it rises to be the first state in the world as it was before, and for six hundred years ago.
Fourth: The Islam that the Khaleefah of the Muslims applies will cleanse the political arena from agents and tools of the infidel colonizing West, and from the discourse of racism, and the claims of جاهلية that divide the state's subjects, and then the idea of taking care of the affairs of all the subjects with justice and benevolence will be sufficient to dismantle the claims of marginalization and other terms that are born from living under the systems of the infidel West.
Fifth: The Khaleefah of the Muslims will make the armed force in the state a single force, headed by the Khaleefah of the Muslims, and will stop the absurdity of creating new militias with every new morning, but rather, and more seriously, some of them are being trained in foreign countries! Then we sing of hope and a dignified life, under the shadows of these multiple armed forces!
This is a drop in the ocean of the rulings of Islam, when we present it as a project for the Ummah that can bring hope in a dignified life, and the day it is put into practice and implementation, our lives will turn upside down, and hope will follow an action that moves us to climb the peaks of glory as we were before, and that is not difficult for Allah.
The Almighty says: ﴿O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life.﴾.
