Monopolizing Gold Buying and Marketing is a Crime Against the Nation

and Does Not Enhance the Alleged Exchange Rate Stability

In a move aimed at addressing the accelerating economic deterioration, (according to its claim) the Economic Emergency Committee, chaired by the transitional Prime Minister Dr. Kamel Idris, announced a package of ten new decisions aimed at controlling financial performance and enhancing the stability of the Sudanese pound exchange rate, which continues to decline since the outbreak of the war in April 2023, where the dollar exchange rate in the parallel market reached about 3400 pounds, an increase of more than 700% compared to the period preceding the conflict. Among the decisions of the Emergency Committee was (limiting gold buying and marketing operations to one government entity and monitoring exports to reduce gold smuggling) (Radio Dabanga, 08/22/2025).

The Prime Minister considered that the partners alone have the right to buy and market gold, as he said, "I was pleased today to launch the opening event of the Sudanese Unified Window for Gold Exports, which was honored by the presence of the member of the Sovereignty Council, Engineer Ibrahim Jaber, alongside a number of ministers and senior officials of the state, such as the Ministry of Minerals," and he said, "We have made efforts with our partners to complete this important stage that will contribute to facilitating and simplifying gold export procedures to contribute to the advancement of the national economy and supplying the public treasury with considerable currencies." The unified window for gold exports is a central platform that aims to facilitate the process of exporting gold from the country and brings together all relevant entities from (the Ministry of Minerals, the Ministry of Commerce, the Central Bank of Sudan, the Sudanese Mineral Resources Company, the Standards and Metrology Authority, the Customs Police, the Economic Security Authority, the Military Intelligence Authority, the Chamber of Commerce).

Is this not a monopoly on gold?! And to further restrict people, the committee considered that anyone who does not have documentary evidence of the gold in their possession will have it confiscated!

The Prime Minister considers that "the window will reduce smuggling operations," so he said: "With this policy, the Ministry of Minerals has waived many of the fees for export procedures at the Sudanese Company. With these steps, we would like to point out that export revenues during the past months of this year have reached one billion and 500 million dollars. We are striving to stop gold smuggling through policies and procedures."

On the other hand, these measures were resented by the Chamber of Exporters, as the head of the Gold Exporters Division, Abdel Moneim Al-Siddiq, in a statement to Al-Jazeera Net on 08/21/2025, described the government's decision to monopolize gold exports as a "disastrous decision that will destroy what remains of the collapsing Sudanese economy and will repeat the same experience of the Salvation Government and its recent policies, the results of which were known to all." He continued, "I do not know why the insistence on trying the tried and tested, and this will not lead to reforming our collapsing economy, which depends on gold exports in providing most of the country's needs." He added that monopolizing gold exports to a specific group opens the door wide for corruption, saying: "Through our previous experiences with the same policies, the country has only suffered the waste of its resources through smuggling, as well as more corruption and depravity."

It is known according to Sharia rulings that gold and other minerals are not state property, they are either individual property or public property. The Sharia ruling in dealing with minerals is as follows:

Minerals are divided into two types: a limited amount that is not considered a large quantity for the individual, and an unlimited amount. As for the limited amount, it is individual property, and it is owned individually, and it is treated as treasure, and it is subject to one-fifth tax.

From Amr bin Shuaib, from his father, from his grandfather, that the Messenger of Allah ﷺ was asked about lost property, so he said: "What is found on a well-trodden path or in a populated village, announce it for a year, and if its owner comes, give it to him, and if he does not come, then it is yours, and what is found in ruins, then it and treasure are subject to one-fifth tax." Narrated by Abu Dawood.

As for the unlimited amount, which cannot be depleted, it is public property, and it is not permissible for it to be owned individually, as narrated by Al-Tirmidhi from Abyad bin Hammal: "That he came to the Messenger of Allah ﷺ and asked him to grant him salt, so he granted it to him, but when he turned away, a man from the assembly said: Do you know what you have granted him? You have only granted him running water." He said: So he took it back from him." Running water is that which does not run out. Salt is likened to running water because it does not run out, so this hadith indicates that the Messenger ﷺ granted the salt mountain to Abyad bin Hammal, which indicates that it is permissible to grant a salt mine. But when he knew that it was from the permanent mineral that does not run out, he went back on his grant and returned it, and prevented individual ownership of it, because it is the property of the community. The intention here is not salt, but rather the mineral, because when he knew that it does not run out, he prevented it, even though he knows that it is salt, and he granted it from the beginning, so the prevention is because it is a mineral that does not run out. Abu Ubaid said: "As for the granting of the salt in Ma'rib by the Prophet ﷺ to Abyad bin Hammal al-Ma'ribi, and then taking it back from him, he only granted it to him because it was barren land in his view, which Abyad would revive and cultivate, but when it became clear to the Prophet ﷺ that it was running water - which is that which has a source that does not run out, like the water of springs and wells - he took it back from him because the Sunnah of the Messenger of Allah ﷺ regarding pasture, fire, and water is that all people are partners in it, and he disliked making it for a man to possess it to the exclusion of others." And since salt is a mineral, the Messenger's going back on granting it to Abyad is considered a reason for the individual not owning it, which is the fact that it is a mineral that does not run out, and not the fact that it is salt that does not run out. And it becomes clear from the narration of Amr bin Qais that the salt here is a mineral, as he said "salt mine" and it becomes clear from studying the words of the jurists that they made salt from minerals, so the hadith is related to minerals, not to salt specifically.

This ruling, which is that the mineral that does not run out is public property, includes all minerals, whether they are visible minerals that can be reached without expense, that people visit and benefit from, such as salt, kohl, sapphire, and the like, or whether they are internal minerals that can only be reached by work and expense, such as gold, silver, iron, copper, lead, and the like. Whether it is solid like crystal or liquid like oil, they are all minerals that fall under the hadith. Accordingly, it is not permissible to convert public property into individual property.

But the capitalist system, by virtue of pragmatism and the utilitarian view of life, plunders public property and monopolizes its transactions unjustly and aggressively, so wealth accumulates among a few individuals, while people are in abject poverty and cannot satisfy their basic needs.

The Prime Minister has accumulated money in the hands of his partners in his government agencies, not as God wanted it to be, circulating among people. This capitalist greed cannot be stopped except by the Second Rightly Guided Caliphate, which applies Sharia rulings on currency and other matters, thus preserving the nation's assets by minting money based on the gold and silver standard, not paper that is not worth the value of the ink with which it is written. Therefore, the currency problem is addressed by breaking the link with the dollar and linking the currency to gold and silver. Hizb ut-Tahrir has adopted the following in the introduction to the constitution:

(Article 167: The state's currency is gold and silver, whether coined or uncoined, and it is not permissible to have any other currency. The state may issue something else in place of gold and silver, provided that it has an equivalent amount of gold and silver in the state treasury. The state may issue copper, bronze, paper, or other things and mint it in its name as currency if it has a countervalue equal to it in gold and silver).

To return to the gold standard, the reasons that led to abandoning it must be removed, and the factors that led to its deterioration must be removed, i.e., the following must be done:

1- Stop printing paper money

2- Return gold coins to circulation

3- Remove customs barriers from gold and remove all restrictions on its import and export.

4- Remove restrictions on owning gold, possessing it, selling it, buying it, and dealing with it in contracts.

5- Remove restrictions on owning the major currencies in the world, and make competition between them free, until they take a fixed price in relation to each other and in relation to gold, without the intervention of countries by devaluing or floating their currencies.

When gold is given freedom, it will have an open market in a short period of time, and therefore all international currencies will take a fixed exchange rate in relation to gold, and international dealings with gold will find their way into existence, where the value of contracts will be paid for goods whose value is estimated in gold.

If these steps are taken by one strong country, its success will encourage other countries to follow it in that; which leads to progress towards restoring the gold standard to the world again.

And no state is more worthy than the Caliphate to do that; because returning to the gold and silver standard is a Sharia ruling for it, and because the Caliphate is responsible for the world as a responsibility of guidance and care.

Collapse of Medical Supply Chains

Even the simplest medicines like "Panadol" have become scarce in some areas, reflecting a collapse in supply chains and the absence of oversight in the distribution of medicines, at a time when one needs the simplest tools of pain relief and support.

Absence of Community Awareness

There are no effective media campaigns to educate people about ways to prevent mosquitoes or recognize the symptoms of the disease, which increases the spread of infection and weakens the community's ability to protect itself.

Weak Health Infrastructure

Hospitals suffer from a severe shortage of medical personnel and equipment, even basic diagnostic tools, which makes the response to the epidemic slow and random, and endangers the lives of thousands.

How Have Other Countries Dealt with Epidemics?

Brazil:

- Launched ground and aerial spraying campaigns using modern pesticides.

- Distributed mosquito nets and activated community awareness campaigns.

- Provided medicines urgently in affected areas.

Bangladesh:

- Established temporary emergency centers in poor neighborhoods.

- Provided hotlines for reports and mobile response teams.

France:

- Activated early warning systems.

- Intensified monitoring of the transmitting mosquito and started local awareness campaigns.

Health is one of the most important duties and the state is fully responsible

Sudan still lacks effective detection and reporting mechanisms, making the real numbers much higher than announced, and increasing the complexity of the crisis. The current health crisis is a direct result of the absence of an active state role in health care that puts human life at the forefront of its priorities, a state that applies Islam and applies the saying of Omar Ibn Al-Khattab, may God be pleased with him, "If a mule stumbles in Iraq, God will ask me about it on the Day of Resurrection."

Proposed Solutions

- Establishing a health system that fears God first in human life and is effective, not subject to quotas or corruption.

- Providing free health care as a basic right for all the people. And canceling licenses for private hospitals and preventing investment in the field of medicine.

- Activating the role of prevention before treatment, through awareness campaigns and mosquito control.

- Restructuring the Ministry of Health to be responsible for people's lives, not just an administrative body.

- Adopting a political system that puts human life above economic and political interests.

- Disconnecting from criminal organizations and the drug mafia.

In the history of Muslims, hospitals were built to serve people for free, managed with high efficiency, and funded from the treasury, not from people's pockets. Health care was part of the state's responsibility, not a favor or a trade.

What is happening today in Sudan from the spread of epidemics, and the absence of the state from the scene, is a warning sign that cannot be ignored. What is required is not just providing Panadol, but establishing a real welfare state that cares about human life, and addresses the roots of the crisis, not its symptoms, a state that is aware of the value of man and his life and the purpose for which he was found, which is to worship God alone. The Islamic state is the only one capable of addressing health care issues through a health system that can only be implemented under the second righteous caliphate on the method of prophecy, which will be established soon, God willing.

On the morning of the twenty-second of Rabi’ al-Awwal 1447 AH, corresponding to the fourteenth of September 2025 AD, at the age of eighty-seven, Ahmed Baker (Hazeem), one of the first generation in Hizb ut-Tahrir, passed away to his Lord. He carried the call for many years and endured long imprisonment and severe torture for its sake, but he did not falter, weaken, change, or alter, thanks to God's grace and help.

He spent long years in Syria in the eighties during the rule of the late Hafez, in hiding, until he was arrested with a group of Hizb ut-Tahrir youth by the Air Force Intelligence in 1991, to face the most severe forms of torture under the supervision of the criminals Ali Mamlouk and Jamil Hassan, where one of those who entered the interrogation room after a round of interrogation with Abu Osama and some of his comrades told me that he saw some pieces of flesh flying and blood on the walls of the interrogation room.

After more than a year in the cells of the Air Force Intelligence Branch in Mezzeh, he was transferred with the rest of his colleagues to Sednaya prison to be sentenced to ten years, of which he spent seven years patiently and expectantly, then God bestowed upon him relief.

After his release from prison, he continued to carry the call directly and continued until the arrests of the party's youth began, which included hundreds in Syria in the middle of December 1999, where his house in Beirut was raided and he was kidnapped to be transferred to the Air Force Intelligence Branch at Mezzeh Airport, to begin a new phase of terrible torture. Despite his old age, he was, with God's help, patient, steadfast, and expectant.

After nearly a year, he was transferred to Sednaya prison again, to be tried in the State Security Court, and later sentenced to ten years, of which God decreed that he spend nearly eight years, then God bestowed upon him relief.

I spent a full year with him in 2001 in Sednaya prison, but I was right next to him in the fifth dormitory (A) on the left of the third floor, I used to call him my dear uncle.

We used to eat together, sleep next to each other, and study culture and ideas. From him we gained culture and from him we learned patience and steadfastness.

He was tolerant, loved people, and was keen on the youth, instilling in them confidence in victory and the imminence of the fulfillment of God's promise.

He was a memorizer of the Book of God and he used to read it every day and night and he used to spend most of the night in prayer, and when dawn approached, he would shake me to wake me up for the night prayer and then for the dawn prayer.

I left prison and then returned to it in 2004, and we were transferred to Sednaya prison again in early 2005, to meet again with those who remained in prison when we left for the first time at the end of 2001, and among them was the dear uncle Abu Osama Ahmed Baker (Hazeem), may God have mercy on him.

We used to walk for long periods in front of the dormitories to forget with him the walls of the prison, the iron bars, and the separation from family and loved ones, how not, when he spent long years in prison and suffered what he suffered!

Despite my closeness to him and my companionship with him for long periods, I never saw him complain or grumble, as if he were not in prison, but soaring outside the walls of the prison; soaring with the Qur’an that he recites in most of his times, soaring with the wings of confidence in God’s promise and the glad tidings of His Messenger ﷺ of victory and empowerment.

We were in the darkest and most severe circumstances looking forward to the day of the great victory, the day when the glad tidings of our Messenger ﷺ are fulfilled "Then there will be a Khilafah according to the method of Prophethood." We longed to gather under the shade of the Khilafah and the banner of the Eagle fluttering. But God decreed that you move from the abode of misery to the abode of eternity and permanence.

We ask God to be in the highest Paradise and we do not purify anyone before God.

Our dear uncle, Abu Osama:

We ask God to cover you with His vast mercy, to dwell you in His spacious gardens, to make you with the righteous and the martyrs, and to reward you for the harm and torment you have suffered with the highest degrees in Paradise, and we ask Him, the Almighty, to gather us with you at the Cistern with our Messenger ﷺ and in a permanent abode of His mercy.

Our consolation is that you are arriving to the Most Merciful of the merciful, and we say only what pleases God, Indeed, we belong to God, and indeed, to Him we will return.
