International Monetary Fund
and Strangling the Yemeni Economy
The Governor of the Central Bank of Aden, Ahmed Al-Maabaqi, met in Washington, DC, on 2025/10/15, with the head of the International Monetary Fund mission to Yemen, Esther Perez Ruiz, and the Fund's representative, Muhammad Muait, accompanied by the Deputy Minister of Finance, Hani Wahab, and the Assistant Undersecretary of the Ministry of Finance, Abdul Qadir Amin. This was followed by a meeting between the Minister of Planning and International Cooperation, the Governor of Yemen at the World Bank Group, Waed Badheeb, with Ricardo Puliti, the Vice President of the International Finance Corporation for the Middle East, with the participation of the Deputy Minister of Planning, Nizar Basohaib, the Deputy Minister of Finance, Hani Wahab, and the Undersecretary of the Ministry of Finance, Abdul Qadir Amin, and the presence of Stefan Guimbert, the Regional Director of the World Bank in the Middle East, and Dina Abu Ghaida, the World Bank Director in Yemen.
A press statement issued by the Media Office of Hizb ut-Tahrir in Wilayah Yemen said: These two meetings came after preparations for them in Amman on 2025/10/08 and 09, between the Fund's mission and the head of the Aden government, Salem Saleh bin Brik, and Ahmed Al-Maabaqi, the Governor of the Central Bank of Aden, under the name of Article IV consultations between Yemen and the Fund, and the issuance of a final statement regarding them.
The first meeting was to discuss ways to continue the IMF's plans and programs and work with them in Yemen, which have been interrupted since 2014. And its technical and advisory role, such as supporting ways to recover the local currency by stabilizing the exchange rate, the level of foreign reserves, and strengthening financial stability in the country, through an executive plan for financial and monetary reform, and the continuation of reforms to ensure the flow of foreign loans, which Esther Perez Ruiz considered "a serious commitment to financial and administrative reform."
As for the second meeting, which is the most dangerous, it was to present facilitating the infiltration of the International Finance Corporation into Yemen, in the form of the foreign private sector, through the investment window, which is now operating with a meager amount of $15.9 million in the food and health sector, and those behind it are eyeing fishing grounds, the telecommunications and submarine cable sector, and electricity sales projects, reaching oil fields.
The statement added: Do people now understand that the catastrophic economic deterioration that has continued since the beginning of 2025 to 2025/07/31 is directly related to the IMF's programs? And that if you do not go to it and beg it, it will destroy your economy, because you have linked yourself to its programs and its capitalist economy?
The statement affirmed that the three devastating stations in Yemen were in 1975, when the World Bank was able to open a secret office in the Central Bank of Sana'a, in 1995, when it imposed financial and administrative reforms, and in 2011, when it entered, these stations have firmly linked the Yemeni economy to the capitalist economy.
Likewise, the press statement confirmed that the happiness and prosperity of the people of faith economically will be accompanied by the rest of the political, social and international relations affairs and others under the rule of Islam in the shadow of the second Rightly-Guided Caliphate on the method of Prophethood, this is the only radical solution. It is unfortunate that this solution does not remain the focus of attention of the Ummah in all its forms, as Hizb ut-Tahrir is working for it, and we will not tire or weary, but we will continue to explain it to people. Allah Almighty said: ﴿This is a clear statement to mankind, a guidance and instruction to those conscious of Allah﴾.

The Women's Section in the Central Media Office of Hizb ut-Tahrir
Concludes its Global Campaign "The War in Sudan: A Story of Colonialism, Betrayal, and Disappointment"
Over the past two months, the Women's Section in the Central Media Office of Hizb ut-Tahrir launched a global campaign to raise international awareness and highlight the horrific humanitarian crisis caused by the conflict in Sudan, which has been ongoing for three and a half years. This absurd conflict, between the Sudanese Armed Forces led by Lieutenant General Abdel Fattah al-Burhan, and the Rapid Support Forces led by Mohamed Hamdan Dagalo (Hemedti), has been described as a "forgotten war" for not receiving the media coverage and global attention it deserves.
The campaign included intensive interaction on global electronic media in various languages, including the publication of dozens of articles, hundreds of posts and posters, and a number of videos, including:
"The War in Sudan: Gold, Weapons, and Geopolitics"
"Only the Caliphate Will Restore Sudan's Glory"
The campaign also included panel discussions in Arabic and English that explained the causes and consequences of the current conflict, and how the Caliphate system, not the democratic model, is the practical solution to the many problems facing Sudan.

In Gabès, an Environmental and Humanitarian Disaster
and Collective Punishment for Generations
The city of Gabès is afflicted with a major disaster, slowly suffocating from the environmental crisis caused by the emissions of the industrial chemical complex.
Meanwhile, the people are waiting for a ruler who has not come to stop the serious harm that has befallen their lives, but rather a convoy of security units came to suppress the massive peaceful marches of children, women and the elderly, confronting them with tear gas!
The police also arrested more than 70 people during the night hours of Friday, and the number increased with the approach of dawn, as some of them were taken from their homes, as indicated by Khair El-Din Dabiya, a member of the "Stop Pollution" campaign, where some of them were referred in a state of presentation and others were transferred to prison, so the demands of the protesters turned from stopping pollution to releasing the detainees!
In light of these developments, the Media Office of Hizb ut-Tahrir in Wilayah Tunisia affirmed the following in a press statement:
1- The protesters' demands to dismantle and close the polluting industrial units are legitimate demands that the authority must immediately comply with, given that the decision to dismantle the units was issued in 2017, and the local council in Gabès had previously warned that these units pose a direct threat to life.
2- The use of violence and arrest will only increase the tension, and once again reveals the inability of our rulers and their dispossession of sovereignty in the face of the simplest duties of care, as they rush to use the stick of power and deny people's legitimate rights to live in dignity.
He added, addressing the people of Tunisia: The filth that fills our surroundings is a natural outgrowth of a greedy capitalist system whose concern is profit and increased production, and what is happening today in Gabès is no exception, but rather a model of what is happening in terms of pollution due to fossil gas in Kairouan, nuclear waste in Douz, the garbage problem in Sfax, and green hydrogen projects in the near future.
The environmental problem cannot be solved radically except under the Rightly-Guided Caliphate on the method of Prophethood, the state that has its decision and regulates its actions according to the scale of Sharia, so it fears Allah in the country and the people and cuts off the hand of colonialism by abolishing international agreements that perpetuate dependence and plunder wealth and exploit resources at the expense of our children and our environment.

This is the way to support Islam and Muslims, and truly ﴿For the like of this let the workers work.﴾.
Hizb ut-Tahrir calls upon you and inspires your determination, for the blessed land is the pearl of the lands of Muslims, their first Qibla, and the path of their Messenger and his ascension ﷺ, so go forth to fight your enemy and to support your people, as the Almighty said: ﴿Go forth, whether light or heavy, and strive with your wealth and your lives in the cause of Allah. That is better for you, if you only knew.﴾, and do not be as the Almighty said: ﴿O you who have believed, what is [the matter] with you that, when you are told to go forth in the cause of Allah, you cling heavily to the earth? Are you satisfied with the life of this world rather than the Hereafter? But little is the enjoyment of the life of this world compared to the Hereafter.﴾... Otherwise ﴿He will replace you with another people; then they will not be like you.﴾.

Islam is a Specific Point of View on Life
And a Special Style of Living Like No Other
The Prophet ﷺ says: "The example of the one who stands within the limits of Allah and the one who falls into them is like the example of a people who drew lots for a ship, and some of them got its upper part and some of them got its lower part, and when the one in its lower part drew water, they passed over those above them, so they said: If we made a hole in our share and did not harm those above us? If they leave them and what they want, they will perish and they will all perish, and if they take their hands, they will be saved and they will all be saved."
This view gives society and the individual a special concept. Individuals, as part of the group, must have ideas that bind them and live according to them. They must have feelings that drive them and be affected by them, and they must have a system that addresses the problems of their lives and organizes their relationships. Hence, the individual is restricted by the commands and prohibitions of Allah and does not have absolute freedom in what he does, and violating these restrictions is a crime that varies according to the type of violation, and the principle must have an impact on its adherents, so that preservation is natural, and there must be a state to apply the system to preserve the individual and the group. Hence, it was the principle that restricts, and the state is the executor, and sovereignty was for Sharia, not for the individual or society to do as they please.
Islam is a belief and systems for life, not a priestly religion in mosques and corners! It is a religion that stops individuals from transgressing against themselves and against others, so it is not permissible in Sharia for the state to let people commit evil deeds, but rather it must take them in hand and deter them in obedience to Allah Almighty.
This is what Islam is, a specific point of view on life and a special style of living like no other, it was, and will be in the near future, Allah willing, with the establishment of the Caliphate that will return it to life after they have imprisoned it in books for nearly a century, and for such let the workers work.

The Organization of Turkic States is One of the Western Projects
On October 8, Anadolu Agency reported that "The 12th Summit of Heads of State of the Organization of Turkic States was held in the Azerbaijani city of Gabala from October 6 to 7, 2025, under the theme "Peace and Regional Security." The chairmanship of the organization was transferred from Kyrgyzstan to Azerbaijan. High-level representatives from all member and observer states participated, making this summit one of the most important summits in the organization's history.
Following the summit, the leaders adopted the 121-point Gabala Declaration, and signed agreements on the establishment of the "Organization of Turkic States +" formula, the strengthening of the Turkish Culture and Heritage Center, and the reorganization of the Turkish Academy. Turkmenistan became an observer in the Turkish Academy and the Turkish Culture and Heritage Foundation, and the Turkish Republic of Northern Cyprus became an observer in the Academy of Turkic States."
Ar-Raya: The origins of the Organization of Turkic States are linked in the recent past after the collapse of the Soviet Union in 1992, and at the initiative of the President of Turkey at the time, Turgut Ozal, the first summit of Turkish-speaking countries was held in Ankara. In 2021, Turkish President Erdogan announced in Istanbul the renaming of the Cooperation Council of Turkic Speaking States to the "Organization of Turkic States."
The main idea behind building cooperation between these countries is based on nationalism, where the language of the Turkish-speaking peoples is considered the main unifying factor. This is not a new idea; we can see similarities in the League of Arab States, as Great Britain suggested the idea in 1943, and the agreement to establish the League was signed in 1945 in Cairo, and since then, its peoples have suffered from the tyranny of rulers and colonizers. Over the years, these countries have been mired in poverty and ruin. No summit or agreement signed by the countries has brought prosperity and peace to them. On the contrary, these countries are living in a state of tension, with endless revolutions, coups and wars. The situation is similar in the countries of the Turkish-speaking peoples.
