The American Strategy and the Two-State Solution

Question:

We know that the American strategy regarding the establishment of a Jewish entity in the heart of the Islamic countries has mostly been based on the two-state solution. However, during Trump's era, there was a retreat from it, or at least silence about it, which made it questionable. For example, Trump said (When I look at the map of the Middle East, I find Israel a very small spot. In fact, I said, is there a way to get the areas? It is very small... Sky News, 2024/8/19). Does this mean that America's project for the two-state solution has died and ended, or does it remain? Thank you.

Answer:

To clarify the answer, we will review the following matters:

1- In 1959, at the end of Eisenhower's rule, America adopted its two-state solution project, which can be summarized as (supporting and preserving the Jewish entity and establishing an entity for the Palestinians next to it...). Then its agents in the region, most notably the Egyptian regime, began working to implement the project, and for this purpose, the Palestine Liberation Organization was established. However, Britain, through the Jordanian regime, strongly opposed the project and adopted for governance in Palestine the project of a secular Palestinian state dominated by Jews, similar to the secular state of Lebanon, which is controlled by Christians.

2- All of this was when the West Bank was under Jordanian rule and Gaza was under Egyptian rule, but when the West Bank and Gaza, along with Sinai and the Golan Heights, fell under the control of the Jewish entity in a theatrical war in June 1967, the focus was no longer on establishing a Palestinian state, but on the withdrawal of the Jewish entity from these occupied territories based on Security Council Resolution 242. Subsequently, America set aside the Palestinian issue and began preparing for a tactical war, which was the October war of 1973 to move the peace process, and the Egyptian regime, headed by Anwar Sadat, signed the Camp David Accords in September 1978. The Jewish entity withdrew from Sinai under this agreement, with it remaining a limited-weapons zone as a buffer zone protecting the entity's borders, and it remains so until now despite the war of extermination waged by the criminal entity in Gaza on the borders of Sinai!

3- America then moved to the northern front and instructed the Jewish entity to invade Lebanon in 1982 to expel the Palestine Liberation Organization from there and force it to recognize the Jewish entity and conclude a peace agreement with it. The head of the organization, Yasser Arafat, signed this on 1982/7/25 in what became known as the McCloskey Document, in which he said: "The organization now recognizes Israel's right to exist." In 1988, Arafat announced at the Palestinian National Council held in Algeria, as well as at a meeting before the United Nations in New York, his acceptance of the establishment of a Palestinian state. Then Britain and its agent, the King of Jordan, agreed to disengage from the West Bank in this year.

4- After that, America convened the Madrid Conference in 1991 to proceed with the implementation of its two-state solution project. Then the Oslo Accords were concluded between the Palestine Liberation Organization and the Jewish entity in 1993 for the organization to officially recognize the Jewish entity. The Wadi Araba agreement (1994/10/26) was also concluded between the entity and Jordan for Jordan to relinquish the West Bank, which was under its control, and then announce recognition of the Jewish entity. America established and contained the two agreements to implement its two-state solution project. After the end of Bush's two terms at the end of 2008, Obama came to power in Washington. He requested direct negotiations between the Palestinian Authority and the Jewish entity under American auspices on 2010/9/2, hoping that the two-state solution would be implemented within a year. However, the negotiations ended without reaching an agreement.

5- After Obama's two terms at the end of 2016, Trump came to power at the beginning of 2017 and continued his first term, then lost in the elections and was succeeded by Biden at the beginning of 2021. After the end of Biden's term, Trump succeeded again in the elections and became president at the beginning of 2025.

In these two phases, i.e., the Trump and Biden phases, a different approach emerged from the previous American presidents. Since America declared its approach to the two-state solution, the predecessors mentioned the solution without going into the details of the Palestinians' state. Short-sighted people thought that the Palestinians would be given a sovereign state in part of Palestine. When Trump and Biden came, they went into some details that what is given to the Palestinians is a demilitarized state similar to limited self-rule that has no power, but is dominated by Jews, with some differences between them in the strength and ambiguity of the statement! Here, questions arose: Has America's two-state solution project ended, or has it not ended and remained ongoing? It is worth mentioning that the statements of the Jews about Palestine have no weight except by the support of the people (America), so the American statement is the subject of research:

6- By carefully considering the matter, the following becomes clear:

A- We previously answered a question on 2017/2/23 about the two-state solution after Trump took office for his first term, which stated:

[(1- The text of the statements made by US President Trump, as reported by all global and local media and broadcast live, is: "US President Donald Trump on Wednesday recorded a new distinction in US policy towards the Middle East after confirming that the two-state solution is not the only way to end the Israeli-Palestinian conflict, noting that he is open to alternative options if they lead to peace. All previous American presidents, both Republicans and Democrats, have defended the two-state solution. (France24 website, 2017/2/16) And he said ("I am looking at the two-state solution and the one-state solution... If Israel and the Palestinians are happy, I will be happy with the "solution" they prefer, both solutions suit me.".. Al Jazeera Mubasher website, 2017/2/16), and the one-state solution mentioned by America for the first time by Trump was not clarified by Trump. Does it mean giving the Palestinians self-rule within one Jewish state?! Or does it mean a secular state in which the Palestinians participate in the administration of the Jewish state, which is similar to the British project presented by Britain in 1939 when it issued the White Paper, which is in the form of Lebanon? Note that the two-state solution project is America's own project, which it presented since 1959 during the era of Republican President Eisenhower and made the so-called international community accept it and rejected the one-state solution presented by Britain. Whatever the case, what appears from considering these statements and their evidence is that America has not abandoned its two-state solution project, as the US Ambassador to the United Nations, Nikki Haley, confirmed, saying: ("First and foremost, the two-state solution is what we support. Anyone who says the United States does not support the two-state solution would be wrong... We certainly support the two-state solution, but we are thinking outside the box as well... It is necessary to bring these two sides to the table, which is what we need to get them to agree"... Reuters 2017/2/16)] This confirms that Trump has not abandoned the two-state solution, which is the declared policy of the American state since 1959, but wanted to try another method of pressure... as his ambassador said (We certainly support the two-state solution, but we are also thinking outside the box...) i.e., using other methods.

B- Trump's (Republican) statements about supporting the Jews accelerated during his first and second terms:

* (US President Donald Trump announced the United States' recognition of Jerusalem as the capital of "Israel"... Trump also affirmed that the United States supports the two-state solution if it is approved by the Israelis and Palestinians... BBC, 2017/12/6)

* US President Trump said on the sidelines of the United Nations General Assembly meetings ("He believes that the best option for the Palestinians and Israel is the two-state solution" and added "It is my dream to be able to do that before the end of my first term" BBC, 2018/9/26)

* US President Trump said (When I look at the map of the Middle East, I find Israel a very small spot. In fact, I said, is there a way to get the areas? It is very small... Sky News, 2024/8/19).

* (Earlier today, US President Donald Trump renewed his confirmation of his plan for the United States to control Gaza and deport the Palestinians from it, saying that he is "committed to buying and owning Gaza"... BBC, 2025/2/10), then he returned ten days later and stated (that he will not impose a plan to displace the Palestinians from Gaza, but "suggests" it... CNN, 2025/2/21) That is, as a manipulation of words!

C- On the other hand, Biden's (Democrat) statements have sometimes exceeded Trump's statements in supporting the Jews:

* When Trump lost in the elections and was replaced by Biden at the beginning of 2021, America returned to talking about establishing a Palestinian state in some way without specifying how and where. US President Joe Biden mentioned in statements to journalists on 2024/9/3 (that there are a number of patterns for the two-state solution, noting that several countries in the United Nations do not have their own armed forces) That is, Biden is referring to a state for the Palestinians from those patterns without armed forces, i.e., self-rule or the like!

* When US President Biden visited Tel Aviv on 2023/10/18 following Operation Al-Aqsa Flood, he met with officials there and said: (That "Israel" must return to being a safe place for the Jews. And that if there were no "Israel", we would work to establish it... Al Jazeera, 2023/10/18)

* Biden said in a speech he delivered at the White House during his celebration of the Jewish Festival of Lights (Hanukkah): ("You don't have to be a Jew to be a Zionist, and I am a Zionist" Al-Sharq Al-Awsat, 2023/12/12).

7- By considering the previous answer to the question, as well as these statements and positions, it becomes clear that there is no major disagreement between the positions of Trump and Biden except in some methods that do not change the essence of the issue. The United States is the one that manages this issue on the basis of the two states: a state for the Jews in most of Palestine, which it supports financially, militarily, and internationally, and even regionally through its agents and followers from the rulers in the Muslim countries. And a state (self-rule) for the Palestinians, demilitarized, in part of a part of Palestine, with Jewish domination over it!! Regardless of the desire of the "Authority and the agent rulers" to call it a Palestinian state, that does not change anything in its reality. America does not want it to be a sovereign state, even on part of a part of Palestine, but rather like self-rule without weapons except for what is necessary for a police force within Jewish hegemony!! Two factors have emerged in the eras of Trump and Biden to establish the Jewish entity, which confirm what we mentioned above, even if their emergence was greater in the era of Trump, namely:

The first, which is existing today, is to strengthen the Jewish entity and supply it with money and weapons so that it remains the major power that surpasses all its surroundings militarily.

The second, normalization, in what Trump called the Abraham Accords, and he went halfway in his first term and wants to complete it today. Therefore, American envoys are touring the region not only to convince Saudi Arabia to join the so-called "Abraham" agreements, but are also carrying out practical groundwork and opening negotiations that are ongoing today between Syria and Lebanon with the Jewish entity, and America wants to expand this to include other agent rulers in the Muslim countries!

In conclusion, America has not abandoned the two-state solution, but it announced in the era of Trump and Biden that the intended state of Palestine is similar to self-rule dominated by Jews. The previous presidents mentioned the two-state solution without going into the nature of the state they want for the Palestinians!

8- Finally, Palestine is a jewel in the history of Muslims since God Almighty linked it to His Sacred House with a single bond, as He took His Messenger ﷺ on a night journey from the Sacred Mosque to the Farthest Mosque ﴿Exalted is He who took His Servant by night from al-Masjid al-Haram to al-Masjid al-Aqsa, whose surroundings We have blessed﴾, making it a good and blessed land. He drew the hearts of Muslims to the capital of Palestine (Jerusalem) by making it their first Qibla before God turned the Muslims to their second Qibla (the Kaaba) after the Hijra for sixteen months. This was before Palestine came under the rule of Islam when the second Caliph, Omar ibn al-Khattab, may God be pleased with him, opened it in the year 15 AH, and received it from Sophronius and gave him his famous covenant (the Covenant of Omar), one of the texts of which, at the request of the Christians, was (that Jews should not live with them in it)... Then Palestine was a graveyard for the Crusaders and the Tatars. There were decisive battles with the Crusaders and the Tatars: Hattin (583 AH - 1187 AD), and Ain Jalut (658 AH - 1260 AD), and other decisive battles with the Jews will follow, God willing, to restore Palestine purely to the lands of Islam.

The continued existence of the Jewish entity in Palestine until today is not due to strength in them. They are not people of fighting and victory, but as God Almighty said: ﴿They will never harm you except for [some] annoyance; and if they fight you, they will give you flight. Then they will not be aided.﴾, but their survival is due to the failure of the rulers in the Muslim countries. The Muslims' misfortune is in their rulers, for they are loyal to the infidel colonizers, the enemies of Islam and the Muslims. They see and hear the Jews' occupation of Palestine, their barbaric crimes, and their various massacres, and yet it is as if they do not see or hear ﴿Deaf, dumb and blind, so they will not return.﴾! They have prevented the armies from helping their brothers in Gaza Hashim until today, the martyrs are multiplying and the wounded are increasing... and the rulers are watching what is happening, and the best of them is the one who counts the martyrs under the name of the dead and then counts the wounded as if he is a neutral party, but closer to the Jews! They put the "throne" above their country and their people! However, this nation is the best nation brought forth for mankind, so it will not remain silent for long, God willing, about this oppressive rule by these ignoramuses, for the Messenger of God ﷺ has given us glad tidings of the return of the Rightly Guided Caliphate after this oppressive kingdom, as stated in the Musnad of Imam Ahmad and al-Tayalisi from Hudhayfah ibn al-Yaman: «... Then there will be an oppressive kingdom, and it will be as God wills it to be, then He will remove it when He wills to remove it, then there will be a Caliphate on the method of Prophethood». At that time, the Muslims will be honored and the infidels will be humiliated ﴿And that day the believers will rejoice * In the victory of Allah. He gives victory to whom He wills, and He is the Exalted in Might, the Most Merciful﴾.. It is strange and wonderful that the infidels, especially the Jews, realize this more than many of today's Muslims.. The Jews realize that in the Caliphate is their destruction. The Prime Minister of their entity said in a press conference broadcast directly by the media, including Al Jazeera on 2025/4/21: ("We will not allow the establishment of a Caliphate on the shores of the Mediterranean." He added, "We will not accept the existence of a Caliphate state here or in Lebanon and we are working to ensure the security of Israel").. But it will be established, God willing, despite their noses and remove them from this pure land, especially since Hizb ut-Tahrir, the party that is sincere to God Almighty and truthful with the Messenger of God ﷺ, is the one that is leading the work to establish the Caliphate with men who have been true to what they have covenanted with God, and they are reassured of God's victory: ﴿And Allah is predominant over His affair, but most people do not know﴾.
