Muslim narrated in his Sahih: Amr al-Naqid, Ishaq bin Ibrahim and Ibn Abi Omar, all narrated to us from Sufyan, said: Amr narrated to us Sufyan bin Uyaynah from al-Zuhri from Saeed from Abu Hurairah that Omar passed by Hassan while he was reciting poetry in the mosque, so he glanced at him and said: "I used to recite when there was someone better than you in it." Then he turned to Abu Hurairah and said: "I adjure you by God, did you hear the Messenger of God, may God bless him and grant him peace, say: Answer for me, O God, support him with the Holy Spirit?" He said: "O God, yes."
Ishaq bin Ibrahim, Muhammad bin Rafe’ and Abd bin Humaid narrated it to us from Abd al-Razzaq, who told us Ma'mar from al-Zuhri from Ibn al-Musayyib that Hassan said in a circle in which Abu Hurairah was present: "I adjure you by God, O Abu Hurairah, did you hear the Messenger of God, may God bless him and grant him peace... and he mentioned the like of it."
It is mentioned in Al-Nawawi's explanation of Muslim:
His saying: (Hassan recited poetry in the mosque with the permission of the Prophet, may God bless him and grant him peace)
In it is the permissibility of reciting poetry in the mosque if it is permissible, and it is desirable if it is in praise of Islam and its people, or in satire of the disbelievers and incitement to fight them, or belittling them, and the like, and such was the poetry of Hassan. And in it is the desirability of praying for whoever says poetry of this kind. And in it is the permissibility of taking revenge on the disbelievers, and it is also permissible on others on its own terms. And the Holy Spirit is Gabriel, may God bless him and grant him peace.

Poetry is one of the media tools that influences public opinion, and the Messenger, may God bless him and grant him peace, exploited it to defend Islam and Muslims, and expose disbelief and disbelievers
Ahmad narrated in his Musnad: Abd al-Razzaq narrated to us, who said: Ma'mar told us from al-Zuhri from Abd al-Rahman bin Ka'b bin Malik from his father that he said to the Prophet, may God bless him and grant him peace: God Almighty has revealed what He has revealed in poetry, so he said: "The believer strives with his sword and his tongue, and by the One in Whose Hand is my soul, what you throw at them is like the spray of arrows."
It is mentioned in Siyar A'lam al-Nubala': Ibn Sirin said that the poets of the companions of the Messenger of God, may God bless him and grant him peace, were Hassan bin Thabit, Abdullah bin Rawahah, and Ka'b bin Malik. As for Ka'b, he used to mention the war, saying we did and we will do, and he threatened them, and as for Hassan, he used to mention their flaws and their days, and as for Ibn Rawahah, he used to shame them for disbelief, and Daws embraced Islam due to a verse Ka'b said:
We choose it, and if it spoke, it would say Their cutters are Daws or Thaqif.
The media is one of the important things for the call and the state, as it has a major role in influencing people, in shaping their tastes and tendencies, and in building their beliefs, concepts and opinions. It was the same in the past and today it is more developed and has a greater impact... The issue of using the media to influence people and then on public opinion in societies has been known since ancient times, and what has changed is only its means. While man used to use various methods of addressing to communicate with others and influence them, so he spoke, narrated, preached, debated, discussed and argued, and refined poetry, so he boasted, praised, satirized, mourned, threatened and challenged... he exploited these methods of addressing in order to influence people and create a public opinion for them on what is raised of issues and what is carried of ideas.
Therefore, the media in the coming Caliphate state will have a special department that reports directly to the Caliph.
That is because the Caliphate state, which is a state carrying a call, needs a distinctive media policy:
1- Present Islam in a strong and influential way that would move people's minds to embrace Islam, study it, and think about it, and facilitate the annexation of Islamic countries to the Caliphate state.
2- Many media matters are closely related to the state and may not be published without the Caliph's order, which is represented in

Everything related to military matters, and what is attached to them, such as troop movements, news of victory or defeat, and military industries.

News of negotiations, reconciliations and debates that take place between the Caliph or his deputies and representatives of the countries of disbelief.
These news items must be directly linked to the Caliph to decide what should be concealed and what should be broadcast and announced. God Almighty says in Surat al-Nisa: {When there comes to them some matter touching (public) safety or fear, they divulge it. If they had only referred it to the Messenger, or to those charged with authority among them, the proper investigators would have tested it from them (direct).
3- As for news that is not directly related to the state, such as daily news, political, cultural and scientific programs, and global events, it intersects with the point of view on life in some of its parts, and with the state's view of international relations, and yet the state's supervision over it differs from its supervision over the previous two types.
Accordingly, the media apparatus must contain two main departments:
The first department: its work is direct monitoring of news related to the state, such as military affairs, the war industry, and international relations... so it is not broadcast in the state's media or in private media except after it is presented to the media apparatus.
The second department: specialized in other news, and its monitoring of it is indirect, and the state's media or private media do not need any permission to present it.
The media does not need a license, but anyone who holds the nationality of the Islamic state can establish any media outlet: read, audio, or video. He only needs a "knowledge and news" to inform the media apparatus about the media outlet that he has established... and as we have explained, he needs permission to publish news related to the state. As for other news, he publishes it without prior permission.
The owner of the media outlet is responsible for every media material he publishes, and is held accountable for any legal violation like any other member of the public.
When the Caliphate state is established, it will issue a law clarifying the broad outlines of the state's media policy in accordance with Sharia rulings, according to which the state will proceed to serve the interests of Islam and Muslims, and build a strong, cohesive Islamic society, adhering to the rope of God, from which goodness emanates, with no place for corrupt ideas or misleading cultures, an Islamic society that rejects its evil and makes its good pure, and glorifies God, Lord of the Worlds.
