To His Eminence, Imam Ayatollah Khomeini, peace, mercy, and blessings of God be upon you. We praise God for making us Muslims, and we thank Him and praise Him in every way for honoring us, Hizb ut-Tahrir, by making us among those who work to restore God's rule to the earth, by establishing the Islamic Caliphate to implement the Book of God and the Sunnah of His Messenger, and to carry the message of Islam to the world through Jihad. This is what motivated us to meet with you more than once. In our last meeting with you, which took place approximately four months ago, we presented you with a memorandum after the meeting, as we also presented a memorandum to Ibrahim Yazdi, the Minister of Foreign Affairs, in which we explained the effective solutions that you must take to solve the problems you face at home and abroad. We explained to you that you had missed the mark by delaying the full implementation of Islam, which complicated matters, increased difficulties, maintained a duality of governance, and perpetuated chaos, allowing the enemies of Islam to establish themselves and declare their hostility to Islam and the rule of Islam and its systems. We urged you to quickly resolve matters by starting to appoint a head of state who would be pledged allegiance by the people of influence and authority, with obedience and compliance to act according to the Book of God and the Sunnah of His Messenger.
