An open letter from Hizb ut-Tahrir regarding the "Draft Constitution of the Republic of Sudan for the year 1998," which was approved by the Sudanese National Assembly. The book examines the constitution from an Islamic perspective, in light of Sharia rulings, to determine whether it is Islamic or not, and consequently to judge the reality of the state that adopts and applies it.

An open letter from Hizb ut-Tahrir to: - The President of the Republic of Sudan. - The Government of Sudan. - The Speaker and Members of the Sudanese National Assembly. - The Muslim People of Sudan. - Muslims all over the world. Peace, mercy, and blessings of Allah be upon you. To proceed: Hizb ut-Tahrir has reviewed the "Draft Constitution of the Republic of Sudan for the year 1998," which was approved by the Sudanese National Assembly on 30 Dhu al-Qi'dah, 1418 AH, corresponding to March 28, 1998 CE. It has studied it from an Islamic perspective, in light of Sharia rulings, to determine its reality: is it Islamic or non-Islamic? Consequently, to judge the reality of the state that adopts and applies it: is it an Islamic state or a non-Islamic state? In order to clarify this to Muslims so that they may understand the reality and take the position required by Sharia regarding this constitution and the state that adopts it.

Article 186 - Organizations that are based on other than Islam, or apply rulings other than the rulings of Islam, the state is not permitted to participate in them, such as international organizations like the United Nations, the International Court of Justice, the International Monetary Fund, and the World Bank. And like regional organizations such as the Arab League.
