س 1: تناقلت وسائل الأنباء اجتماع مشرف وفاجبايي في 5/1/2004م على هامش قمة رابطة دول جنوب آسيا للتعاون (سارك)، وكانت التصريحات التي نقلت عنهما في المؤتمر الصحفي 6/1، ثم وزير الإعلام الباكستاني شيخ رشيد، كلها تدل على استعداد للتفاوض بشأن كشمير، وأكد مشرف في مؤتمره الصحفي أن هذه المفاوضات بشأن كشمير هي بداية النهاية للصراع، فهل يفهم من ذلك أن موضوع كشمير قد أصبح موضوعاً بشكل جدي للحل؟ وما مصير قرارات الأمم المتحدة بشأن كشمير؟

جـ 1: 1 - إن موضوع كشمير قد وضع على الطاولة بشكل جدي منذ زيارة مشرف لأمريكا واستقبال بوش له في كامبدافيد في 24/6/2003م حيث كانت تلك الزيارة مفصلاً في العمل السياسي والعسكري لكشمير. لقد كان قبل ذلك لا يجرؤ أي حاكم في باكستان أن يعلن حلاً لكشمير بالتفاوض حولها مع الهند لاقتسامها، بل كان الأمر واضحاً في كل عرض سياسي حولها أن تصبح كشمير كلها (أزادكشمير) الذي مع باكستان و(جامو وكشمير) التي مع الهند، تصبح كلها معاً مستقلةً عن الهند وكانت الهند ترفض ذلك وترى أن جامو وكشمير جزءاً منها كما جاء في إعلان نهرو عام 1956م.

في تلك الزيارة أعلن مشرف صراحةً موافقته على خارطة طريق! لحل قضية كشمير على غرار الشرق الأوسط، وأضاف استعداده لتقديم تنازلات مهمة للوصول إلى حل دائم مع الهند حول كشمير، وقد كان العرض (التنازل) خلال مناقشات مع نواب أمريكيين في واشنطن في 26/6 خلال زيارته المذكورة. ثم أعلن مضيفاً أنه سيقف في وجه "المتطرفين" المسلمين أي الجماعات التي تقاتل في كشمير.

2 - منذ ذلك التاريخ ومشرف يصدر القانون تلو القانون في منع ومضايقة أية مقاومة من المسلمين لاحتلال الهند لكشمير. إلى أن كان اجتماعه الحالي مع فاجبايي في 5/1/2004م الوارد في السؤال حيث بدأ وضع الأسس العملية للتفاوض مع الهند بشأن كشمير.

3 - عند وصول فاجبايي 4/1 إلى إسلام أباد صرح للتلفزيون الباكستاني أنه مستعد لإجراء محادثات مع مشرف وأكد ضرورة استمرار الحوار بين الهند وباكستان بشأن كشمير. وبعد اجتماع مشرف فاجبايي في 5/1 صرح وزير الإعلام الباكستاني شيخ رشيد أن الزعيمين ناقشا خلال اجتماعهما الذي استمر ساعةً مسألة كشمير «الشائكة» كما قال. وأكدت مصادر الجانبين أنهما حاولا إيجاد أرضية مشتركة لبدء حوار بشأن كشمير. وبخاصة وأن مشرف كان قد أشار في كانون أول الماضي إلى عزمه على تنحية قرارات الأمم المتحدة بشأن كشمير جانباً كبادرة حسن نية أمام المفاوضات مع الهند، وذلك لأن الهند كانت قد رفضت تلك القرارات في حينها التي تقضي بإعطاء حق تقرير المصير لكشمير.

4 - إنه من المعروف أن أمريكا كانت وراء قرارات الأمم المتحدة لتقرير المصير لكشمير فلماذا الآن تخلت عنها وحرصت على تفاوض الهند وباكستان على كشمير دون تقرير المصير الذي كانت ترفضه الهند دائماً، وكانت باكستان تقبله، والآن أصبحت باكستان تقبل التخلي عن هذا الشرط في التفاوض؟ إن سبب ذلك أمران:

الأول: إن أمريكا تريد أن تكون الهند حجـر الزاوية في جنوب آسيا، ولذلك فهي تمدها بالمساعدات العسكرية والاقتصادية لتصبح مركز ثقل في موازاة الصين، لاستعماله إذا هددت الصين مصالح أمريكا في المنطقة. ولذلك فهي تريد أن تزيل هذا الألـم من خاصرة الهند وهو موضوع كشمير، لينصب كل اهتمامها حول تفرغها كندٍّ للصين في المنطقة.

الثاني: إن أمريكا تخشى عودة حزب المؤتمر (الموالي للإنجليز) في الهند لأنه أعرق جذوراً من حزب جاناتا وائتلافه، وما لَم يُوجد رأي عام قوي مساند لفاجبايي بحيث يكون له شعبية تطغى على عراقة حزب المؤتمر او تقترب منه، ما لَم يكن ذلك فستبقى مصالح أمريكا مهددةً، وموضوع كشميركما هو امر حيوي عند المسلمين في باكستان، فهو كذلك أمر حيوي عند الهندوس في الهند، وحل هذه المشكلة بالشكل الذي يرضي الهند أي دون تقرير المصير سيجعل لحزب جاناتا الحاكم رأياً عاماً يسنده في الحكم. وقد سبق أن قامت أمريكا بإسناد فاجبايي في حادثة (كارغيل) 1999م عندما جعلت باكستان تخلي كارجيل من المقاتلين الكشميريين ومن الجيش الباكستاني الذي كان يساندهم. وكان حينها مشرف رئيساً للأركان، وقد كان لإخراج فاجبايي من ذلك المأزق أثر في إيجاد شعبية عارمة أدت إلى نجاحه في الانتخابات التي تلت تلك الحادثة.

الثالث: عند إصدار قرارات الأمم المتحدة السابقة كان النفوذ الإنجليزي مستفحلاً في شبه القارة الهندية، وكانت سـياسـة تقرير المصير في ذلك الوقت أسلوباً أمريكياً لإزالة الاستعمار القديم، واليوم فإن الهند وباكستان فيهما حكم موالٍ لأمريكا، وحل النـزاع بينهما يخدم مصلحة أمريكا بضمان استقرار المنطقة، وتنفيذ السياسة الأمريكية بهدوء.

ولذلك يمكن القول إن مشكلة كشمير قد بدء السير على خطوات حلِّها بشكل جدِّي بين الهند وباكستان، وإن قرارات الأمم المتحدة حول تقرير مصير كشمير قد أصبحت ليست شرطاً مسبقاً لأي حل لكشمير كما كانت باكستان تضعه بل أعلن مشرف استعداده للتنازل عنها.

س 2: في خطابه عن حال الاتحاد في 21/1/2004م لَم يذكر الرئيس الأمريكي شيئاً عن (سلام) الشرق الأوسط مما يدل على أن بوش يهمّه الآن موضوع الانتخابات والقضايا التي تؤثر فيه. والسؤال الآن هو كيف نفهم إذن ما تناقلته وسائل الإعلام من أن زيارة الرئيس السوري التي بدأت فجر 8/1 كان المقصود منها وساطة تركيا في المفاوضات بين سوريا و(إسرائيل)، وكذلك في العلاقة مع أمريكا بعد قانون (محاسبة سوريا)، وهذا يعني الاهتمام الأمريكي بموضوع الشرق الأوسط؟

جـ 2: إن ما ذكرته من أنّ ما يشغل بوش هو الانتخابات هو قول صحيح، فما يؤدي إلى رجحان كفته في الانتخابات يعطيه أهميةً واهتماماً، وما ليس كذلك لا يعطيه اهتماماً في سنة الانتخابات هذه. ولذلك تراه في الخطاب تطرَّق للعراق لأن جيشه فيها، وتكرار الهجمات التي يتلقاها جيشه تؤثر على الناخب، ولذلك يهتم بها محاولاً ما وسعه تخفيف الهجمات تلك، وهكذا في أية قضية بقدر تأثيرها على موضوع الانتخابات.

وعليه فإن أمريكا الآن غير مهتمة اهتماماً فاعلاً بأزمة الشرق الأوسط، لا المسار الفلسطيني ولا المسار السوري إلاّ إذا أدّت الأزمة إلى توقع اشتعال حرب في المنطقة فعندها تهتم أمريكا لأنها لا تريد حرائق جديدةً وهي مشغولة في الانتخابات، وجيشها مرهق في أفغانستان والعراق، واشتعال حرب نتيجة أزمة الشرق الأوسط غير وارد على الأقل في المدى المنظور.

أما ما تناقلته وسائل الإعلام حول وساطة تركية بين سوريا و(إسرائيل)، وبين سوريا وأمريكا بسبب قانون (محاسبة سوريا)، فهو ليس الهدف الحقيقي للزيارة. وذلك لأن المفاوضات بين سوريا و(إسرائيل) لا تحتاج إلى وساطة، فهي منذ مؤتمر مدريد وهي تدور بينهما معلنةً تتحرك وتتوقف حسب معطيات السياسة الدولية أو بالأحرى السياسة الأمريكية. وهي على كل حال لَم تنقطع إلا بالوضع المعلن، أما بالوضع السرّي فهي تدور وتجري حسب مقضيات الحال، كما كشف خلال الأسبوع الماضي من أن محادثاتٍ سريةً حدثت قبل فترة بين سوريا و(إسرائيل)، فلما تسربت أخبارها توقفت.

وأما بين سوريا وأمريكا فالأمر أبعد من أن يحتاج إلى وساطة، فالطريق سالكة بين أمريكا وسوريا، ولَم يؤثر قانون محاسـبة سـوريا في ذلك شيئاً. واللافت للنظر أن القانون يحوي في عقوباته تخفيض مستوى التمثيل الدبلوماسي، في حين أنَّ الذي حدث هو عكس ذلك، فقد عينت أمريكا سفيرةً جديدةً لها في دمشق هي مارغريت سكوبي، وسلمت أوراق اعتمادها لوزير الخارجية السوري في 4/1. وكذلك فإن سوريا طلبت من الإدارة الأمريكية رفع مستوى القائم بالأعمال السوري في السفارة بواشنطن، إلى درجة سفير وقد وافقت الخارجية الأمريكية على ذلك ورفعت تقريراً بالموافقة إلى البيت الأبيض في أواخر الشهر الماضي، وقد صرح حينها القائم بالأعمال السوري د. عادل مصطفى بأن أقنية الحوار لا تزال مفتوحةً بين دمشق وواشنطن كما نقلته الحياة في 31/12/2003م على صفحاتها.

أي أن الغرض من الزيارة لَم يكن الوساطة بل كان ذلك على هامش الغرض الرئيس من الزيارة.

أما ما هو هذا الغرض: فهو توجيه رسالة جادة وحارة إلى أكراد العراق من دول الجوار بأن إصرارهم على الفدرالية الموسعة كما يطلبون على أساس جغرافي قومي لتكون نواة دولة مستقبلاً، هذا الأمر هو خط أحمر عند هذه الدول ولن تتساهل في السماح له أن ينفذ. ولقد كان واضحاً التنسيق القوي في هذه المسألة بين الدول الثلاث، إيران وسوريا وتركيا، فقد زار (خرازي) وزير خارجية إيران دمشق في 3/1 قبيل زيارة الرئيس السوري، وأجرى محـادثاتٍ حـول الموضوع مع كبار المسئولين السوريين. كما أنه بعد انتهاء زيارة الرئيس السوري التي بدأها فجر يوم 8/1 إلى استانبول، قام وزير الخارجية التركي بزيارة طهران في 10/1 لينقل لهم ما تم. كما ان تصريحات المسئولين السوريين والأتراك خلال الزيارة كانت تركز على موضوع العراق. ليس هؤلاء فحسب بل إن وزير الخارجية السعودي قد شارك في الموقف من الأكراد فصرح في 6/1 بأن خطواتٍ لتقسيم العراق تهدد الأمن السعودي وكل الدول المجاورة.

لقد عملت أمريكا على دفع هذه الدول المجاورة للعراق بتسخين الموقف تجاه الأكراد وذلك لأن أمريكا كانت قد وعدت الأكراد بفدرالية واسعة لهم في مناطقهم، وبعد حرب العراق حاول الأكراد تنفيذ ذلك، وأصروا على الموافقة على الفدرالية قبل أية ترتيبات دستورية للعراق إلا إذا نص الدستور سواء أكان مؤقتاً أم دائماً على الفدرالية للمنطقة الكردية بمواصفاتهم، فقد صرح برزاني في 29/12 بأنه من الضروري تصحيح اتفاق نقل السلطة الموقع بين مجلس الحكم الانتقالي وأمريكا، لإدراج حقوق الشعب الكردي بإقرار فدرالية المنطقة الكردي. بل أكثر من ذلك طالبوا بضم كركوك للمنطقة الكردية فقد صرح طالباني في 8/1 بأن كركوك مدينة تقع في إقليم كردستان، وقاموا بمظاهرات ومسيرات في كركوك نتج عنها صدامات مع العرب والتركمان في المدينة أدت إلى قتلى وجرحى. ثمّ دعت أصوات كردية إلى عصيان مدني إذا لَم تقر الفدرالية كما يريدون على أساس قومي جغرافي. فالأكراد تصرفوا على أساس أخذهم وعود أمريكا السابقة لهم مأخذ الجد، ولكن أمريكا رأت الأمر على غير ذلك، فقد وجدت أن تنفيذ الفدرالية الكردية كما يريدون، وكما وعدتهم سابقاً، سيسبب تعقيداً للمشاكل وضرراً لمصالح أمريكا في العراق. لذلك دفعت أمريكا دول الجوار، وهي جميعها موالية لها، لتوجه رسالةً إلى الأكراد على شكل إنذار وتحذير بأن دول الجوار لن تسمح بالفدرالية على المقاس الكردي التي تؤول إلى شبه استقلال مستقبلاً. وبهذا يسهل على أمريكا نقض وعودها مع الأكراد دون أن تظهر أنها غدرت بهم، وتخلت عن وعودها لهم، بإظهار السبب أنه اعتراض الدول المجاورة وما يسببه ذلك من صراع يضر بمصالح الأكراد وأمريكا معاً.

هذا هو الغرض من الزيارة، أما ما رافقها من مباحثات ثنائية وأمور اقتصادية ووساطات سياسية فهي على هامش الغرض الحقيقي المذكور.

س 3: أعلن في موسكو في 20/1/2004م أن وزير الخارجية كولن باول سيصل إلى العاصمة الروسية هذا الأسبوع. وذكرت السفارة الأمريكية في موسكو أن ملف جورجيا سيكون على رأس أوليات الزيارة حيث تطالب واشنطن الروس بسحب قواعدهم العسكرية من جورجيا. وكان الرئيس الجورجي الجديد ساكا شفيلي قد دعا موسكو في أول تصريح له بعد فوزه في الانتخابات دعاها لسحب قواتها من جورجيا وعدم التدخل في الشئون الداخلية لبلاده، كما أن السفير الأميركي في تبليس صرح في 19/1 بأن القوات الأمريكية المتمركزة في جورجيا ستبقى هناك على شكل دائم. فهل هذا يعني أن نفوذ أمريكا أصبح مسيطراً بالكامل على جورجيا، وأن النفوذ الروس الذي كان في جورجيا عن طريق شيفاردنازده، قد انحسر نهائياً؟

جـ 3: أولاً: إنّ نفوذ أمريكا كان موجوداً في جورجيا أثناء حكم شيفاردنازده، فإن طلائع القوات الأمريكية الموجودة حالياً في جورجيا وصلت إلى جورجيا أواخر العام الماضي قبل أن يطاح بشيفاردنازده، وكذلك فإن هناك اتفاقيةً موقعةً في عهد شيفاردنازده بالسماح لطائرات التجسس الأمريكية بعبور أجواء جورجيا. كما أن شيفاردنازده أثناء وضع حجر الأساس لمبنى السفارة الأمريكية الجديد في تبليس قد كشف عن أنه طلب تدخل أمريكا لمساعدته في حل المشاكل العالقة مع الانفصاليين في جورجيا. هذا بالإضافة إلى المساعدات الخارجية الأمريكية التي كانت تدفع لحكومة شيفاردنازده.

إلا أن شيفاردنازده، مع محاولاته التقرب من واشنطن، ظل يحاول في الوقت نفسه أن لا يغضب روسيا نظراً للعوامل المؤثرة التي تمسك روسيا بها، فلروسيا قاعدتان عسكريتان في جنوب وغرب البلاد ورثتهما عن الاتحاد السوفيتي السابق، وكذلك فإن روسيا تزوّد جورجيا بأكبر قسم من احتياجاتها من الطاقة عبر أنبوب غازي، ثم نفوذ روسيا المتزايد في اثنتين من المناطق الانفصالية، أبخازيا وأوسيتيا الجنوبية.

وهكذا فقد أمسك شيفاردنازده العصا من الوسط يتقرب من أمريكا، ويبقى روابط مع روسيا، وكان يظن أنه بهذا يحافظ على وضعه من خلال سياسة إمساك العصا من الوسط. لكن الذي فات شيفاردنازده، وهو ضابط سابق للمخابرات السوفية، فاته أن يعلم أن أمريكا لا تقبل أن تدخل من نصف الباب، ودخولها منه لن يرضيها إلا أن تفتحه كاملاً، لذلك فقد كانت سياسة منتصف العصا معجلةً لرحيله. وهكذا كان فقد عملت المخابرات المركزية على النفاذ إلى الوسط السياسي من خلال نصف الباب هذا، ثم الوسط العسكري حتى تمكنت من بناء معارضة قوية في الوسطين أدت إلى اندفاع شعبي في 22/11/2003م أجبر شيفاردنازده على الرحيل بعد أن تم تحييد الجيش، تماماً كما حدث في إيران عند الإطاحة بالشاه.

ثانياً: إن قطب الرحى في المعارضة ميخائيل ساكا شفيلي، الذي وصل إلى الحكم بفوز ساحق بأكثر من 95% من الأصوات في الانتخابات، معروف بولائه الشديد لأمريكا، وقد درس في الولايات المتحدة، وصقل سياسياً هناك، وكان ارتباطه بأمريكا مشهوراً، ومعروفاً لشيفاردنازده نفسه، لكنه لَم يكن يتوقع أن يستطيع أي عمل سياسي أو شعبي أن يطيح به لأنه كان معتمداً على الجيش، فضلاً عن أن سياسة منتصف العصا جعلته لا يبطش بساكا شفيلي حتى لا يغضب أمريكا، وبالتالي فقد كان خصمه يتحرك على مرأى منه: لكنه كان يعلم باطمئنان أن تحركاته الشعبية لن تؤثر، ما دام يعتمد على الجيش، لكن الذي لَم يعلمه شيفاردنازده هو أن قادة كباراً من الجيش كانوا قد ارتبطوا بأمريكا سراً، وهذا ما جعل الجيش ينفض عن شيفاردنازده فيطاح به.

ثالثاً: إن نفوذ أمريكا في جورجيا حالياً قوي وليس هناك ما يشكل خطراً إلا القاعدتان العسكريتان لروسيا، وهما موضـع البحث الآن، وقد كان أول تصريح لرئيس جورجيا الجديد هو بشأنهما كما جاء قي السؤال، ليس هذا فحسب بل إن وزير خارجية أمريكا الذي سيزور موسكو سيبحث هذا الأمر مع روسيا بالنيابة عن جورجيا. وقد زار باول جورجيا قبل سفره المزمع لموسكو وتناولت المباحثات بينه وبين ساكا شفيلي الأوضاع الأمنية في جورجيا، ومسـتقبل علاقات جورجيا مع روسيا وتركيا. وقد سبق أن اتصل بوش بساكا شفيلي مهنئاً بانتخابه وداعياً له لزيارة أمريكا بعد أدائه القسـم الدسـتوري في 25/1/2004م. أي أنه يمكن القول إن أمريكا تمسك بالوضع جيداً في جورجيا.

ثالثاً: أما أهمية جورجيا فهي كما يلي:

1 - وضع جورجيا الجغرافي بين روسيا وتركيا. فقد نقل عن "زبينو باران" مديرة الأمن الدولي والطاقة في مركز نكسون بواشنطن، والخبيرة في الشئون الجورجية قولها (إن جورجيا تشكل أهميةً استراتيجيةً لأنها نقطة الالتقاء بين حلف شمال الأطلسي وروسيا).

2 - على الرغم من أن جورجيا ليست دولةً نفطيةً، فهي لا تملك منه الكثير، إلا أنها تشكل طريقاً لعبوره من حقول النفط الغنية في بحر قزوين إلى الأسواق الدولية. ومعلوم أن أمريكا تولي اهتماماً كبيراً لمشروع خط أنابيب باكو - جيهان التركي الذي يمر بجورجيا دون العبور بالأراضي الروسية.

3 - اتفاقية السماح لطائرات التجسس الأمريكية المنطلقة من قواعد الناتو في تركيا لعبور الأجواء الجورجية لتطير بمحاذاة الحدود مع روسيا. وقد كانت هذه الاتفاقية تزعج الروس لأنها تشكل خطراً على وحداتهم العسكرية في جنوب ووسـط روسـيا وبخاصة على قواتهم في الشيشان وهذه الاتفاقية كانت من مستلزمات سياسة منتصف العصا لشيفاردنازده حيث كان عَقْدُ الاتفاقية في عهده متوازناً مع قواعد روسيا. وكانت أمريكا تعلم أن نازده وافق على الاتفاقية لهذا الغرض، وأن تأرجحه بين أمريكا وروسيا قد يؤثر على عدم استقرار هذه الاتفاقية التي تعتبرها أمريكا حيوية لها.

لهذه الأمور فإن أمريكا ترى أن لجورجيا أهميةً لمصالحها تستأهل النـزاع عليها.

س 4: نقلت وكالات الأنباء أنه في 8/1 حدث اجتماع مشترك بين (العسكريين والمدنيين) الأتراك أعلنوا خلاله عزمهم على إيجاد حل سريع للقضية القبرصية، وأنهم يدعمون مهمة "النيات الحسنة للأمين العام للأمم المتحدة"، وأنهم بحثوا في الاجتماع (خصوصاً خطة إعادة توحيد جزيرة قبرص التي عرضها عنان). وقد ضم الاجتماع رئيس الجمهورية سيزار، ورئيس الوزراء أردوغان، وقادة كبار من مجلس الأمن القومي وبعض قادة الفرق.

والسؤال: إن موافقة حكومة حزب العدالة والتنمية على خطة أمريكا أمر مفهوم، فحكومة حزب العدالة موالية لأمريكا، أما أن يوافق (العسكر) فهذا مثار تساؤل وبخاصة وأنهم هم الذين كانوا وراء انفصال الجزيرة ودعم دنكتاش، فهل يعني ذلك أن أمريكا كما نجحت في إيصال عميلها أردوغان إلى السلطة نجحت كذلك في اختراق الجيش والهيمنة عليه؟ وإن لَم يكن هذا صحيحاً فكيف يوافق العسكر على هدم ما صنعوه في قبرص بأيديهم؟

جـ 4: أولاً: إن المعروف هو أن مؤسسة الجيش في تركيا هي على خطا مصطفى كمال (أتاتورك)، وهي مع الإنجليز إلى العظم، ويعتبرون أنفسهم حماة العلمانية والأتاتوركية. وقد حاولت أمريكا اختراقهم أكثر من مرة ولَم تنجح. وقد كان أهم محاولاتها في عهد أوزال عندما أصبح رئيس جمهورية في 1983م، فقد كان أوزال من رجال أمريكا وكان سياسياً بارعاً، فقد رأى أن مؤسسة الجيش صعب اختراقها فلم يضع وقته في ذلك بل عمد إلى إيجاد قوة موازية، فاتجه نحو قوى الأمن وبدأ بتدريب فرق خاصة فيها وزودها بأسلحة متقدمة وبعضها متطور ثقيل، هذا من ناحية/ ومن ناحية أخرى حمل لواء الإسلام المعتدل (حسب المواصفات الأمريكية) وقد كان الرجل يتبع الطريقة النقشبندية، وتظهر عليه المشاعر الإسلامية، فكونّ شعبيةً نتيجة ذلك وبرز حزبه حزب الوطن الأم في الوسط السياسي وكسب رأياً عاماً لأنه بدا للناس وبخاصة أهل القرى واقفاً في صف الإسلام الذي يدينون به في مواجهة العلمانية التي يحملها رجال الجيش، وصار يعمل بحنكة بمساعدة أمريكا، وكادوا أن ينجحوا في إضعاف سلطة الجيش لكنه مات قبل نهاية مدة رئاسته، ووضع ستار على كيفية موته، وتسربت أخبار أنه قتل بفعل القوى "الخفية" صنائع الجيش.

ثانياً: بعد ذلك أصبح الحكم غير مستقر لطرف، فرجال الإنجليز يعملون في الوسط السياسي وكذلك الأمريكان. وقد بدأ الجيش في ترتيب وضع حزب الوطن الأم (حزب أوزال)، فأوصلوا مسعود يلماز إلى رئاسته، وأصبح الحزب موالياً للإنجليز لأن مسعود يلمز من رجالهم. وقام بإخراج جماعة أوزال من الحزب. وفي المقابل انضمت العناصر التي تم طردها من حزب الوطن الأم لولائهم لأوزال وأمريكا، انضموا إلى حزب الرفاه لميولهم الإسلامية، وأصبح لهم تأثير قوى في حزب أربكان، ورجحت كفة أمريكا فيه رغم أن أربكان من رجال الإنجليز، وهذا ما جعل حكومة الائتلاف في التسعينات من حزب الطريق القويم (تشيلر) الموالي لأمريكا، وحزب الرفاه (أربكان) الذي تأثر بدخول عناصر أوزال إليه، تبدو وكأنها تسيَّر من أمريكا، وخشي الجيش على عودة أمريكا إلى الإمساك بالسلطة كما كانت في عهد أوزال، لذلك تدخل الجيش وأنهى حكومة الائتلاف واستولى على السلطة. وكان ذلك في 28 شباط 1997م، ودخلت هذه الحادثة التاريخ باسم حركة 28 شباط، وكان من أوائل أعمالها أن عمدت إلى حزب الرفاه فحلَّته وأعيد تشكيله باسم حزب الفضيلة بعد أن أخرجت منه كل جماعة أمريكا سواء الذين انضموا إليه من حزب أوزال أو الذين كانوا أصلاً فيه ولكنهم ساروا مع أمريكا مثل عبد الله غل وأردوغان. بعد انهيار حكومة الائتلاف أوكل الجيش إلى بولنت أجاويد تشكيل الحكومة، وهو أحد أساطين السياسة الإنجليزية في تركيا، وزوجته من يهود الدونمة فشكل حكومة ائتلاف مع حزب مسعود يلمز زعيم حزب الوطن الأم الذي أصبح سائراً مع الإنجليز. وهكذا عاد العسكر أي جماعة الإنجليز للإمساك بالحكم بعد حادثة 28 شباط.

ثالثاً: لقد تبين لأمريكا أن التصدي المباشر للجيش أمر صعب، فرأت أسلوباً آخر بأن تعمل على إقصاء الجيش عن طريق (الديمقراطية) بأن توصل أحد رجالها للحكم بأغلبية برلمانية بحيث يستطيع تشريع القوانين التي تحد من سلطة الجيش. وهكذا كان فقد وقع اختيارها على أردوغان وغل والذين أخرجوا من الفضيلة بعد حادثة 28 شباط وبدأوا العمل مع أوساطهم وشكلوا حزب العدالة والتنمية برئاسة أردوغان، وهو يتمتع بصفات مشابهة لأوزال، فأردوغان صوفي الطريقة، وتظهر عليه المشاعر الإسلامية، ومن رجال أمريكا المخلصين فقد سار معهم منذ رئاسته لبلدية استانبول. وعلى الرغم من ملاحقته قضائياً من الجيش، ومضايقته سياسياً إلا أنه بقي ينشط في ولائه لأمريكا والعمل في هذا الاتجاه.

بعد ذلك بدأت تهيئة المسرح لوصول أردوغان، فقد قامت أمريكا بسحب بليون دولار من السوق التركي فاوجدت هزةً اقتصاديةً وبدأ تذمر الناس وبخاصة لأن القوة الشرائية لليرة انخفضت انخفاضاً شديداً، وفي أثناء ذلك تمكنت من النفاذ إلى حزب صغير كان مؤتلفاً مع حزب يلمز وحزب أجاويد وهو حزب الحركة القومي برئاسة دولت بهشالي، وأوعزت إليه بطلب إجراء انتخابات مبكرة، وأن يهدد بالاستقالة إن لَم تتم الانتخابات، وهكذا جرت انتخابات مبكرة في 3/11/2002م، وفاز فيها حزب العدالة والتنمية فوزاً ساحقاً ضمن له الأغلبية البرلمانية فشكَّل الحكومة وحده، وقد كان حزب المعارضة تجاهه في البرلمان قسم انشق عن أجاويد باسم (حزب الشعب الجمهوري - دينـز بايكال) وهو كذلك من مؤيدي أمريكا، وبقي القسم الآخر من الحزب برئاسة أجاويد تحت اسم الحزب الديمقراطي اليساري الموالي لبريطانيا.

رابعاً: بدأ أردوغان بتنفيذ الخطة المرسومة وكان من باكورة أعماله أن عرض على البرلمان قانون بتقليص صلاحية تدخل مجلس الأمن القومي في الحكم، وكذلك جعل المجلس مختلطاً من أعضاء عسكريين ومدنيين. وقد تضايق الجيش من ذلك حتى إن بعض الأخبار تسربت أن تفجيرات استانبول أواخر العام الماضي كان وراءها (العسكر) لإيجاد خلخلة أمنية يستغلونها للتدخل مثل حركة شباط السابقة، لكنهم لَم ينجحوا في ذلك. وهكذا أصبح الجيش لا مجال أمامه إلا أن يحذو حذو السياسة الإنجليزية مع أمريكا فيظهر اتفاقه مع حكومة أردوغان في سياستها، ولكنه يخفي التشويش عليها كلما أمكنه ذلك.

من هذا المنطلق يمكن فهم موافقة العسكر على خطة عنان لتوحيد الجزيرة على غير رضىً من العسكر، لكن لا مجال أمامهم غير ذلك بعد أن أصبحت القرارات السياسية بعيدةً نسبياً عن اختصاص الجيش بها وأن الحكومة المنتخبة من الشعب(على أساس النهج الديمقراطي) هي التي تتولى القرارات السياسية. وهكذا كان في قبرص، فقد عملت حكومة العدالة على إنجاح خصم دنكتاش الموالي لأمريكا زعيم الحزب الجمهوري اليساري (محمد علي طلعت) وتم تكليفه بتشكيل الحكومة.

ولكن هذا لا يعني إقصاء سيطرة الجيش عن الحكم بشكل كامل بل إن الجيش وقد تربع على سدة السلطة عشرات السنين لن يترك هذا الأمر يمر بسهولة. وقد يوجد أزمة صراع عنيف مع الحكومة كمحاولة لعودته إلى الصدارة من جديد، وبخاصة وأن غالبية قادة الجيش ورؤساء الفرق لا زالوا على ولائهم للنهج الذي رسمه (أتاتورك) بالولاء للإنجليز والمحافظة على العلمانية، وعلى سدَّة الحكم.

The sources added that these discussions continued this week after reaching a ceasefire agreement... Trump administration officials confirmed the presentation of several proposals, which are initial and advanced proposals with one fixed, non-negotiable clause: "Completely stop Iranian uranium enrichment"). Trump had announced the entry into force of the ceasefire he proposed between Iran and the Jewish entity (Netanyahu said he agreed to Trump's proposal... Reuters also quoted a senior Iranian official as saying that Tehran had agreed to the ceasefire through Qatari mediation and an American proposal. Al Jazeera, 6/24/2025). All of that happened after Trump's forces struck Iranian nuclear facilities on 6/22/2025, and after the Jewish entity launched a broad surprise aggression against Iran since 6/13/2025... So, the question here is why did the Jewish entity carry out this surprise aggression, which it only does by order of America? Then, isn't Iran moving in America's orbit, so how did America participate in striking Iranian nuclear facilities? Thank you.

The Answer:

To clarify the answer, we will review the following:

1- Yes, the Iranian nuclear program is considered a dire threat to the Jewish entity, so it wants to get rid of it by all means, and for that, it cheered for President Trump's withdrawal in 2018 from the 2015 agreement, and the Jewish entity's position was clear that it only accepts the Libyan model and Iran's dismantling of its nuclear program, meaning Iran abandoning its nuclear program completely... And it intensified its spies inside Iran for that... The Jewish entity's attack on its first day revealed an army of agents inside Iran monitoring and cooperating with the Jewish entity's intelligence agency "Mossad" for a few dirhams, so they import drone parts and assemble them in small workshops inside Iran and launch them at targets that include the homes of the Iranian regime's leaders in a scenario similar to what happened to Iran's party in Lebanon when the Jewish entity liquidated its leaders!

2- America's position was the main supporter of the Jewish entity, but rather it is the one moving them against the Iranian nuclear project, but Trump put on the table to achieve that: the negotiation solution and the military solution... Thus, America and Iran headed in April 2025 towards Muscat-Oman for negotiations, and the Trump administration was praising it for the depth of the concessions being made in the nuclear negotiations as if a new nuclear agreement was imminent... Trump had set a deadline of two months to complete this agreement, and Jewish entity officials were meeting with the American envoy to the region and the first negotiator for Iran, Witkov, almost once before each meeting with the Iranian delegation to inform him of what was happening in the negotiations...

3- The Trump administration adopted the hardline opinion of some of its figures, that opinion that is in line with the Jewish entity. This coincided with the emergence of hardline opinions in Europe as well, as European countries were annoyed that America was negotiating with Iran alone, meaning that America would get the lion's share of any agreement with Iran, especially since Iran was making the Trump administration's mouth water by talking about hundreds of billions of dollars that American companies could invest and benefit from inside Iran, such as oil and gas contracts, aviation companies, and much more. Those hardline opinions culminated in the emergence of a hardline report from the International Atomic Energy Agency: (For the first time in nearly 20 years, the Board of Governors of the International Atomic Energy Agency announced on Thursday, June 12, 2025, that Iran violated its obligations in the field of preventing the spread of nuclear weapons... Deutsche Welle German, 6/12/2025), and the Iranian Supreme Leader had previously refused to stop enrichment: (Khamenei said: "Since negotiations are on the table, I want to send a warning to the other party. The American side, which is participating in these indirect negotiations and holding discussions, should not talk nonsense. Their saying 'We will not allow Iran to enrich uranium' is a serious mistake; Iran does not wait for the permission of this person or that"... Witkov, Trump's envoy to the Middle East, said on Sunday that Washington will not accept any level of uranium enrichment in a potential agreement with Tehran. Witkov added in an interview with ABC News: "We cannot allow even one percent of the enrichment capacity. Everything starts from our point of view with an agreement that does not include enrichment." 4- With Iran's refusal to stop enrichment and America's insistence on stopping it, the American-Iranian negotiations have reached a dead end, even if the end of the negotiations has not been announced, but with the issuance of the International Atomic Energy Agency report on 6/12/2025, the Jewish entity quickly implemented a plan devised at night with America and launched a surprise attack on 6/13/2025, during which it struck the Iranian nuclear facility in the Natanz site, which is the largest Iranian uranium enrichment plant and includes 14,000 centrifuges, and carried out a series of assassinations of leaders of the army and the Iranian Revolutionary Guard, as well as nuclear scientists, and attacked missile launch platforms, and regardless of the Jewish entity's justification for the reasons for its attack that Iran has resumed research and development of nuclear weapons, according to Netanyahu's statements (RT, 6/14/2025), all of this is refuted by the many Iranian statements that Iran does not plan to produce any nuclear weapon, and that it accepts any level of international control to ensure the peacefulness of its nuclear program. It can be added to all of that America's supplying the Jewish entity with specific weapons before the attack and used in the attack: (Media reports revealed that the United States secretly shipped about 300 AGM-114 Hellfire missiles to Israel last Tuesday, according to American officials. According to the Jerusalem Post, officials confirmed that Washington was aware in advance of Israel's plans to strike Iranian nuclear and military targets at dawn on Friday. They also reported that US air defense systems later helped intercept more than 150 Iranian ballistic missiles launched in response to the attack. A senior US defense official was quoted as saying that Hellfire missiles "were useful to Israel," noting that the Israeli Air Force used more than 100 aircraft to strike senior Revolutionary Guard officers, nuclear scientists, and control centers around Isfahan and Tehran... 6- Thus, the Trump administration misled Iran, which is negotiating with it, to make the attack by the Jewish entity effective and influential with shock and awe, and the American statements indicate this, meaning that America wanted the attack by the Jewish entity to be a motivation for Iran to make concessions in the nuclear negotiations, and this means that the attack was a tool of American negotiation, and this is coupled with the American public defense of the Jewish entity's attack and that it is self-defense and supplying the entity with weapons and operating American aircraft and American air defenses to repel the Iranian response, all of that amounts to a quasi-direct American attack, and among those American statements is Trump's saying, during his statements to reporters on Sunday, while heading to the G7 summit in Canada, that ("some battles are inevitable before reaching an agreement"... In an interview with ABC, Trump indicated the possibility of US intervention to support Israel in eliminating the Iranian nuclear program... Arab 48, 6/16/2025).

7- America uses war as a tool to subjugate Iran, as in Trump's previous statement that (some battles are inevitable before reaching an agreement), and what confirms that is Trump's description of this attack as "The Israeli attack on Iran is excellent," and he said, "It gave the Iranians a chance and they did not exploit it and they received a very harsh blow, confirming that there is more in the future"... ABC American 6/13/2025). Trump said ("The Iranians" want to negotiate, but they should have done that before, I had 60 days, and they had 60 days, and on the 61st day I said we have no agreement"... CNN American, 6/16/2025). These statements are clear that America is the one that allowed the Jewish entity to launch this aggression, but rather instructed it to do so... Trump wrote on the "Truth Social" platform: ("Iran should have signed the "agreement on its nuclear program" that I asked them to sign..." And he added: "In short, Iran cannot have nuclear weapons. I have said that over and over again." RT, 6/16/2025). An official from the Jewish entity explained regarding America's participation in the bombing of the Fordow site, which is fortified underground in Iran (that the United States may join the war operation against Iran, pointing out that Trump indicated during a conversation with Israeli Prime Minister Benjamin Netanyahu that he would do so if necessary. 8- This is what actually happened, as Trump announced at dawn on Sunday, 6/22/2025 (the targeting of 3 Iranian nuclear facilities, confirming the success of the American strike, and Trump pointed to targeting the Fordow, Natanz and Isfahan nuclear sites, calling on Iran to make peace and end the war, for his part, US Defense Secretary Burt Hegesit confirmed that the American strike eliminated Iran's nuclear ambitions... BBC, 6/22/2025) and then (CNN revealed on Monday evening that Iran attacked the American Al Udeid base in Qatar with short- and medium-range ballistic missiles, pointing out that the American military aircraft stationed at the air base were transferred at the end of last week... Reuters also said: "Iran informed the United States hours before launching attacks on Qatar and also informed Doha." Sky News Arabia, 6/23/2025) Trump said on Monday ("I would like to thank Iran for informing us in advance, which allowed no casualties." Sky News, 6/24/2025).

9- Then, after these attacks by America and the Jewish entity and the Iranian responses, where the material losses were great in addition to the human losses: (A spokesman for the Iranian Ministry of Health said that the Israeli strikes have resulted in the martyrdom of 610 people and the injury of 4746 others since the beginning of the conflict... According to the Israeli Ministry of Health... The death toll since June 13 has risen to 28 people... BBC News, 6/25/2025), after these attacks, Trump, as he started it by pushing the Jewish entity to attack Iran and he participated in it, is now returning to announce a ceasefire, so the Jews and Iran agree, as if Trump is the one who is managing the war between the two parties and he is also the one who is stopping it! (Trump announced the entry into force of the ceasefire he proposed between Iran and the Jewish entity)... (Netanyahu said he agreed to Trump's proposal... Reuters also quoted a senior Iranian official as saying that Tehran had agreed to the ceasefire through Qatari mediation and an American proposal. Al Jazeera, 6/24/2025). This means that this war that Trump ignited and stopped was to achieve his goals of removing the effectiveness of nuclear and missile weapons from Iran (In a statement to reporters before leaving to attend the NATO summit in The Hague, Trump said ("Iran's nuclear capabilities are over and it will never rebuild its nuclear program," and continued, "Israel will not attack Iran... and the ceasefire is in effect." Al Jazeera, 6/24/2025).

10- As for Iran's orbiting of America, yes, Iran is a state that orbits America, so it seeks to achieve its interests by achieving America's interests. And with that, it helped America in its occupation of Afghanistan and Iraq and concentrating its occupation in it... Likewise, it intervened in Syria to protect America's agent, Bashar al-Assad, and the like in Yemen and Lebanon. And with that, it wants to achieve its interests in these countries and be a major regional power in the region, even if it means orbiting America! But it escaped them that if America sees that its interest in the satellite state has ended and wants to reduce its role and strength, then it puts diplomatic pressure on it, and if necessary militarily, as is happening with Iran in the recent attacks, in order to adjust the rhythm for the state that is orbiting... Accordingly, through this attack that was by its order and carried out by the Jewish entity and with its support, it is liquidating the military leadership, especially the nuclear section and the advisors who have tried in the recent period to have an opinion in dealing with the Jewish entity against America's wishes, and it does not care about these countries because it realizes that these countries will ultimately accept the solution that America makes!

11- This is what has begun to appear in a declared manner in the American plan after the ceasefire in order to end Iran's nuclear military weapons: (4 informed sources said that President Donald Trump's administration discussed the possibility of helping Iran reach up to $30 billion to build a nuclear program to produce energy for civilian purposes, and easing sanctions and releasing billions of dollars of restricted Iranian funds, all of that is part of an intensive effort to bring Tehran back to the negotiating table, according to CNN... The sources reported that key actors from the United States and the Middle East held talks with the Iranians behind the scenes even in the midst of the wave of military strikes on Iran and Israel over the past two weeks. The sources added that these discussions continued this week after reaching a ceasefire agreement... Trump administration officials confirmed the presentation of several proposals, which are initial and advanced proposals with one fixed, non-negotiable clause: "Completely stop Iranian uranium enrichment"... 12- Finally, the tragedy of this nation is in its rulers, as Iran is threatened with an attack on it, so it does not initiate an attack in defense of itself, and the attack is the best means of defense against the Jews, but rather remained silent until its facilities were struck and its scientists were killed, then began to respond, and so on for America's attack... Then Trump announces a ceasefire, so the Jews and Iran agree... And after that, America is managing discussions and putting forward proposals, and says about "completely stopping Iranian uranium enrichment" that it is fixed and non-negotiable! And we warn that this war will lead to any peace with the Jewish entity, or the disarmament of Iran... As for the other rulers in the Muslim countries, especially those around the Jewish entity, the enemy's planes cross over their heads and bomb the Muslim countries and return reassured without firing a shot at them!! They are willingly at America's disposal... They interpret inaction and sanctify borders, and have forgotten or pretended to forget that the Muslim countries are one, whether they are at the farthest end of the earth or the nearest! And that the Muslims' peace is one, and their war is one, it is not correct for their sects to divide them as long as they are Muslims... These rulers, what they are in is destroyed, as they think that they are safe with this submission to America, and they do not realize that America will single them out and take away their weapons that could pose a threat to the Jewish entity, as it did in Syria when it allowed the Jewish entity to destroy its military facilities, and thus it does in Iran like that, and then bequeaths these rulers small upon small in this world and the hereafter ﴿THOSE WHO COMMIT CRIMES WILL BE OVERTAKEN BY HUMILIATION WITH ALLAH AND A SEVERE TORMENT BECAUSE OF WHAT THEY USED TO PLOT﴾ So, do they understand? Or are they ﴿DEAF, DUMB, AND BLIND, SO THEY DO NOT UNDERSTAND﴾, do they?

O Muslims: You see and hear what your rulers have done to you of humiliation, degradation, and subordination to the disbelieving colonizers, even the Jews who have been struck with humiliation and misery are occupying the blessed land!.. And you undoubtedly know that there is no glory for you except with Islam and the state of Islam, the Rightly-Guided Caliphate, in which a rightly-guided caliph leads you, fights from behind him, and is feared by him, and that is definitely going to happen by Allah's permission at the hands of the sincere believers and His saying ﷺ is fulfilled: «YOU WILL FIGHT THE JEWS AND YOU WILL KILL THEM...» And then the earth shines with the victory of Allah, the Mighty, the العزيز الحكيم...

In conclusion, Hizb ut-Tahrir, the leader who does not lie to his people, calls on you to support it and work with it to restore the Rightly-Guided Caliphate anew, so Islam and its people will be glorified and disbelief and its people will be humiliated, and that is the great victory; ﴿AND THAT DAY THE BELIEVERS WILL REJOICE * IN THE VICTORY OF ALLAH. HE GIVES VICTORY TO WHOM HE WILLS, AND HE IS THE EXALTED IN MIGHT, THE MERCIFUL﴾.
