الاجتياح الروسي لأوكرانيا أبعاده وتداعياته

السؤال: تشير كل المؤشرات إلى أن أزمة أوكرانيا الحالية هي في حقيقتها أزمة لروسيا مع الغرب وليس مجرد خلاف بين روسيا وأوكرانيا، والبعض يشبهها باحتلال ألمانيا النازية لتشيكوسلوفاكيا قطعة قطعة سنة 1939، ثم بولندا حتى نشبت الحرب العالمية الثانية... فهل يمكن أن يكون هجوم روسيا في 2022/2/24 على أوكرانيا واستمراره حتى اليوم مؤدياً إلى حرب عالمية؟ وهل ردود الفعل من أمريكا وأوروبا بفرض عقوبات دون التدخل العسكري يناسب هذا الهجوم؟ أو هو استدراج لروسيا لتغرق في مستنقع أوكرانيا؟ وإن كان فما الغرض من ذلك؟ ولكم الشكر.

الجواب: حتى تتضح الصورة حول هذه التساؤلات نستعرض الأمور التالية:

أولاً: برهنت الأيام الماضية بما لا يدع مجالاً للشك أن الرئيس الروسي يعاني من جنون العظمة، ويرى أن بإمكان روسيا في الظروف الدولية الراهنة إعادة مكانتها الدولية دولةً عظمى بجانب أمريكا، فهو ينتقد بمرارة الطريقة غير اللائقة التي يتعامل بها الغرب مع روسيا، وينتقد تهميشها في المسائل الدولية، وينتقد تقدم حلف الناتو شرقاً، ويطالب بإزالة القواعد العسكرية الأمريكية من الدول التي انتسبت للناتو بعد عام 1997، أي من بولندا ورومانيا وغيرها من دول أوروبا الشرقية، ومما أشار بوضوح إلى جنون العظمة هذا:

1- استقبل بوتين زعماء فرنسا وألمانيا وإيران بطريقة غير لائقة دبلوماسياً، وكذلك رئيس تركيا قبل ذلك بقليل، فاضطر بعضهم لانتظاره فترة في قاعات مليئة برموز الانتصارات الروسية، وطلب الأمن الروسي من رئيس فرنسا ماكرون لدى وصوله المطار إجراء فحص كورونا، وجلس متباعداً عنهم مسافة ستة أمتار فيما لم يفعل ذلك مع رؤساء كازاخستان وبيلاروسيا اللذين زاراه في الفترة نفسها، وأشار إلى المستشار الألماني أن يسير خلفه وهم يخرجون من قاعة المؤتمر الصحفي!

2- نظرة بوتين المعلنة بشكل صريح لا لبس فيه لأوكرانيا بأنها ليست دولة، وأن روسيا أعطتها من أراضيها لتشكيل دولة، ودعمتها بـ150 مليار دولار عبر عقود، ووصف حكامها بالذين يحتلون الحكم في كييف، فكل هذا يشير إلى أنه لا يرى في المنطقة الأوراسية (التقاء أوروبا وآسيا) سوى روسيا. وهذه النظرة للمنطقة الأوراسية ومركز روسيا فيها هي التي دفعته للزج بقوات من دول معاهدة الأمن الجماعي في كازاخستان في الانتفاضة التي حصلت فيها بداية 2022 للسيطرة عليها...

3- ولم يبال بوتين بإهانة الدول الأوروبية كلها حين طلب الضمانات الأمنية لروسيا في أوروبا من أمريكا رغم الانتقاد الواسع بادئ الأمر من فرنسا وبعض الدول الأخرى التي نادت بأن يكون أمن أوروبا بيد الأوروبيين أولاً، وقد قام بوتين بذلك لأنه يرى نفسه نداً لأمريكا، لا للدول الأوروبية، وحين عرض ماكرون الوساطة أثناء زيارته لروسيا رد بوتين بأن فرنسا لا تقود الناتو...

ثانياً: أعلن الكريملن في بيان أن الرئيس الروسي بوتين أبلغ نظيره الفرنسي ماكرون يوم 2022/2/28 في اتصال هاتفي جرى بينهما شروط روسيا لوقف الحرب وهي: "الاعتراف بسيادة روسيا على القرم، ونزع سلاح الدولة الأوكرانية، وتخليها عن نازيتها، وضمان وضعها الحيادي" (فرانس برس 2022/2/28)، ولقد ذكرنا في جواب سؤال بتاريخ 2021/12/22 التالي: "وهكذا فإن الأزمة الحالية تكشف بأن روسيا تهدف أولاً إلى عدم التشكيك في بقاء القرم جزءا منها بل تريد ذلك أمراً واقعاً باعتراف دولي أمريكي أوروبي، والهدف الثاني أن يصبح شرق أوكرانيا خارج سلطة أوكرانيا وبحكم الجزء من روسيا، والهدف الثالث الأكثر تأثيراً هو منع انضمام أوكرانيا إلى الناتو وأنها تحتاج ضمانات لذلك". وقد أكد وزير الدفاع الروسي سيرغي شويغو على ذلك قائلا: "إن قوات بلاده المسلحة ستواصل العملية العسكرية الخاصة في أوكرانيا حتى تحقق أهدافها. يجب على الدول الغربية التوقف عن بناء منشآت عسكرية في دول الاتحاد السوفياتي السابق غير الأعضاء في الناتو. إن العالم الغربي يستخدم الشعب الأوكراني في القتال ضد روسيا. الشيء المهم هو حماية روسيا من التهديد العسكري الذي تشكله الدول الغربية" (الأناضول 2022/3/1). ومن هنا فإن هذه الأزمة هي من أكبر الأزمات العالمية التي نشأت حديثا، وستشكل صراعا مريرا بين روسيا والغرب، ولهذا فمن المستبعد أن تتوقف روسيا حتى تحقق أهدافها وإلا فخسارتها فظيعة... ومن المستبعد أن يقبل الغرب بهذه الشروط... ولهذا فإن الظروف الحالية فاقمت من شدة هذه الأزمة حتى كان التهديد بالسلاح النووي. فقد أعلن المتحدث باسم الرئاسة الروسية بيسكوف أن "الرئيس فلاديمير بوتين أمر بوضع قوات الردع الاستراتيجي الروسية في حالة تأهب قتالي واضح وصريح" (تاس 2022/2/28) وهي تشمل السلاح النووي الدفاعي وليس الهجومي. وتنقسم قوات الردع الاستراتيجية إلى القوات الهجومية الاستراتيجية والقوات الدفاعية الاستراتيجية. وأعلنت وزارة الدفاع الروسية أنها "وضعت قوات الصواريخ الاستراتيجية وأسطولي الشمال والمحيط الهادئ والطيران الاستراتيجي في حالة تأهب" (نوفستي الروسية 2022/2/28) وأكدت روسيا على لسان وزير خارجيتها سيرغي لافروف مطالبها بقولها: "إن تحقق الضمانات الأمنية الملزمة قانونيا من جانب دول الناتو له أهمية أساسية بالنسبة لروسيا" (تاس 2022/3/1). ولهذا لا يوجد تراجع من جانب روسيا عن أهدافها في هذه الحال، إلا إذا أبدى الأوكرانيون مقاومة شديدة، واستمروا في مقاومتهم كما فعل المجاهدون الأفغان ضد الاتحاد السوفياتي في الثمانينات من القرن الماضي...

ثالثاً: الموقف الأمريكي: إنه من الواضح أن أمريكا بذلت الوسع لاستدراج روسيا إلى المستنقع الأوكراني بالخديعة والاستفزاز:

1- لم تستجب أمريكا لمطالب روسيا بالضمانات الأمنية فعملت على توريطها في أوكرانيا، فجعلت حكومة أوكرانيا تستفزها بشن هجمات في شرقها على منطقة دونباس، وزاد من هذا الاستفزاز تصريحات أمريكا، فمن ذلك قول بايدن خلال مؤتمر صحفي يوم 2022/1/19 "ظني أنه (بوتين) سيتحرك، لا بد أن يقوم بشيء. روسيا ستحاسب إذا قامت بالغزو، وهنا يعتمد على ما ستفعله، سيكون الأمر مختلفا إن كان توغلا بسيطا من جانب روسيا في أوكرانيا قد لا يكون ثمنه باهظا عكس الغزو الشامل" (سي إن إن 2022/1/20) فعقب ذلك قال مسؤول أوكراني لشبكة سي إن إن الأمريكية لم تسمه "إن بايدن يعطي الضوء الأخضر للرئيس الروسي بوتين لدخول أوكرانيا. إن كييف في حالة ذهول من تلك التصريحات"!

2- وعندما بدأت العملية العسكرية الروسية ضد أوكرانيا، أعلن الرئيس الأمريكي بايدن أن "أمريكا لن تتدخل إذا تدخلت روسيا في أوكرانيا، ولكن إذا تدخلت في دول الناتو ستتدخل"، وأعلن عن "إرسال نحو 7 آلاف جندي أمريكي إلى ألمانيا"، وقد سبق أن نشرت أمريكا نحو 5 آلاف جندي أمريكي في ألمانيا وبولندا ورومانيا. كما أعلن عن حزمة عقوبات على روسيا. وقال بايدن "قواتنا لم تذهب إلى أوروبا للقتال في أوكرانيا، بل للدفاع عن حلفائنا في حلف الناتو وطمأنة الحلفاء في الشرق" (الجزيرة 2022/2/24)، وأكد ذلك في خطاب الاتحاد قائلا: "إن قوات بلاده لن تنخرط في أي قتال ضد روسيا ولكنها ستحول دون تقدم القوات الروسية غربا نحو دول أوروبية أخرى. وستدافع عن كل شبر من أراضي أي دولة عضو في الناتو" (الجزيرة 2022/3/2) وأعلن عن إغلاق المجال الجوي للحلف أمام الطائرات الروسية كما فعلت الدول الأوروبية وكندا. فهذه التصريحات من الرئيس الأمريكي أغرت روسيا وجعلتها تتشجع على القيام بعمليتها العسكرية في أوكرانيا ومواصلتها. وتبع ذلك تصريحات للناتو بالتبعية، فقال الأمين العام للناتو ينس ستولتبرغ خلال مؤتمر صحفي مع الرئيس البولندي في العاصمة وارسو يوم 2022/3/1: "الناتو لن يكون طرفا في هذا النزاع. ولكنه سيقدم كل أنواع الدعم العسكري لأوكرانيا. ولن يرسل أي جندي إليها. إن الحلف دفاعي ولا يسعى إلى المواجهة مع روسيا. نحاول مساعدة أوكرانيا قدر الإمكان وحلفاء الناتو فرضوا كلفة باهظة على روسيا" (الأناضول 2022/3/1) وهو ينطق بالرأي الأمريكي بالضبط...

3- كانت أمريكا تتعامل مع روسيا باستفزاز، فكانت روسيا تنتظر اجتماع وزير خارجيتها لافروف بوزير الخارجية الأمريكي بلينكن في جنيف 2022/2/24 ولكن بلينكن ألغى الزيارة (أعلن وزير الخارجية الأمريكي أنتوني بلينكن أمس الثلاثاء أنّه ألغى اللقاء الذي كان مقرّراً بينه ونظيره الروسي سيرغي لافروف بعد اعتراف موسكو بالمنطقتين الانفصاليتين في شرق أوكرانيا وإرسالها قوات إليهما. وقال بلينكن خلال مؤتمر صحافي مشترك مع نظيره الأوكراني دميترو كوليبا في واشنطن "أما وقد رأينا أنّ الغزو بدأ، وأن روسيا رفضت بوضوح أي خيار دبلوماسي، فلا معنى بتاتاً لأن نلتقي في الوقت الراهن" البيان 2022/02/23م). وهذا قد أفشل الاجتماع قبل عقده، ومن ثم استفز روسيا. ثم أخذت التحذيرات الأمريكية تتواتر بشكل مستفز من غزو روسي لأوكرانيا فيما كانت تعلن روسيا بأنها لا تنوي غزو أوكرانيا، فكان كل ما يصدر عن واشنطن مستفزاً لروسيا وكأنه يدفعها لغزو أوكرانيا، وزادت أمريكا في دفع روسيا نحو الغزو بإعلانها مرات عديدة بأنها لن تحارب في أوكرانيا لأن الأخيرة ليست عضواً في الناتو. وفي الوقت نفسه تزيد أمريكا من شحنات أسلحة جديدة لأوكرانيا تنقلها الطائرات الأمريكية كل يوم، ومع شحنات صواريخ "ستينغر" الأمريكية ومضادات الدروع!

4- ثم زادت أمريكا من وتيرة إعلاناتها بقرب الغزو الروسي وأن ما تعلنه مبني على معلومات استخباراتية فزادت بذلك الشعور الدولي بالخطر، وأصبح الجميع يترقبون الغزو الروسي ساعة بساعة على وقع ما يصدر عن الرئيس الأمريكي بايدن، ووزير خارجيته ووزير الدفاع والمتحدثين باسمهم، بل ومن الصحافة الأمريكية. كما زادت أمريكا من مخاطر الحرب في أوكرانيا حين قررت سحب موظفيها في بعثة مراقبة خط التماس في منطقة دونباس المتنازع عليها بين أوكرانيا والانفصاليين، وهؤلاء الموظفون الأمريكيون هم جزء من بعثة حفظ الأمن الأوروبية، وقد شعرت روسيا بخطر شديد من سحبهم، فقالت زاخاروفا الناطقة باسم الخارجية الروسية: ("بعض الدول" قررت سحب مواطنيها الموظفين في بعثة الرقابة الخاصة للمنظمة في أوكرانيا، بدعوى "تفاقم الظروف الأمنية". وأضافت زاخاروفا أن هذه القرارات تثير بالغ قلق موسكو، محذرة من "جر البعثة بشكل عمدي إلى الهستيريا العسكرية التي تؤججها واشنطن واستغلالها كأداة لاستفزاز محتمل". صدى البلد، 2022/2/13). بمعنى أن روسيا ربما رأت أن أمريكا تريد تأجيج الصراع الحساس للغاية في دونباس، ذلك الصراع الواقع تحت التبريد منذ 2015.

5- وقد تزامنت هذه الزيادة في الاستفزازات الأمريكية لروسيا بإعلان أمريكا بأنها قد أمّنت تقريباً الغاز للقارة الأوروبية بديلاً عن الغاز الطبيعي من روسيا الذي يتوقع أن تقطعه روسيا أو أن تتأثر أنابيب توريده الأوكرانية بالحرب، بمعنى حرمان روسيا من السوق الأوروبية وإيجاد بدائل من الغاز الأمريكي والقطري ومن مستوردي آسيا خاصة اليابانيين أصحاب عقود الغاز الآجلة، ويأتي ذلك في ظل خفة ظل الشتاء واقتراب الربيع حيث تكون الحاجة للغاز الطبيعي أقل... ثم كانت هناك أحداث خطيرة للغاية تحصل في أقصى الشرق الروسي، فقد أعلن الجيش الروسي بأن غواصة نووية أمريكية دخلت المياه الإقليمية الروسية في جزر الكوريل، وأنها لم تستجب للتحذيرات الروسية وأن سفناً روسية استخدمت طرقاً أكثر خشونة لإجبارها على التراجع، وأن عملية دفعها لخارج المياه الإقليمية الروسية قد استغرقت 3 ساعات. وجزر الكوريل هذه هي جزر يابانية احتلتها روسيا إبان الحرب العالمية الثانية ولا تزال اليابان تطالب بها، وبسبب عدم استجابة روسيا لهذه المطالب اليابانية فإن طوكيو ومنذ سنة 1945 لم توقع أي اتفاقية لوقف إطلاق النار مع روسيا، بمعنى أن اليابان رسمياً لا تزال ومنذ 1945 في حالة حرب مع روسيا. وكان معنى ذلك أن روسيا قد زاد خوفها من أمريكا، فهل تدفع أمريكا باليابان لاحتلال جزر الكوريل؟

6- وهكذا تستمر الأمور في اتجاه الاستفزاز والتصعيد والمزيد منه خطوةً خطوة حتى تغرق روسيا في الأوحال الأوكرانية غرقاً كبيراً، وحتى ذلك الحين تستمر الاستفزازات الأمريكية ومعها الاستفزازات البريطانية وتنجر معهما الاستفزازات الأوروبية كوقف ألمانيا لـ"نورد ستريم" من ناحية، ويستمر إغراء أمريكا لروسيا بالحرب في أوكرانيا، فهي لا تهدد روسيا تهديداً فعالاً، بل تكتفي بإظهار النية بالعقوبات، ويسمي وزير خارجيتها بلينكن التحضيرات العسكرية الروسية بأنها تمهد لغزو "ناجح" لأوكرانيا! ومن ناحية ثانية تزيد مطالب أوكرانيا بالانضمام للناتو وتزيد مطالب أوكرانيا من الغرب بالمزيد من التسليح، الأمر الذي يزيد من تكديس المخاطر على روسيا وتسارع في تكديسها، ويستمر ذلك حتى يكون الباب الوحيد المفتوح لروسيا لعلاج مخاطرها الأمنية حول أوكرانيا الاجتياح والحرب والغرق في المستنقع. هذا ما تريده أمريكا التي تقوم بتفخيخ أوكرانيا لروسيا، وهذا المسار لا يبدو أن روسيا قادرة على وقفه اليوم بعد أن وقعت في حبال خطتها الغبية!

رابعاً: الموقف الأوروبي: قال الممثل الأعلى للاتحاد الأوروبي جوزيب بوريل 2022/2/22 بأن هذا يوم أسود لأوروبا، يوم اعترفت روسيا بجمهوريتي دونيتسك ولوغانسك، وقال رئيس وزراء بريطانيا جونسون قبل أيام بأننا دخلنا في منافسة استراتيجية جديدة مع روسيا قد تمتد لجيل كامل، كل ذلك يجعل الباب مفتوحاً أمام كل الاحتمالات ولا يستثنى منها التهديدات النووية.

ومع ذلك فقد حاولت أوروبا تهدئة الوضع والاتفاق مع روسيا وقد تواصل زعماؤها في فرنسا وألمانيا معها، فقام الرئيس الفرنسي ماكرون وزار موسكو، وقد تباحث هاتفيا مرات عدة مع بوتين، وآخرها بعد العملية العسكرية الروسية في أوكرانيا، فقد أعلن قصر الإليزيه أن ماكرون "كرر في المحادثة طلب المجتمع الدولي وقف الهجوم الروسي على أوكرانيا، وأعاد تأكيد دخول وقف فوري لإطلاق النار حيز التنفيذ، ووقف جميع الضربات والهجمات على المدنيين وأماكن سكنهم والحفاظ على جميع البنى التحتية المدنية وتأمين الطرق خصوصا طريق جنوب كييف" (فرانس برس 2022/2/28) وكذلك المستشار الألماني أولاف شولتز فقد قام بزيارة موسكو وتباحث مع بوتين وصرح من هناك قائلا: "مما لا شك فيه بالنسبة لنا نحن الألمان بل جميع الأوروبيين أن الأمن المستقر لا يمكن تحقيقه ضد روسيا وإنما معها فقط... وهذا ما اتفقنا عليه مع الرئيس الروسي على أن الفرص لتسوية الأزمة الراهنة في أوروبا ما زالت ماثلة" (روسيا اليوم 2022/2/15) ورغم ذلك فقد تورطت أوروبا بالفعل في أزمة أوكرانيا كما أرادت أمريكا ذلك. فقد اضطرت إلى الإعلان عن وقوفها بجانب أوكرانيا بشكل كامل، ودعمها لها بالمعدات العسكرية والأسلحة المتطورة، وفرض عقوبات على روسيا في مختلف المجالات تصل إلى شن حرب شاملة دون إرسال جنود. قال المستشار الألماني أولاف شولتز على حسابه في موقع تويتر يوم 2022/2/26: "إن العدوان الروسي على أوكرانيا يشكل نقطة تحول، إنه يهدد الحال الذي نشأ منذ ما بعد الحرب العالمية الثانية... في هذا الوضع من جانبنا علينا أن نساعد أوكرانيا بقدر ما نستطيع في الدفاع عن عبث بوتين الغازي". وقررت ألمانيا إرسال ألف قاذفة صواريخ و500 صاروخ أرض جو من طراز ستينغر. وقال شولتز أمام البرلمان الألماني "مع غزو أوكرانيا أصبحنا في حقبة جديدة. ألمانيا ستستثمر من الآن وصاعدا وعاما بعد عام أكثر من 2% من إجمالي ناتجها المحلي في قطاعنا الدفاعي. ستستثمر 100 مليار يورو في المعدات العسكرية هذا العام. الهدف هو التوصل إلى جيش قوي وحديث ومتطور قادر على حمايتنا بشكل يعتمد عليه" (فرانس برس 2022/2/27)، وقد أعلن عقب العملية العسكرية الروسية وقف العمل بخط الغاز "السيل الشمالي2" الذي يمتد من روسيا إلى ألمانيا عبر بحر البلطيق. وأعلن مسؤول العلاقات الخارجية والأمن في الاتحاد الأوروبي جوزيب بوريل يوم 2022/2/27 أن "الاتحاد قرر تقديم مساعدات عسكرية إلى أوكرانيا بينها أسلحة بقيمة 450 مليون يورو ومعدات وقاية بقيمة 50 مليون يورو. وأنها ستمول من صندوق إرساء السلام في أوروبا، ومن الصندوق الحكومي الدولي". (الأناضول 2022/2/28)، وفي اجتماع طارئ للاتحاد الأوروبي في بروكسل، قال رئيس المجلس الأوروبي شارل ميشيل "العقوبات سيكون لها تأثير علينا أيضا لكن هذا ثمن مستحق للدفاع عن حريتنا" وقال مسؤول الخارجية في الاتحاد الأوروبي جوزيب بوريل: "نرى أمامنا ولادة جيوسياسية جديدة لأوروبا. الكارثة التي تقف أوروبا إزاءها اليوم تجبرها أكثر من ذي قبل على الوحدة والتعاون" وقالت رئيسة المفوضية الأوروبية فون دير لاين "مصير أوروبا على المحك خلال الحرب في أوكرانيا" (الجزيرة 2022/3/1). ومن هنا نرى أن أوروبا قد تورطت في هذه الحرب التي قلبت حالة السلم التي عاشتها منذ انتهاء الحرب العالمية الثانية وجعلتها تحت التهديد الروسي، عدا خسائرها الاقتصادية الكبيرة بسبب فقدانها لموارد الطاقة من غاز ونفط. فالاتحاد الأوروبي يحصل على نحو 40% من الغاز و27% من النفط من روسيا، وترغب أمريكا في تحول أوروبا إليها للاعتماد على غازها بتكاليف باهظة وبجودة أقل. إذ كان خط السيل الشمالي2 سيوفر لها ثلث الطلب الخارجي وبتكلفة أقل بنحو 25%. وصرح بوتين في المؤتمر الصحفي مع المستشار الألماني شولتز في آخر اجتماع لهما ومظهراً تمنّنه على الألمان قائلا: "المستهلك الألماني سواء أكان مستهلكا صناعيا أو منزليا يستلم الغاز من روسيا أقل بخمس مرات (من السعر الحالي)، ليتفقد المواطن الألماني محفظته ويقول هل هو على استعداد لشراء الغاز بسعر أعلى 3-5 مرات، لذلك يجب أن يشكر المستشار الألماني الأسبق شرودر الذي دعم مشروع السيل الشمالي1 الذي تتلقى ألمانيا عبره حوالي 55 مليار متر مكعب من الغاز ويتم توفير هذا الغاز بعقود آجلة". (روسيا اليوم 2022/2/15) وذكر بوتين أن ألمانيا تستحوذ على 60% من السوق الروسية. وما يفعل بوتين ذلك إلا لإغراء أوروبا بأن تتعاون مع روسيا ولا تقف ضدها بجانب أمريكا وطمأنتها بأن روسيا لا تطمع فيها حتى تبقي روسيا نفسها آمنة من جهة أوروبا.

خامساً: الموقف الصيني: لقد تقاربت الصين مع روسيا كثيرا في هذه المسألة فقد ساندت الصين روسيا بإعلانها بأن على الدول الغربية أخذ مطالب روسيا الأمنية على محمل الجد، ولحشد الدعم الدولي للسياسة الروسية حول أوكرانيا قام الرئيس الروسي بوتين بزيارة بكين (الألعاب الشتوية) واجتمع مع الرئيس الصيني 2022/2/2، وأعلنت الصين في بيان مشترك وقعه رئيسها مع الرئيس الروسي بوتين بأنها تعارض انضمام أوكرانيا للناتو، وأعلنت الدولتان (روسيا والصين) بوحدة مواقفهما في مواجهة الهيمنة الأمريكية ونادتا بتعدد الأقطاب الدولية وقالتا بأن حقبة جديدة في العلاقات الدولية قد تم تدشينها، ووقعتا عقوداً كبيرةً لاستثمار الصين في غاز روسيا ونفطها وزيادة التبادل التجاري بينهما ورفعه لـ200 مليار دولار في العام. ومع ذلك فيظهر أن الصين تنتظر الحال التي ستصير عليها الأمور بالنسبة لروسيا في أوكرانيا وعما إذا كانت ستقوم بخطوة مماثلة لضم تايوان. وبدأت الأصوات تعلو في الصين بالقول "إنها أفضل فرصة لاستعادة تايوان الآن" وذلك على النسخة الصينية من تويتر. وقد رفضت الصين العقوبات على روسيا وذلك حتى لا تواجه معاملة مماثلة إذا تحركت للاستيلاء على تايوان بالقوة وامتنعت عن استعمال حق النقض لمشروع قرار يدين العدوان الروسي، وآثرت عدم التصويت حتى تتقي حملة غربية عليها، فظهرت أنها لا تؤيد روسيا عندما لم تستعمل حق النقض لمشروع قرار يدين روسيا. علما أنها، أي الصين، لم تنتقد روسيا في غزوها لأوكرانيا وتلقي اللوم على أمريكا ولكنها تقدر مبدأي الاستقرار ووحدة الأراضي. قال وزير خارجية الصين وانغ يي في محادثة مع نظيره الأوكراني: "فيما يتعلق بالأزمة الحالية يدعو الجانب الصيني أوكرانيا وروسيا إلى إيجاد سبيل لحلها عن طريق المفاوضات ويدعم جميع الجهود الدولية البناءة إلى تسوية سياسية" (تاس 2022/3/1) وكان وزير الخارجية الصيني قد أعلن معارضة بلاده للعقوبات فقال: "الصين ليس فقط لا تؤيد العقوبات كوسيلة لحل المشاكل بل وتعارض بشكل أكبر العقوبات الأحادية الجانب التي تتعارض مع القانون الدولي" (تاس 2022/2/27)

سادساً: الخلاصة:

1- لقد (نجحت) أمريكا بتوريط روسيا باجتياح كامل أو شبه كامل لأوكرانيا... وهذا سيجعل روسيا أمام توترات محلية واهتزازات سياسية واقتصادية وقد تكون عسكرية كذلك، وذلك لسنوات، سواء أكتفت باحتلال شرق أوكرانيا أم تجاوزته لمناطق أكبر في أوكرانيا، كلها أو بعضها... ولا يستبعد أن يؤثر في استمرار بوتين في الحكم...

2- وكذلك فإن وضع روسيا الدولي سيشمله هذا الاهتزاز إن لم يصل حد السقوط! فقد اتسعت الحملة الدولية بضغوط أمريكية ثم أوروبية في إبراز أن روسيا تهاجم دولاً ذات سيادة، وفي الوقت نفسه نسيت أمريكا وأوروبا أو تناست هجماتها على دول كثيرة ذات سيادة في آسيا وأفريقيا... فكل هذه الدول، روسيا وأمريكا وأوروبا، يصدرون من مشكاة واحدة، ولا يقيمون وزناً لحياة بشر!

3- أما أن تؤدي تلك الهجمات إلى حرب عالمية ثالثة كما كانت الحرب العالمية الثانية بعد هجوم ألمانيا النازية على تشيكوسلوفاكيا واحتلالها قطعة قطعة سنة 1939 كما جاء في السؤال، فالأمر مختلف إلى حد ما... وذلك أن حدوثها لا ينفك عن الحرب النووية لأن هذا السلاح موجود في هذه الدول، وقد يفكرون فيه ألف مرة قبل تنفيذه، ليس لأنه يدمر غيرهم فهذا ليس له وزن عندهم، بل لأنه قد يصيبهم، فلا قيم عندهم إلا ما ينفعهم حتى وإن أضرَّ غيرهم! وقد نشرت الجزيرة في مقابلة لها مع لافروف وزير خارجية روسيا في 2022/3/2 (وردا على سؤال عن خطر وقوع حرب عالمية ثالثة، قال لافروف إن قادة الدول الخمس الدائمة العضوية وقعوا على إعلان بأنه يجب ألا تشتعل الحرب العالمية، لأنها ستكون نووية ولا منتصر فيها، مشيرا إلى أن الرئيس الأمريكي جو بايدن هو من قال إن العقوبات على روسيا كانت البديل الوحيد للحرب العالمية الثالثة.) ولافروف هذا صاحب هذا القول لا تجد دولته مانعاً من قصف محطة نووية ما دام الضرر الناتج بعيداً عنها قريباً من غيرها! نشرت الجزيرة هذا اليوم: (الحدث الأبرز شهدته المحطة النووية في مدينة زابوروجيا، حيث تحدثت أوكرانيا عن قصف روسي، أدى إلى نشوب حريق تمت السيطرة عليه لاحقا؛ لكن ذلك أوقع ضحايا بين العاملين فيها، حسب الرواية الأوكرانية، بينما اتهمت وزارة الدفاع الروسية القوات الأوكرانية بالمسؤولية... الجزيرة 2022/3/4)

4- هذه هي الدول الكبرى في عالم اليوم، وحوش غاب، القوي يأكل الضعيف، وإذا استغاث فلا مغيث... إن التاريخ يعيد نفسه، وصراع الدول الكبرى اليوم يعيد صراع الفرس والروم بالأمس، وهذا الأمر لا يصلح إلا بما صلح أوله: حكم بما أنزل الله وجهاد في سبيل الله، فيُحمى الضعيف ويُنصف المظلوم، ومن ثم تعود الخلافة التي بشرنا بها رسول الله ﷺ: «ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ» ويكون فيها القوي ضعيفاً حتى يؤخذ الحق منه كما قال الخليفة الراشد أبو بكر الصديق فيما أخرجه كنز العمال في سنن الأقوال والأفعال: عن عبد الله بن عكيم قال: لما بويع أبو بكر صعد المنبر فنزل مرقاة من مقعد النبي ﷺ فحمد الله وأثنى عليه، ثم قال: (...وَأَنَّ أَقْوَاكُمْ عِنْدِي الضَّعِيفُ حَتَّى آخُذَ لَهُ بِحَقِّهِ، وَأَنَّ أَضْعَفَكُمْ عِنْدِي الْقَوِيُّ حَتَّى آخُذَ الْحَقَّ مِنْهُ...) وهكذا ينتشر الخير في دار الإسلام ﴿وَيَوْمَئِذٍ يَفْرَحُ الْمُؤْمِنُونَ * بِنَصْرِ اللَّهِ يَنْصُرُ مَنْ يَشَاءُ وَهُوَ الْعَزِيزُ الرَّحِيمُ﴾.

Trump had announced the entry into force of the ceasefire he proposed between Iran and the Jewish entity (Netanyahu said he agreed to Trump's proposal... Reuters also quoted a senior Iranian official as saying that Tehran had agreed to the ceasefire through Qatari mediation and an American proposal. Al Jazeera, 6/24/2025). All of that happened after Trump's forces struck Iranian nuclear facilities on 6/22/2025, and after the Jewish entity launched a broad surprise aggression against Iran since 6/13/2025... So, the question here is why did the Jewish entity carry out this surprise aggression, which it only does by order of America? Then, isn't Iran moving in America's orbit, so how did America participate in striking Iranian nuclear facilities? Thank you.

To clarify the answer, we will review the following:

1- Yes, the Iranian nuclear program is considered a dire threat to the Jewish entity, so it wants to get rid of it by all means, and for that, it cheered for President Trump's withdrawal in 2018 from the 2015 agreement, and the Jewish entity's position was clear that it only accepts the Libyan model and Iran's dismantling of its nuclear program, meaning Iran abandoning its nuclear program completely... And it intensified its spies inside Iran for that... The Jewish entity's attack on its first day revealed an army of agents inside Iran monitoring and cooperating with the Jewish entity's intelligence agency "Mossad" for a few dirhams, so they import drone parts and assemble them in small workshops inside Iran and launch them at targets that include the homes of the Iranian regime's leaders in a scenario similar to what happened to Iran's party in Lebanon when the Jewish entity liquidated its leaders!

2- America's position was the main supporter of the Jewish entity, but rather it is the one moving them against the Iranian nuclear project, but Trump put on the table to achieve that: the negotiation solution and the military solution... Thus, America and Iran headed in April 2025 towards Muscat-Oman for negotiations, and the Trump administration was praising it for the depth of the concessions being made in the nuclear negotiations as if a new nuclear agreement was imminent... 7- America uses war as a tool to subjugate Iran, as in Trump's previous statement that (some battles are inevitable before reaching an agreement), and what confirms that is Trump's description of this attack as "The Israeli attack on Iran is excellent," and he said, "It gave the Iranians a chance and they did not exploit it and they received a very harsh blow, confirming that there is more in the future"... ABC American 6/13/2025). Trump said ("The Iranians" want to negotiate, but they should have done that before, I had 60 days, and they had 60 days, and on the 61st day I said we have no agreement"... CNN American, 6/16/2025). These statements are clear that America is the one that allowed the Jewish entity to launch this aggression, but rather instructed it to do so... Trump wrote on the "Truth Social" platform: ("Iran should have signed the "agreement on its nuclear program" that I asked them to sign..." And he added: "In short, Iran cannot have nuclear weapons. BBC, 6/22/2025) and then (CNN revealed on Monday evening that Iran attacked the American Al Udeid base in Qatar with short- and medium-range ballistic missiles, pointing out that the American military aircraft stationed at the air base were transferred at the end of last week... Reuters also said: "Iran informed the United States hours before launching attacks on Qatar and also informed Doha." Sky News Arabia, 6/23/2025) Trump said on Monday ("I would like to thank Iran for informing us in advance, which allowed no casualties." Sky News, 6/24/2025).

9- Then, after these attacks by America and the Jewish entity and the Iranian responses, where the material losses were great in addition to the human losses: (A spokesman for the Iranian Ministry of Health said that the Israeli strikes have resulted in the martyrdom of 610 people and the injury of 4746 others since the beginning of the conflict... According to the Israeli Ministry of Health... The death toll since June 13 has risen to 28 people... BBC News, 6/25/2025), after these attacks, Trump, as he started it by pushing the Jewish entity to attack Iran and he participated in it, is now returning to announce a ceasefire, so the Jews and Iran agree, as if Trump is the one who is managing the war between the two parties and he is also the one who is stopping it! (Trump announced the entry into force of the ceasefire he proposed between Iran and the Jewish entity)... (Netanyahu said he agreed to Trump's proposal... Reuters also quoted a senior Iranian official as saying that Tehran had agreed to the ceasefire through Qatari mediation and an American proposal. Al Jazeera, 6/24/2025). This means that this war that Trump ignited and stopped was to achieve his goals of removing the effectiveness of nuclear and missile weapons from Iran (In a statement to reporters before leaving to attend the NATO summit in The Hague, Trump said ("Iran's nuclear capabilities are over and it will never rebuild its nuclear program," and continued, "Israel will not attack Iran... and the ceasefire is in effect." Al Jazeera, 6/24/2025).

10- As for Iran's orbiting of America, yes, Iran is a state that orbits America, so it seeks to achieve its interests by achieving America's interests. And with that, it helped America in its occupation of Afghanistan and Iraq and concentrating its occupation in it... Likewise, it intervened in Syria to protect America's agent, Bashar al-Assad, and the like in Yemen and Lebanon. And with that, it wants to achieve its interests in these countries and be a major regional power in the region, even if it means orbiting America! But it escaped them that if America sees that its interest in the satellite state has ended and wants to reduce its role and strength, then it puts diplomatic pressure on it, and if necessary militarily, as is happening with Iran in the recent attacks, in order to adjust the rhythm for the state that is orbiting... Accordingly, through this attack that was by its order and carried out by the Jewish entity and with its support, it is liquidating the military leadership, especially the nuclear section and the advisors who have tried in the recent period to have an opinion in dealing with the Jewish entity against America's wishes, and it does not care about these countries because it realizes that these countries will ultimately accept the solution that America makes!

12- Finally, the tragedy of this nation is in its rulers, as Iran is threatened with an attack on it, so it does not initiate an attack in defense of itself, and the attack is the best means of defense against the Jews, but rather remained silent until its facilities were struck and its scientists were killed, then began to respond, and so on for America's attack... Then Trump announces a ceasefire, so the Jews and Iran agree... And after that, America is managing discussions and putting forward proposals, and says about "completely stopping Iranian uranium enrichment" that it is fixed and non-negotiable! And we warn that this war will lead to any peace with the Jewish entity, or the disarmament of Iran... As for the other rulers in the Muslim countries, especially those around the Jewish entity, the enemy's planes cross over their heads and bomb the Muslim countries and return reassured without firing a shot at them!! They are willingly at America's disposal... They interpret inaction and sanctify borders, and have forgotten or pretended to forget that the Muslim countries are one, whether they are at the farthest end of the earth or the nearest! And that the Muslims' peace is one, and their war is one, it is not correct for their sects to divide them as long as they are Muslims... These rulers, what they are in is destroyed, as they think that they are safe with this submission to America, and they do not realize that America will single them out and take away their weapons that could pose a threat to the Jewish entity, as it did in Syria when it allowed the Jewish entity to destroy its military facilities, and thus it does in Iran like that, and then bequeaths these rulers small upon small in this world and the hereafter ﴿THOSE WHO COMMIT CRIMES WILL BE OVERTAKEN BY HUMILIATION WITH ALLAH AND A SEVERE TORMENT BECAUSE OF WHAT THEY USED TO PLOT﴾ So, do they understand? Or are they ﴿DEAF, DUMB, AND BLIND, SO THEY DO NOT UNDERSTAND﴾, do they?

O Muslims: You see and hear what your rulers have done to you of humiliation, degradation, and subordination to the disbelieving colonizers, even the Jews who have been struck with humiliation and misery are occupying the blessed land!.. And you undoubtedly know that there is no glory for you except with Islam and the state of Islam, the Rightly-Guided Caliphate, in which a rightly-guided caliph leads you, fights from behind him, and is feared by him, and that is definitely going to happen by Allah's permission at the hands of the sincere believers and His saying ﷺ is fulfilled: «YOU WILL FIGHT THE JEWS AND YOU WILL KILL THEM...» And then the earth shines with the victory of Allah, the Mighty, the العزيز الحكيم...

In conclusion, Hizb ut-Tahrir, the leader who does not lie to his people, calls on you to support it and work with it to restore the Rightly-Guided Caliphate anew, so Islam and its people will be glorified and disbelief and its people will be humiliated, and that is the great victory; ﴿AND THAT DAY THE BELIEVERS WILL REJOICE * IN THE VICTORY OF ALLAH. HE GIVES VICTORY TO WHOM HE WILLS, AND HE IS THE EXALTED IN MIGHT, THE MERCIFUL﴾.
