التطورات الأخيرة في اليمن وبخاصة توقيع اتفاق "السلام والشراكة الوطنية"

السؤال:

لقد التبست علي التطورات الأخيرة في اليمن وبخاصة توقيع اتفاق "السلام والشراكة الوطنية" وذلك في 2014/9/21، كأن هذه التطورات قد خلطت الأوراق... فكيف استطاع الحوثيون الوصول إلى صنعاء وأن يتصدروا القوة والنفوذ فيها دون مقاومة ذات فاعلية من السلطات؟ وهل يعني ذلك أن نفوذ الإنجليز قد انتهى في اليمن، وأصبحت أمريكا التي تدعم الحوثيين هي ذات النفوذ الفاعل في اليمن أو أنه تقاسم للنفوذ؟ أرجو توضيح هذه الأمور، وجزاك الله خيراً.

الجواب:

حتى يتضح الجواب نستعرض الأمور التالية:

1- لقد استقر نفوذ الإنجليز في اليمن في العقود الأخيرة وبخاصة منذ تولي علي صالح السلطة في 1978م حيث قام بقصقصة، بل بقطع، أجنحة النفوذ الأمريكي في اليمن، وطارد عملاءها وأتباعها، وكادت تصبح الطبقة السياسية الفاعلة في اليمن خالصة للإنجليز وعملائهم... وقد استمر هذا الأمر حتى أحداث الربيع العربي سنة 2011 في اليمن، حيث انتفض الناس على علي صالح لطغيانه وتفرده في الحكم، وكانوا في تحركهم قد تأثروا برياح التغيير في البلاد العربية الأخرى، غير أن عدم الوعي السياسي عند الجماهير المنتفضة قد مكَّن الأطراف الأخرى، وبخاصة أمريكا وأحلافها: إيران إقليمياً والحوثيون والحراك الجنوبي محلياً، من استغلال الأحداث الجارية حيث رأت أمريكا فيها فرصة مميزة، فلأول مرة تهتز بشدة سلطة صالح، وتضعف قبضته على الحكم، وتَتخلخل مؤسسات السلطة.

2- بدأت أمريكا بالتحرك الجاد لإقرار حل للأحداث يناسبها عن طريق سفارتها ومبعوثيها، بالإضافة إلى أتباعها المحليين، وقد أحست بريطانيا فعلاً بأن أمريكا جادة في ذلك، فسارت على أسلوبها المعتاد، وهو أن تبادر هي إلى حل يحافظ لها على نفوذها ويكون فيه مسايرة لأمريكا وإرضاء لها بإعطائها شيئاً لا يُفقد بريطانيا نفوذها في اليمن، فحركت أدواتها في دول الخليج، وأطلقت في بداية نيسان/أبريل عام 2011 المبادرة الخليجية التي تقضي بتنحي علي عبد الله صالح والتعهد بعدم ملاحقته قضائيا وتسليم صلاحياته لنائبه عبد ربه منصور هادي الموالي لها، وبعد ذلك تجري انتخابات في غضون شهرين، ومن ثم يشرع بالعمل لوضع دستور جديد. وقد وافقت أمريكا على المبادرة في خطوة تعدها مرحلية لإبعاد علي عبد الله صالح فهي كانت ترى فيه رجل الإنجليز القوي في اليمن وأما هادي فرأته ليناً يسهل عليها التعامل معه وفق مصالحها أكثر مما كان يمكنها ذلك مع علي صالح، وقد نقلت وكالة اليمن الإخبارية/ رويترز في 2013/8/14 ما يدل على ذلك، فقالت: "تجد واشنطن أن هادي شريك يمكن التعامل معه بسهولة أكبر من صالح". ومن ثم كانت أمريكا ترى إمكانية إضعاف نفوذ بريطانيا في اليمن بعد التخلص من عميل الإنجليز القوي علي عبد الله صالح. واعتبرت أمريكا المبادرة خطوة مرحلية تريد منها ليّ عنق المبادرة لتحسينها أو إلغائها بوسيلتين: الأولى تشجيع أتباعها وبخاصة الحوثيون لرفض المبادرة والتشويش عليها، والثانية أرسلت رجلها جمال بن عمر كمبعوث للأمم المتحدة، أو بالأحرى لأمريكا، لإدارة شئون المبادرة بالشكل الذي يحقق مصالح أمريكا كاملة، أو بشكل جزئي فاعل.

وهكذا أصبحت المبادرة كالكرة تتقاذفها الأرجل، فمن جانب فإن بريطانيا وأتباعها في الخليج قد أمسكوا بخيوط الحل عن طريق المبادرة الخليجية، وأوجدوا لها رأياً عاماً جعل أمريكا تقبل بها، ومن جانب آخر فإن أمريكا تراها خطوة كسبت من خلالها التخلص من علي صالح العميل البريطاني الصلب، حيث إن خلفه هادي وإن كان من أتباع الإنجليز إلا أنه أقل وطأةً وأليَن عريكة ما يمكِّن أمريكا من أن تغير من شروط المبادرة أو تعطل تنفيذها أو تلغيها، وذلك عن طريق القوة من الحوثيين والحراك، وعن طريق الأعمال التفاوضية من خلال أحد رجالها "جمال بن عمر"... وبعبارة أخرى، فإن بريطانيا رأت في المبادرة إنقاذا لنفوذها والمحافظة عليه، فهادي من رجالها، والوسط السياسي من صنائعها، وفي الوقت نفسه تُرضي أمريكا لعل ذلك يخفف من ضغوطها... وأمريكا وافقت عليها مرحلياً لتنتقل من خلالها ليكون لها النفوذ الفعلي في اليمن...

3- ولقد سارت الأمور بعد ذلك في هذا الاتجاه، وتبع المبادرة الخليجية مؤتمر الحوار الوطني الذي بدأ أولى جلساته في 2013/3/18 واستمر حتى 2014/1/25، حيث ترتب عليه وثيقة تحول اليمن إلى نظام اتحادي مقسم إلى ست مناطق... غير أن الناطق الرسمي لحركة الحوثيين محمد عبد السلام أعلن قائلاً: "نحن لم نوقع على هذه الوثيقة ونعتبرها لا تمثل حلاً لا للقضية الجنوبية ولا للقضايا الوطنية العالقة وتم التقسيم وفق هوى سياسي". (موقع قناة العالم 2014/2/10)، فتكون أمريكا برفض عملائها في اليمن لأسلوب التقسيم لا للتقسيم نفسه، قد جهزت للخطوة القادمة لمد نفوذ عملائها، فهي من جهة ركزت مبدأ التقسيم، ومن جهة أخرى رفض الحوثيون وأتباعها المبادرة إلى أن تكون شروطها وفق ما يريدون وأن يعاد التقسيم لإيجاد منفذ لهم على البحر، وإلا فالعمل لإلغائها... وكمقدمة لذلك فقد استغلت أمريكا قرار الحكومة برفع أسعار الوقود الذي دخل حيز التنفيذ في30 يوليو/ تموز 2014. وحركت الحوثيين والحراك الجنوبي في مقاومة ساخنة لحكومة هادي، وكانت أمريكا تدعم هذا الحراك ضد هادي سياسياً وأمنياً: أما سياسياً فلا تعدُّ أمريكا الحوثيين إرهابيين كالقاعدة، بل تعدُّهم حركة سياسية، فقد قال السفير الأمريكي ماثيو تولر في مؤتمره الصحفي 2014/9/18 قال: "نحن نفرق بين تلك المجموعات التي شاركت في العملية السياسية، فالحركة الحوثية شاركت في مؤتمر الحوار الوطني ونتج عن ذلك كثير من النتائج الإيجابية ولديهم مواقف سياسية وطموحات مشروعة... وبالتالي نحن ندعم الحوثي وحركته بأن يقوموا بذات الممارسات التي تقوم بها الجماعات والأحزاب السياسية"، وقال السفير الأمريكي إن السفارة تتابع هذه الحوارات "عبر حديثنا مع بعض المشاركين فيها نحن نعلم أن الحوارات تركز على مطالب الحوثيين وهم يرقبون أن لهم دوراً في الحكومة، وهذه قضايا مشروعة لأي طرف شارك في الحوار أن يناقشها". وقال إن نجاح المفاوضات سيمثل خطوة في الاتجاه الصحيح، "وخصوصاً إذا ما ثبَّتت هذه المفاوضات الأوضاع الأمنية داخل صنعاء والمناطق المحيطة بها" (موقع مراقبون برس). وأما أمنيا فعند دخول الحوثيين صنعاء قاومهم الجيش والشرطة وقتل من الحوثيين سبعة في 2014/9/9، وكادت الكفة ترجح لجهة هادي إلا أن أمريكا سارعت على عجل بإرسال ابن عمر مندوب الأمم المتحدة "أو مندوب أمريكا حقيقة"، فضغط على هادي، وعوَّم المسألة بالدعوة للتفاوض، وإعطاء الضوء الأخضر للحوثيين بتصعيد التحرك خلال أجواء التفاوض مدعومين بالضغوط الأمريكية في شخص ابن عمر على هادي والجيش. ثم إن السفير الأمريكي كان قد زار وزير الدفاع اليمني قبل ذلك في 2014/9/11 وأكد سفير الولايات المتحدة الأمريكية بصنعاء ماثيو تولر أن أمن اليمن واستقراره يهم المنطقة والعالم لطبيعة الموقع الجيوبولتيكي الذي يحتله اليمن. وجدد السفير الأمريكي، خلال اللقاء مع وزير الدفاع اللواء الركن محمد ناصر أحمد، موقف حكومة بلاده الداعم لأمن واستقرار ووحدة اليمن. وتناول اللقاء طبيعة الأوضاع الأمنية التي تشهدها اليمن والسبل الكفيلة للخروج الآمن من الأزمات الراهنة. (المشهد اليمني 2014/9/11). ويرجح أن هذه الزيارة لوزير الدفاع كانت من أجل منع الجيش من الوقوف في وجه الحوثيين، وهذا ما كشفته الأحداث... لذلك قام مؤخراً بعض الجنود في 2014/9/28 بالتظاهر ضد وزير الدفاع محمد ناصر لإقالته ومحاكمته على عدم قيام الجيش بمهماته...

4- لقد أدركت بريطانيا أن أمريكا جادة باستعمال القوة للوصول إلى مكاسب ذات شأن في حكم اليمن، وأن للحوثيين قوة مؤثرة من سلاح وعتاد زودت به عن طريق إيران... وإدراك بريطانيا لهذا الأمر جعلها تسير في مقاومة ذلك بخطين: الأول: أن يبذل هادي الوسع في استغلال منصبه كرئيس لعدم تمكين الحوثيين من السلطة الفاعلة، والخط الثاني إدخال علي صالح كشريك للحوثيين وكأنه يعارض حكم هادي، والبعض من أنصاره انضموا للحوثيين وهم يحملون راية المؤتمر الشعبي العام (حزب الرئيس اليمني السابق). وعندما سئلت السفيرة البريطانية عما إذا كانت تتواصل مع الرئيس السابق علي عبد الله صالح قالت: "ليس لدي علاقة مباشرة مع علي عبد الله صالح، ولكن لدي تواصل مع حزب المؤتمر الشعبي العام بما في ذلك مع أطراف مقربة منه". (2014/9/27 الشرق الأوسط) فيفهم من ذلك أن بريطانيا هي التي أوعزت لعميلها علي صالح أن يتعاون هو أيضا مع الحوثيين حيث اعترفت السفيرة البريطانية بتواصلها مع حزب علي صالح وهو الذي يدير الحزب ويتحكم فيه ولا منافس ولا معارض له فيه. وكذلك قال الناطق الرسمي باسم الحوثيين محمد عبد السلام: "نعتبر صالح لم يكن له أي دور من بعد ثورة فبراير 2011 وما قبل ذلك، ونتمنى أن تعالجه مخرجات مؤتمر الحوار". (2014/9/23 السياسة الكويتية) وهذا يُظهر نظرة الحوثيين الإيجابية أيضا نحو علي صالح، ما يؤكد أن الإنجليز أوعزوا لعلي صالح ولحزبهم الحاكم حزب المؤتمر الذي يتزعمه علي صالح أن يتخذوا هذا الموقف ويتعاونوا مع الحوثيين خلال دخول العاصمة حتى إن محسن الأحمر مستشار الرئيس هادي لشؤون الدفاع والأمن الذي قاوم الحوثيين في البداية كما ذكر الناطق الرسمي باسم الحوثيين قد توقف عن مقاومة الحوثيين وخرج خارج البلاد ولجأ إلى النظام السعودي، وقد ذكر بعد ظهوره في السعودية حيث شكرها لحمايتها له، ذكر أن سبب خروجه هو: "قررنا بعد التشاور مع فخامة الرئيس عبد ربه منصور هادي أن نتجنب الحرب الأهلية بأي ثمن". (2014/9/26 العربي الجديد) وهكذا فإن بريطانيا تزج ببعض رجالها للاشتراك مع الحوثي وتُبعد بعض رجالها الذين قاوموا الحوثي...

وهذه الإجراءات من بريطانيا لزج علي صالح مع الحوثيين هي حتى إذا لم يتمكن هادي من استغلال منصبه كرئيس في منع أمريكا وأشياعها من الوصول الفعلي للحكم فإن علي صالح يكون شريكاً فاعلاً مع الحوثيين ومن ثم يبقى نفوذ الإنجليز موجوداً في اليمن وبخاصة وأن الحوثيين لا تأييد شعبياً لهم يجعلهم حكاماً منفردين لليمن...

5- وفي هذه الأجواء، أجواء القوة الحوثية المدعومة من أمريكا سياسياً وأمنياً، وأجواء الدهاء السياسي والمداراة البريطانية... في هذه الأجواء اقتحم الحوثيون صنعاء، ولما حاول الجيش أن يقاومهم تدخل جمال بن عمر بحجة التفاوض ومنع ذلك، واستغل الحوثيون هذه الأجواء لصالحهم واستولوا على المباني الحكومية، التي شملت مبنى رئيس الوزراء، ومركز قيادة الجيش، ومجمع التلفزيون... وهاجموا بعض المباني وعاثوا بمحتوياتها وأصبحت العاصمة كلها أو جلها بقبضتهم... وفي هذه الأجواء أيضاً عمل جمال بن عمر بوسائل الضغط المختلفة لعقد اتفاقية السلام والشراكة الوطنية، وكان واضحاً منها دخول النفوذ الأمريكي إلى اليمن بشكل لا يخفى، فقد جاء في الاتفاقية بعض المكاسب للحوثيين، فمثلاً جاء في بنود الاتفاقية "تعيين مستشارين سياسيين جدد لرئيس الجمهورية من حركة الجنوب والحوثيين"، "يضع المستشارون السياسيون لرئيس الجمهورية معايير المرشحين للمناصب في الحكومة الجديدة"، "يختار رئيس الجمهورية وزراء الدفاع والمالية والخارجية والداخلية شرط توافقهم مع المعايير المدرجة أعلاه، إضافة إلى عدم انتمائهم أو ولائهم إلى أي طرف سياسي."، "يكون رئيس الوزراء محايداً بدون أي انتماء حزبي"... واعتبر الحوثيون أن هذه الاتفاقية قد ألغت المبادرة الخليجية، فقد صرح الناطق باسم الحوثيين محمد عبد السلام أن المبادرة الخليجية انتهت إلى غير رجعة، مشيراً إلى أن اتفاق السلم والشراكة الذي وقع في دار الرئاسة الأحد الماضي 2014/9/21 يوثق عقداً سياسياً بشراكة سياسية جديدة ترتكز على مخرجات مؤتمر الحوار وتلبية للمطالب الشعبية. ومع ذلك فقد بقيت السلطة الرسمية بيد بريطانيا عن طريق الرئيس هادي، وبعض الوزارات المهمة... وكما قلنا آنفاً فإن بريطانيا جعلت مدخلاً لعلي صالح مع الحوثيين كخط رجعة لنفوذها إن لم يستطع هادي استغلال سلطته الرئاسية بالحد من التدخلات الفاعلة للحوثيين في الحكم. وهناك ملحق أمني للاتفاقية رفض توقيعه الحوثيون ابتداءً ولكنهم وقعوه بعد نحو أسبوع عندما أجَّل هادي اختيار رئيس الوزراء لعدم توقيع الحوثيين الملحق الأمني، أي أن الرئيس قد استغل هذه المرة سلطته الرئاسية بتأجيل تسمية رئيس الوزراء لرفض الحوثيين توقيع الملحق الأمني فوقعوه مع أنهم حتى الآن لم ينفذوه عملياً! وإنما وقعوه بعد أن أحرجهم تأخير تسمية رئيس الوزراء، فرأى جمال بن عمر أن يوقع الحوثيون الاتفاق ويكون الأخذ والرد في تنفيذه وليس في توقيعه! وهكذا فقد صرح جمال بن عمر أن جماعة الحوثي قد وقعت على الملحق الأمني لاتفاق السلم والشراكة بعد أسبوع من رفضها التوقيع عليه، وأكد ذلك الناطق الرسمي باسم الحوثيين محمد عبد السلام قائلا: "إنه تم التوقيع على الملحق الأمني بعد إجراء تعديلات بسيطة" (2014/9/27 وكالة خبر للأنباء) ويبدو أن لإيران دوراً كذلك فقد جاء التوقيع بعد يومين من قيام السلطات اليمنية بالإفراج عن اثنين من خبراء الحرس الثوري الإيراني المتهمين بالتجسس وتدريب المسلحين بالإضافة إلى الإفراج عن ثمانية آخرين أدينوا بتهمة تهريب السلاح من إيران إلى الحوثيين! وقد اهتمت بريطانيا بضرورة التنفيذ وليس مجرد التوقيع، فقد عبرت عن هذا الموقف السفيرة البريطانية في اليمن جين ماريوت حيث "طالبت الحوثيين أن يحترموا ما وقعوا عليه وذلك بسحب قواتهم من شوارع صنعاء ومن المعسكر المحيط بها". وقالت: "إننا نريد أن نراهم يتركون (صنعاء) عاجلا بدلا من آجل، وأن يتركوا الأمن للقوات الأمنية اليمنية بينما نحن نقبل بأن الحوثيين وغيرهم لديهم دور شرعي يلعبونه في اليمن. عليهم الانسحاب من شوارع صنعاء عند تعيين رئيس الوزراء الجديد وسننظر عن قرب إلى ذلك مع التوقع أن يفعل الحوثيون ذلك، وإن لم يفعلوا فسنعتبر ذلك خرقا للاتفاق". (2014/9/27 الشرق الأوسط).

6- لقد كشف هادي كثيراً من الضغوط التي وقعت عليه، فقد جاء في خطابه أمام المسئولين من رؤساء ووزراء ونواب في نظامه في 2014/9/23 أي بعد توقيع الاتفاقية بيومين كما نقلته وكالة الأنباء اليمنية سبأ ما يلي: "أخاطبكم في هذه اللحظة العصيبة من تاريخنا اليمني وأنا مدرك تماما صعوبة الأيام الفائتة، وأدرك أنكم جميعا تشعرون بالصدمة مما حدث ومن تسليم بعض مؤسسات الدولة ووحدات الجيش بالصورة التي شاهدناها، ولكن عليكم أن تعرفوا أيضا أن المؤامرة قد كانت فوق التصور، وأننا طُعِنّا وغُدرنا". وقال: "إنها مؤامرة تعدت حدود الوطن، تحالفت فيه قوى عديدة من أصحاب المصالح التي فقدت، ومن الانتهازيين الذين نراهم في كل فاجعة يأكلون من كبد هذا الوطن". (2014/9/23 وكالة الأنباء اليمنية /سبأ). وكان هادي قد هاجم إيران كما جاء في (العصرية نت بتاريخ 15 سبتمبر 2014) قائلاً: «حذرنا مرارا من أي تدخل في شؤون اليمن الداخلية، ولكن ما يحدث ربما هي رسائل من أجل فرض الهيمنة الإقليمية وتعريض اليمن للمخاطر الكبيرة، وهناك أدلة تثبت تدخل إيران في شؤون اليمن».

7- لقد باركت أمريكا الاتفاق ما يدل على أنها تؤيد كل ما حدث، وأنها أرادت أن يدخل الحوثيون العاصمة، ويجري الاتفاق معهم تحت ضغط السلاح، وقبولهم كمكوِّن سياسي ذي شأن... فقد قالت مستشارة الرئيس الأمريكي لشؤون مكافحة الإرهاب ليزا موناكو في مكالمة هاتفية من البيت الأبيض مع الرئيس اليمني هادي "إن هذا الإنجاز (توقيع الاتفاق) سيمثل الركيزة الأساسية التي بنيت على مخرجات مؤتمر الحوار الوطني الشامل". وقالت "إن الولايات المتحدة تتابع الأحداث عن كثب خطوة بخطوة" (2014/9/24 يمن ستريت عن المؤتمر نت) وهكذا يكون كل ما حدث قد تم بضغط من أمريكا لتملي على النظام الاعتراف بالمكون الحوثي التابع لإيران كمكون من مكونات التركيب السياسي في اليمن على الرغم من تسليحه، وذلك لتعمل أمريكا على تسخيره لتنفيذ مخططاتها هناك كما فعلت في لبنان مع الأحزاب السياسية المسلحة التابعة لإيران.

وهناك أمر تسعى إليه أمريكا في اليمن ويجعلها تهتم بأن يكون اليمن طوع بنانها، ليس لموقعه الإستراتيجي فحسب، بل لما نُشر من تقارير تشير إلى أن اليمن تقع على ثروة نفطية وغازية هائلة فقد (كشفت "سكاي نيوز" محطة التلفزيون الأميركية، أن أكبر منبع نفط في العالم يصل إلى مخزون نفطي تحت الأرض هو في اليمن، ويمتد قسم منه إلى السعودية بجزء بسيط على عمق 1800 متر، إلا أن المخزون الكبير هو تحت أرض اليمن... (موقع اليمن السعيد 2013/1/8).ومع أن وزارة النفط اليمنية نفت تقرير سكاي نيوز كما جاء في (موقع وزارة النفط والمعادن اليمنية 2013/1/13) إلا أن خبر سكاي نيوز يبقى موضع اهتمام وبخاصة عند الدول المستعمرة مثل أمريكا، ولذلك فإن علاقات السفير الأمريكي مع وزارة النفط اليمنية هي علاقات دافئة! وقد نقلت (سبأ نت 2014/9/15) عن لقاء السفير الأمريكي في اليمن مع وزير النفط في الوزارة في 2014/9/15، نقلت ما يلي: "أشار السفير الأمريكي إلى رغبة العديد من الشركات الأمريكية لقاء المختصين في وزارة النفط والمعادن على هامش مؤتمر أبوظبي الدولي للبترول الذي سينعقد في نوفمبر 2014م... لافتا إلى مؤشرات توسيع الاستثمار في القطاع البترولي في اليمن خصوصا وأن الكثير من المناطق ما زالت قيد الاستكشاف"، وكل هذا يزيد من اهتمام أمريكا باليمن.

8- والخلاصة:

أ- إن الصراع في اليمن مستعر بين فريقين: أمريكا والأتباع والعملاء، وبين بريطانيا والأتباع والعملاء، وكل من الطرفين يستعمل وسائله وأساليبه... أما أمريكا فتسير بمنطق قوة الحوثيين والحراك الجنوبي وإيران، بالإضافة إلى أسلوب التفاوض لتحقيق المكاسب عن طريق جمال بن عمر... وأما بريطانيا فتسير بمنطق الدهاء السياسي عن طريق استغلال هادي لسلطته الرئاسية ومداراة أمريكا لاتقاء ضغوطها، ودون تمكينها من المناصب الحساسة في الحكم، ثم عن طريق زج علي صالح ورجالاته مع الحوثيين حتى إذا فشل هادي ورجحت كفة الحوثيين كان لبريطانيا في الحكم نصيب، وأي نصيب، عن طريق علي صالح ورجاله.

ب- إن الحوثيين ليس لهم سند شعبي كاف لحكم اليمن، وما دام الوضع كذلك فإن عنصر القوة لا يكفي للإمساك بالحكم في اليمن واستمراره، وبخاصة وأن الطبقة السياسية ليست معهم، وإيجاد طبقة سياسية جديدة فيه صعوبة حسب الظروف الحالية... وأما هادي وجماعته فمع أن لهم وسطاً سياسياً إلا أن هيبتهم قد اهتزت بفعل التطورات الأخيرة، وهذا سيؤثر في نزول النفوذ الإنجليزي عن تفرده الكامل كما كان في اليمن خلال العقود الماضية، ولذلك فليس من السهل على بريطانيا وعملائها أن يمسكوا بالحكم وحدهم كما كان سابقاً ويستمر هذا الحكم.

ج- إن هذا يعني أن الحل المتوقع في اليمن هو الحل الوسط بين أمريكا وبريطانيا على طريقة الرأسماليين، فيكون الحكم مشتركاً بين الأطراف... والحل الوسط عادة لا يدوم عندهم إلا كاستراحة محارب إلى أن تستطيع أمريكا أو بريطانيا أن تحسم الموضوع إلى جانبها، أي أن الأحداث في اليمن ستستمر متقلبة، تهدأ حيناً، ثم تشتد حيناً آخر وفق ميزان القوى السياسية والعسكرية عند المتصارعين.

د- بناء على ما سبق فيمكن الاستنتاج بأن الأمور في اليمن هي في تصاعد دون أن تستقر على نحو حاسم إلا في حالتين: الأولى: أن تتمكن أمريكا أو بريطانيا من حسم الأمور لصالحها، ومن ثم تهيمن على النفوذ الفعلي في اليمن. وليس هذا الأمر سهلاً كما بيَّنا آنفاً، والثانية: أن يكرم الله هذه الأمة بالخلافة، فتدوس نفوذ الكفار المستعمرين وتقلع جذورهم من البلاد وتقضي على شرورهم بين العباد، فيذل الكفر وأهله، ويعز الإسلام وأهله، ويفرح المؤمنون بنصر الله ﴿وَيَوْمَئِذٍ يَفْرَحُ الْمُؤْمِنُونَ * بِنَصْرِ اللَّهِ يَنْصُرُ مَنْ يَشَاءُ وَهُوَ الْعَزِيزُ الرَّحِيمُ﴾... وحقيقٌ بأهل اليمن أهل الإيمان والحكمة، أن يقيموا هذا الأمر فيفوزوا في الدارين، والله يتولى الصالحين.

1- Yes, the Iranian nuclear program is considered a dire threat to the Jewish entity, so it wants to get rid of it by all means, and for that, it cheered for President Trump's withdrawal in 2018 from the 2015 agreement, and the Jewish entity's position was clear that it only accepts the Libyan model and Iran's dismantling of its nuclear program, meaning Iran abandoning its nuclear program completely... And it intensified its spies inside Iran for that... ABC American 6/13/2025). Trump said ("The Iranians" want to negotiate, but they should have done that before, I had 60 days, and they had 60 days, and on the 61st day I said we have no agreement"... CNN American, 6/16/2025). These statements are clear that America is the one that allowed the Jewish entity to launch this aggression, but rather instructed it to do so... Trump wrote on the "Truth Social" platform: ("Iran should have signed the "agreement on its nuclear program" that I asked them to sign..." And he added: "In short, Iran cannot have nuclear weapons. Reuters also said: "Iran informed the United States hours before launching attacks on Qatar and also informed Doha." 9- Then, after these attacks by America and the Jewish entity and the Iranian responses, where the material losses were great in addition to the human losses: (A spokesman for the Iranian Ministry of Health said that the Israeli strikes have resulted in the martyrdom of 610 people and the injury of 4746 others since the beginning of the conflict... According to the Israeli Ministry of Health... The death toll since June 13 has risen to 28 people... BBC News, 6/25/2025), after these attacks, Trump, as he started it by pushing the Jewish entity to attack Iran and he participated in it, is now returning to announce a ceasefire, so the Jews and Iran agree, as if Trump is the one who is managing the war between the two parties and he is also the one who is stopping it! (Trump announced the entry into force of the ceasefire he proposed between Iran and the Jewish entity)... (Netanyahu said he agreed to Trump's proposal... 10- As for Iran's orbiting of America, yes, Iran is a state that orbits America, so it seeks to achieve its interests by achieving America's interests. And with that, it helped America in its occupation of Afghanistan and Iraq and concentrating its occupation in it... Likewise, it intervened in Syria to protect America's agent, Bashar al-Assad, and the like in Yemen and Lebanon. And with that, it wants to achieve its interests in these countries and be a major regional power in the region, even if it means orbiting America! But it escaped them that if America sees that its interest in the satellite state has ended and wants to reduce its role and strength, then it puts diplomatic pressure on it, and if necessary militarily, as is happening with Iran in the recent attacks, in order to adjust the rhythm for the state that is orbiting... As for the other rulers in the Muslim countries, especially those around the Jewish entity, the enemy's planes cross over their heads and bomb the Muslim countries and return reassured without firing a shot at them!!
