سياسة أمريكا تجاه روسيا والصين

السؤال: بدأت الإدارة الأمريكية الجديدة برئاسة بايدن بالهجوم على الصين وعلى روسيا، وفي الوقت نفسه بدأت بتعزيز الشراكات وإحياء التحالفات القديمة مع بعض الدول. فكيف تنتهج أمريكا سياستها تجاه هاتين الدولتين على الخصوص وما أهدافها؟ وهل تختلف هذه الإدارة عن سابقتها؟

الجواب: لنستعرض تصرفات الإدارة الجديدة ومن خلالها نبين ماهية السياسة الأمريكية وأهدافها:

1- عقد الرئيس الأمريكي بايدن يوم 2021/3/12 مؤتمرا مع زعماء أستراليا سكوت موريسون والهند ناريندرا مودي واليابان شهيدي سوغا عبر الإنترنت، باعتبار هذه الدول محورية في جهود أمريكا لمواجهة القوة العسكرية والاقتصادية المتنامية للصين، وقال بايدن: ("منطقة حرة ومفتوحة في المحيط الهندي والهادي شيء ضروري لمستقبلنا جميعا. إن أمريكا ملتزمة بالعمل معكم ومع شركائنا وجميع حلفائنا في المنطقة لتحقيق الاستقرار"... الشرق الأوسط 2021/3/13) ومن ثم أعلن وزير الدفاع الأمريكي لويد أوستن يوم 2021/3/13 أنه ("سيتوجه إلى آسيا في زيارة تستمر أسبوعا ستقوده إلى طوكيو وسيول ونيودلهي لمناقشة سبل تعزيز التعاون العسكري في المنطقة مع حلفاء أمريكا وإرساء ردع موثوق به في مواجهة الصين"... إذ إنه سينضم إلى وزير الخارجية الأمريكي في طوكيو وسيول ليلتقيا مع نظرائهما هناك. وهي تأتي قبل الاجتماع الأول في ألاسكا لفريق بايدن مع المسؤولين في الخارجية الصينية: مسؤول العلاقات الخارجية في الحزب الشيوعي الصيني يانغ جيشي ووزير الخارجية الصيني وانغ يي")... الشرق الأوسط 2021/3/14) وستشمل الأوضاع في هونغ كونغ وشينجيانغ (تركستان الشرقية) والتبت وتايوان وانتهاك حقوق الإنسان.

2- يوم 2021/3/20 قال وزير الدفاع الأمريكي لويد أوستن: ("بالتأكيد نحث جميع حلفائنا وشركائنا على الابتعاد عن العتاد الروسي وتجنب اقتنائها بأي شكل مما يتسبب في فرض عقوبات من جانبنا" وأضاف أن "الهند لم تتسلم أي شحنة من نظام الدفاع الجوي الروسي إس-400 وبالتالي لم تتم مناقشة إمكانية فرض عقوبات"... الجزيرة 2021/3/20) وكان رئيس الوزراء الهندي مودي قد وقع مع الرئيس الروسي بوتين على اتفاقية شراء منظومة الدفاع الجوي الروسية إس-400 عام 2018 بقيمة 5,4 مليار دولار. ودفعت الهند 800 مليون دولار عام 2019 كدفعة أولى من هذه الصفقة. وتتوقع وصول الدفعة الأولى من هذه الصورايخ في وقت لاحق من هذا العام. وتأتي زيارة أوستن للهند في إطار مساع أمريكية لتشكيل تحالف للبلدان التي تهدف إلى التصدي لنفوذ الصين في المنطقة بجانب التضييق على روسيا. بينما وقعت شركات الدفاع الأمريكية صفقات بمليارات الدولارات لتزويد الهند بمعدات عسكرية منها شراء 150 طائرة مقاتلة ومروحيات في إطار تحديث القوات المسلحة الهندية التي تخطط لتوظيف نحو 250 مليار دولار من أجل ذلك. علما أن روسيا أكبر مورد للأسلحة إلى الهند، وتخشى الهند أن تتعرض لعقوبات أمريكية كما تعرضت تركيا لشرائها منظومة إس-400. ومنذ وصول مودي إلى السلطة عام 2014 تعززت العلاقات الهندية الأمريكية لكون مودي يتبع السياسة الأمريكية. وفي عام 2016 صنفت أمريكا الهند على أنها "شريك دفاعي رئيسي" ومنذ ذلك الحين وقعت أمريكا مع الهند سلسلة اتفاقات لتسهيل نقل الأسلحة الدقيقة وتعميق التعاون العسكري. فأمريكا تريد من الهند أن تعزف نهائيا عن شراء منظومة الدفاع الروسية إس-400 وغيرها من الأسلحة لئلا تستغني عنها في التسلح، وذلك على عكس سياسة حزب المؤتمر الهندي الموالي لبريطانيا التي كانت توعز له خلال حكمه الهند لعشرات السنين ليشتري السلاح من روسيا على عهد الاتحاد السوفياتي وعلى عهد ما بعده حتى لا تتسلط أمريكا على الهند وتتمكن من بسط نفوذها فيها. ولكن عندما تمكنت أمريكا من إيصال عملائها في حزب جاناتا إلى سدة الحكم في الهند، بدأت تعمل على ربط الهند بها في موضوع التسلح والجيش حتى تمسك بزمام الأمور سياسيا وعسكريا في الهند وتنهي الوجود البريطاني هناك.

3- وفي الوقت نفسه تقوم أمريكا بالحوار مع الصين والضغط عليها مباشرة، فقد تم افتتاح اجتماع بين وزارتي الخارجية الأمريكية والصينية في ألاسكا بأمريكا يوم 2021/3/18 حيث قال وزير الخارجية الأمريكي أنتوني بلينكن ("إن تصرفات الصين تهدد النظام القائم على القواعد والذي يضمن الاستقرار العالمي" وقال "سنناقش مخاوفنا العميقة بشأن الصين في شينجيانغ "تركستان الشرقية" وهونغ كونغ وتايوان فضلا عن الهجمات الإلكترونية ضد الولايات المتحدة والإكراه الاقتصادي ضد حلفائنا.. كل تصرف من هذه التصرفات يهدد النظام القائم على القواعد والذي يحافظ على الاستقرار العالمي"، بينما رد عليه مسؤول العلاقات الخارجية في الحزب الشيوعي الصيني يانغ جيشي قائلا: "إن الصين تعارض بشدة التدخل الأمريكي في الشؤون الداخلية للصين.. أعربنا عن معارضتنا الشديدة لتدخل كهذا وسنتخذ إجراءات حازمة للرد.. ما يتعين القيام به هو التخلي عن عقلية الحرب الباردة"... رويترز 2021/3/19)، فهنا أرادت أمريكا الضغط على الصين مباشرة تحت مسمى الحوار ضمن حرب نفسية وإعلامية للتشهير بها أمام العالم كونها تنتهك حقوق الإنسان ولكن ليس حرصا على حقوق الإنسان هذه، وإنما استعمالها ورقة ضغط على الصين، ولكن يظهر أنها لم توفق فيه، إذ رد عليها الصينيون من حيث هوجموا، إذ إنها، أي أمريكا، تنتهك حقوق الإنسان في داخلها وخارجها، فهي الأخرى متهمة كالصين، عدا عن أنها تتسلط على الدول الأخرى وتعمل على فرض هيمنتها عليها وابتزازها ونهب ثرواتها.

4- أشارت الإدارة الجديدة برئاسة بايدن إلى أنها ستواصل في الوقت الحالي الحرب التجارية التي شنتها إدارة ترامب، ولكن بحشد الحلفاء والقوى الأخرى معها. واختارت بلينكن وزيرا للخارجية لكونه مع فرض عقوبات على الصين، وقد أعلن أمام لجنة العلاقات الخارجية بمجلس الشيوخ ("مما لا شك فيه أن الصين تشكل أكبر تحد لنا من أي دولة أخرى لكنه تحد معقد، وأن على أمريكا أن تبدأ التقارب مع الصين من مبدأ قوة وليس مبدأ ضعف، وأن جزءا من تلك القوة هو العمل مع الحلفاء والمشاركة مع المؤسسات الدولية.. اسمحوا لي فقط أن أقول إنني أعتقد أيضا أن الرئيس ترامب كان على حق في اتخاذ موقف حازم تجاه الصين. أنا لا أتفق كثيرا مع الطريقة التي اتبعها في عدد من المجالات، لكن من حيث المبدأ الأساسي كان صحيحا وأعتقد أن هذا مفيد بالفعل لسياستنا الخارجية"... الأناضول 2021/1/20) أي إن سياسة أمريكا تجاه الصين من حيث الأساس واحدة، ولكن الأساليب التي تتبعها مختلفة من إدارة إلى إدارة. فقد انتهت سياسة الاحتواء، وبدأت سياسة المواجهة معها لتحد من تمددها في المنطقة والخارج.

5- أعلنت أمريكا تخوفها بصورة واضحة من التمدد الصيني، فصرح رئيسها بايدن قائلا: ("إذا لم نتحرك فسوف يأكلون "الصينيون" غداءنا. لديهم مبادرات كبرى جديدة في مجال السكك الحديدية.. وإن الصين تحقق تقدما سريعا في مجال تكنولوجيا السيارات الكهربائية" وقال "إنه تحدث يوم الأربعاء 2021/2/10 مع نظيره الصيني شي جين بينغ ساعتين حول العديد من القضايا منها حقوق الإنسان والتجارة والأمن". وقالت المتحدثة الصحافية باسم البيت البيض جين ساكي "أعتقد أن وجهة نظر الرئيس هي أننا في منافسة مع الصين، وهو واضح بشأن مدى عمق هذا التحدي"... وول ستريت جورنال 2021/2/12) وأكد بايدن مخاوف بلاده مرة أخرى بقوله ("إن هناك تنافسا شديدا بين الولايات المتحدة والصين وإن الأخيرة تسعى لتكون الدولة الأولى في العالم من حيث القوة والنفوذ، وتعهد بألا يحدث ذلك ما دام في البيت الأبيض وإنه سيتواصل مع رؤساء 27 دولة للتنسيق بشأن الخطوات المقبلة تجاه بكين. سنحاسب الصين ونطلب منها احترام القواعد خصوصا في بحر الصين الجنوبي"... الجزيرة 2021/3/25) وكانت إدارة بايدن قد أصدرت في بداية الشهر الجاري آذار وثيقة "التوجيه الاستراتيجي المؤقت لاستراتيجية الأمن القومي" التي تتضمن توجيهات الإدارة الجديدة لوكالات الأمن القومي حتى تتمكن من العمل على مواجهة التحديات العالمية، وجاء ذكر الصين 15 مرة في الوثيقة التي لم تتعد 20 صفحة من الحجم الصغير ولم تأت على ذكر روسيا إلا 5 مرات!

6- أمريكا ترى أن الصين لم تتمكن من فرض سيطرتها على بحر الصين الجنوبي ومنطقته بعد، وهي تحاول ذلك، فتريد أن تمنعها من هذه السيطرة وتشغلها فيها وبواسطة الدول في هذه المنطقة، وتحاول أن تبقيها دولة كبرى إقليمية محاصرة من كافة الجوانب. ففي بحر الصين الجنوبي هناك دول عديدة منها إندونيسيا وماليزيا والفلبين وفيتنام تعمل أمريكا على تحريكها ضد الصين. وقريب من هذا البحر في المحيط الهادئ هناك أستراليا حيث تنسق معها أمريكا للعمل ضد الصين. وفي بحر الصين الشرقي هناك اليابان وتايوان وكوريا الجنوبية وهذه الدول من حلفاء أمريكا. وقد اعترفت أمريكا بالصين الموحدة على أن تتوحد مع تايوان طواعية. وقد تراجعت على عهد ترامب عن هذا الاعتراف فقامت الصين وهددت بغزو تايوان فتراجع ترامب وعاد واعترف بالصين الموحدة وهي الاتفاقية التي وقعتها أمريكا مع الصين عام 1979 على أن تتم الوحدة بالتفاهم وبالتدرج وبالتقاربات الاقتصادية والسياسية. ولكن أمريكا تضع العراقيل في وجهها، فتعمل على تسليح تايوان ودعمها سياسيا واقتصاديا. "وقد حذر الأدميرال الأمريكي فيليب ديفيدسون قائد القوات الأمريكية في منطقة المحيط الهندي والهادي (إندوبام) يوم 2021/3/10 من أن الصين قد تغزو تايوان في غضون 6 سنوات أي بحلول عام 2027" وقال أمام الكونغرس "أخشى أن يكون الصينيون بصدد تسريع مشروعهم الرامي للحلول محل الولايات المتحدة بصفتها أكبر قوة عسكرية في تلك المنطقة بحلول عام 2050"... الجزيرة 2021/3/11). فأمريكا تتخوف من ضم الصين لتايوان التي اعتبرت جزءا منها باعتراف أمريكا ولكن هناك مماطلة لتحقيق ذلك ويظهر أن الصين قد ملّت هذه المماطلات وألاعيب أمريكا بعرقلة تحقيق هذه الوحدة وترى أنها لا تريدها، فيظهر أن هناك تهديداً جدياً من الصين لتايوان، وهي قادرة على ضمها بالقوة، ولكن يبدو أنها لا تريد أن تخسر علاقاتها التجارية مع أمريكا وربما مع دول أخرى كثيرة عندما تؤلب أمريكا عليها دول العالم إذا ما أقدمت على هذه الخطوة...

7- والأمر يختلف نوعا ما مع روسيا عن الصين، فروسيا مسيطرة على مناطق في آسيا الوسطى والقفقاس/القوقاز وقسم من شرق أوروبا حتى أوكرانيا وهي مناطق نفوذ قديمة لها منذ عهد الاتحاد السوفياتي، فأمريكا تنافسها وتزاحمها في منطقتها لتتمكن من الاستقرار فيها وبسط النفوذ، إذ تمكنت من الولوج فيها وحاولت بسط النفوذ في بعضها ولكنه لم يستقر بعد. وفي الوقت نفسه تواصل ضغوطاتها على روسيا على أكثر من صعيد سياسي واقتصادي وإعلامي ونفسي. ولهذا قام الرئيس الأمريكي بايدن بوصف الرئيس الروسي بوتين "بالقاتل" في صدد جوابه عن مسألة تسمم المعارض الروسي أليكسي نافالني. وقال ("ستكون هناك عواقب لمحاولات روسيا التدخل في الانتخابات الأمريكية العام الماضي حتى مع إصرار الكرملين على عدم صحة هذه المزاعم" وتوعده بدفع ثمن التدخلات قائلا: "إن بوتين سيدفع الثمن وبأنه حذره من رد محتمل خلال المكالمة الهاتفية المطولة التي أجراها معه أواخر كانون الثاني/يناير الماضي" وردا على سؤاله عن العواقب التي يقصدها فقال: "سترون ذلك قريبا"... إيه بي سي الأمريكية 2021/3/17) وهو يشير إلى فرض المزيد من العقوبات على روسيا. والغريب أن رد بوتين كان ضعيفا جدا بل متهافتا ذليلا فقال: ("موسكو لن تقطع علاقاتها بواشنطن بل ستعمل مع الولايات المتحدة بناء على ما يصب في مصلحة روسيا"... التلفزيون الروسي 2021/3/18) ما يدل على مدى ضعف روسيا وخوفها من عقوبات وضغوطات وحملات أمريكية عليها تشنها في أوكرانيا والقرم وأوروبا. علما أن رئيس مجلس الدوما (البرلمان) الروسي فيتشيسلاف فولودين اعتبر هجوم بايدن على رئيسه بوتين وعلى بلاده بأنه: "إهانة لجميع الروس" وقال: "بايدن أهان مواطني بلدنا بتصريحه. هذه هستيريا ناجمة عن العجز. بوتين رئيسنا والتهجم عليه هجوم على بلدنا كلها"... روسيا اليوم 2021/3/17) وكل ما فعلته روسيا أن استدعت سفيرها في واشنطن للتشاور فقط ليس أكثر! ودعا رئيسها إلى عقد مؤتمر مع بايدن فرفضته أمريكا فوجهت له إهانة أخرى. فقد أصدرت الخارجية الروسية بيانا قالت فيه ("من دواعي الأسف أن الجانب الأمريكي لم يتجاوب مع عرض فلاديمير بوتين إجراء محادثة مفتوحة عبر نظام الفيديو كونفرانس مع الرئيس الأمريكي جو بايدن في يوم 19 أو 22 آذار الجاري لمناقشة المشكلات المتراكمة في العلاقات الثنائية وكذلك الموضوعات المتعلقة بالاستقرار الاستراتيجي" وإن الجانب الأمريكي أضاع بذلك فرصة جديدة للبحث عن مخرج من المأزق الذي وقعت فيه العلاقات الروسية الأمريكية بذنب واشنطن"... تاس 2021/3/22).

8- ولهذا تريد أمريكا من تركيا التخلي عن السياسة التي سمحت لها باتباعها مع روسيا لاستخدامها في سوريا، بل حشدها بجانبها للضغط على روسيا، فقال وزير الخارجية بلينكن بعد لقائه نظيره التركي مولود جاووش أوغلو يوم 2021/3/23 في بروكسل ("إنه على الرغم من الخلافات العامة مع أنقرة فإن لأمريكا وحلف الناتو مصلحة قوية في إبقاء تركيا راسخة في الحلف. وإن تركيا حليف طويل الأمد وقيم"... رويترز 2021/3/23) وعندما امتدح الأمين العام للناتو بنس ستولتنبرغ تركيا على خدماتها لدول الناتو والدفاع عن أوروبا عندما قال: ("إن تركيا التي لا تتمتع بعضوية الاتحاد (الأوروبي) والتي لها حدود مع سوريا والعراق تلعب دورا مهما للغاية في الدفاع عن الناتو في حدوده الجنوبية الشرقية"... الأناضول 2021/3/6) فأبدى أردوغان سروره من ذلك فكتب على حسابه في تويتر عقب ذلك قائلا: ("ستواصل تركيا كحليف في الناتو الوفاء بجميع التزاماتها وخدمة السلام والأمن العالميين". فتركيا مستعدة للتجاوب مع أمريكا التي تضغط عليها للتخلي عن منظومة الدفاع الصاروخية الروسية إس-400 بعدما سمحت لها بشرائها في البداية لإغراء روسيا بالبقاء في سوريا لخدمة أمريكا في الحفاظ على النظام السوري، إذ بدأت تستغني عن الدور الروسي في سوريا، وذلك امتدادا للسياسة التي اتبعتها على عهد ترامب للضغط على تركيا. فقد أعلنت الإدارة الأمريكية برئاسة بايدن يوم 2021/2/5 أنها "تريد من تركيا التخلي عن صواريخ إس-400" وقال المتحدث الأمريكي كيربي باسم وزارة الدفاع ("إن موقفنا لم يتغير (من الصفقة) ودعا تركيا إلى التخلي عنها" وقد أظهرت تركيا تنازلا بأن عرضت أن تعامل كاليونان بوضع الصواريخ التي وصلت في مخازن دون استعمال. فقال وزير الدفاع التركي خلوصي أكار "إن تركيا مستعدة لعدم استخدام نظام الصواريخ إس-400 الذي اشترته من روسيا كجزء من صفقة محتملة مع أمريكا لتخفيف التوتر بشأن هذه المسألة" وقال: "نحن منفتحون على التفاوض بشأن نموذج مشابه لذلك المعمول به بالنسبة لصواريخ إس-300 الموجودة في جزيرة كريت باليونان"... صحيفة حريات التركية 2021/2/9) وكانت قبرص قد اشترت هذه الصواريخ عام 1999 من روسيا واعترضت عليها تركيا. فتم الاتفاق مع اليونان على تخزينها في جزيرة كريت، وأصبحت ملكا لليونان التي لم تستخدمها منذ ذلك التاريخ إلا خلال تدريبات عام 2013.

9- فيظهر أن أمريكا قد خططت للهجوم السياسي والاقتصادي والإعلامي والنفسي على روسيا كما خططت لذلك ضد الصين. فقد ذكر وزير الخارجية الأمريكي بلينكن في شهادته أمام مجلس الشيوخ أن ("روسيا على رأس جدول الأعمال" وقال: "تحدثنا عن عدد من التحديات. التحدي الذي تمثله روسيا عبر سلسلة كاملة من الجبهات هو أيضا أحد التحديات الملحة"... الأناضول 2021/1/20) وقالت المتحدثة باسم البيت الأبيض جين ساكي ("إن روسيا ستتحمل المسؤولية عن أفعالها بعد أن عزز تقرير للمخابرات الأمريكية مزاعم قائمة منذ فترة طويلة بأن روسيا سعت للتدخل في الانتخابات الأمريكية لعام 2020" وقالت: "إن إدارة الرئيس بايدن تعتمد نهجا إزاء العلاقات مع روسيا يختلف عن الذي كان يتبعه الرئيس الجمهوري السابق ترامب" وقالت "الروس بالتأكيد سيتحملون المسؤولية عن أفعالهم"... رويترز 2021/3/17) وهذه من الحرب النفسية على روسيا لابتزازها في عدد من القضايا ولتتمكن من استخدامها خاصة ضد الصين بعدما استخدمتها ضد أهل سوريا المسلمين الذين ثاروا عليها وعلى عملائها. ولهذا صرحت المتحدثة باسم البيت الأبيض كارين جان بيير أن ("الرئيس الأمريكي جو بايدن سيقابل الرئيس بوتين عندما يحين الوقت المناسب. وإن بايدن لن يتراجع سيكون صريحا ومنفتحا حول العلاقة مع روسيا"... رويترز 2021/3/19) وهي، أي أمريكا، تستخدم الأسلوب الهجومي حتى تظهر أنها في مركز قوة، في الوقت الذي تجري فيه اتصالات دبلوماسية للتفاوض، وتريد أن تجعل الآخرين يفاوضون من موقع ضعيف، وتفرض عليهم ما تريد أو تفرض عليهم ما تستطيع أن تفرضه لتحقيق مصالحها. وهذا الأسلوب استعمله ترامب ولكن بأسلوب فظ فكان يهدد ويتوعد وفي الوقت نفسه يجري اتصالات دبلوماسية لفرض إرادة أمريكا ومطالبها على الأطراف الأخرى كما فعل مع كوريا الشمالية ومع الصين. وفي الوقت نفسه يريد بايدن أن يعزز موقفه داخليا بأن إدارته قوية وليست ضعيفة.

10- ومن سياسة أمريكا العمل على الإيقاع بين روسيا والصين لتهدم التقارب بينهما، فكانت تقرّب روسيا وتحرضها على الصين، فيظهر أنها ستواصل هذه السياسة ولكن بعد إذلال روسيا، ولذلك اتخذت أمريكا سياسة الهجوم على روسيا حتى تضغط عليها وتخضعها للسير معها ضد الصين. علما أن روسيا تطمع بأن تقربها أمريكا وتشركها في إدارة الشؤون الدولية. ولكن أمريكا لا ترضى بذلك بل تريد أن تخضعها لسياستها وتريد أن تستخدمها ضد الصين وتستخدمها في قضايا أخرى كما استخدمتها في سوريا. فلا تريد أن تعاملها على مستوى الدولة الكبرى التي تتشاطر معها شؤون العالم أو شؤون منطقة من المناطق، ولهذا أنزلت مرتبتها في الشأن السوري إلى مستوى تركيا التي تدور في فلكها. فأمريكا ما زال الغرور يعتليها والغطرسة والعنجهية مسيطرة عليها علما أن مستواها العالمي قد انخفض، وهي في مرحلة انحدار مهترئة ومتآكلة في الداخل.

11- تحاول روسيا التقوي بالصين لتعزز موقفها تجاه أمريكا، وربما هي تعي أن أمريكا تريد استخدامها ضد الصين فلم تقع في الشرك حتى الآن. فقد ذكرت خارجيتها في بيان ("من المقرر أن يجري لافروف غدا الثلاثاء 2021/3/23 محادثات مع نظيره الصيني وانغ يي حول مسائل تتعلق بالتنسيق الاستراتيجي بين البلدين وتنظيم الاتصالات على أعلى المستويات. وإن البلدين يلتزمان بمواقف قريبة أو متطابقة من حل معظم القضايا العالمية وهما مصممان على مواصلة التنسيق الوثيق لإجراءاتهما في السياسة الخارجية"... نوفوستي 2021/3/22) وأثناء زيارة وزير خارجيتها لافروف أعلنت الخارجية الروسية أن ("البلدين جددا معاهدة حسن الجوار والصداقة والتعاون بينهما لمدة خمس سنوات أخرى" وقال وزير الخارجية الصيني: "على مدى السنوات العشرين الماضية أرست هذه المعاهدة الثنائية أساسا قانونيا متينا للتنمية المستدامة للعلاقات الروسية الصينية وساهمت في تطوير العلاقات الثنائية"... نوفوستي 2021/3/23) ولكن ذلك لم يصل إلى عقد حلف بينهما وعمل مشترك دولي بينهما لمواجهة أمريكا، فهذه الاتفاقية قديمة منذ عشرين سنة فلم تنتج عملا مشتركا جادا ضد أمريكا. فكانت كل دولة منهما تعمل من جانبها على الدفاع عن نفسها ومحاولة التفاهم مع أمريكا والتقارب معها. ويظهر أن روسيا لا تريد أن تتقارب مع الصين بحيث تصبح معتمدة عليها وهذا يفقدها مكانة دولية لكونها تريد أن تصبح الدولة الكبرى الثانية بجانب أمريكا، وهي لا تريد أن تكون في مواجهة مع أمريكا بل تريد مشاركتها، ولا تريد مزيدا من التصعيد معها حتى لا تثير لها المشاكل في أوكرانيا والقرم وآسيا الوسطى والقوقاز...

So, the question here is why did the Jewish entity carry out this surprise aggression, which it only does by order of America? 1- Yes, the Iranian nuclear program is considered a dire threat to the Jewish entity, so it wants to get rid of it by all means, and for that, it cheered for President Trump's withdrawal in 2018 from the 2015 agreement, and the Jewish entity's position was clear that it only accepts the Libyan model and Iran's dismantling of its nuclear program, meaning Iran abandoning its nuclear program completely... And it intensified its spies inside Iran for that... The Jewish entity's attack on its first day revealed an army of agents inside Iran monitoring and cooperating with the Jewish entity's intelligence agency "Mossad" for a few dirhams, so they import drone parts and assemble them in small workshops inside Iran and launch them at targets that include the homes of the Iranian regime's leaders in a scenario similar to what happened to Iran's party in Lebanon when the Jewish entity liquidated its leaders!

2- America's position was the main supporter of the Jewish entity, but rather it is the one moving them against the Iranian nuclear project, but Trump put on the table to achieve that: the negotiation solution and the military solution... ABC American 6/13/2025). Trump said ("The Iranians" want to negotiate, but they should have done that before, I had 60 days, and they had 60 days, and on the 61st day I said we have no agreement"... CNN American, 6/16/2025). These statements are clear that America is the one that allowed the Jewish entity to launch this aggression, but rather instructed it to do so... 9- Then, after these attacks by America and the Jewish entity and the Iranian responses, where the material losses were great in addition to the human losses: (A spokesman for the Iranian Ministry of Health said that the Israeli strikes have resulted in the martyrdom of 610 people and the injury of 4746 others since the beginning of the conflict... According to the Israeli Ministry of Health... The death toll since June 13 has risen to 28 people... 10- As for Iran's orbiting of America, yes, Iran is a state that orbits America, so it seeks to achieve its interests by achieving America's interests. And with that, it helped America in its occupation of Afghanistan and Iraq and concentrating its occupation in it... Likewise, it intervened in Syria to protect America's agent, Bashar al-Assad, and the like in Yemen and Lebanon. And with that, it wants to achieve its interests in these countries and be a major regional power in the region, even if it means orbiting America!
