Know, O Muslims: that the institutions of the Caliphate State differ from the institutions of the systems known now, even if they are similar in some of their manifestations. The institutions of the Caliphate State are taken from the institutions established by the Messenger of God, may God bless him and grant him peace, in Medina after his migration to it and the establishment of the Islamic State in it, which the Rightly Guided Caliphs followed after him, may God’s blessings and peace be upon him. By extrapolating the texts contained therein, it becomes clear that the institutions of the Caliphate State in governance and administration are as follows:
